3. Welcome: (JM) Welcomed everyone to the meeting.
4. Minutes of Previous Meeting June 2024: Proposed (WL) Seconded (FM)
5. Matters arising:
Action Check minutes are going out to everyone (YD).this has now been actioned
(WL) Notification going into Stirling Observer for a 20 mph, this will be temporary from main
road to security at main gate. There will need to have signage at either side of the road. (WL)
Primary school bus pick up point is only at one end of the village. (JM) he thinks the main
problem is with the bus company as they didn’t have time to go to the other end of the
village and still get to Cowie on time. Action (CBH) will investigate this.
6. Police Report:
Our priorities in the Throsk area continue to be drug dealing and speeding.
Crime report 10/08/24 – 10/09/24 4 Detected cases of road traffic exceeding 30mph
Over the time period concerned there were 6 calls made to the police for the area. 2x road
traffic matters and 4x alarm calls.
Community policing team:
PC Stephanie Martin has left her post of community officer due to being promoted. PC
Graeme Woodhouse will be joined by PC Alastair Spike. PC Woodhouse and Spike will have
responsibility for Ward 6 Stirling East along with Ward 7 Eastern Villages.
Anti-Social Behaviour.
Any information regarding anti-social behaviour is welcomed and can be reported to Police
Scotland via tel: 101, to crime stoppers or directly to the Community officers via
BannockburnCPT@scotlandpnn.police.uk
Drugs
Efforts are being made to obtain intelligence in relation to substance misuse and drug
dealing in the Throsk area, and we are keen to tackle drug dealing where intelligence is
received.

7. Councillors Report:
General Election – (CBH) It has been a politically active summer – starting with the
announcement of a general election on the 22nd May resulting in the propagation of
Parliament which had a knock on effect on council business.
This was closely followed by a by election in Dunblane and Bridge of Allan (the 3rd in that
ward since the 2022 elections.
This all has resulted in a lengthy period of disruption to council business – the June meeting
of full council was brought forward and upon return to the council it was noted that the next
meeting of full council was not scheduled to take place till 10 October.
Due to this special meeting of full council it had been hoped to address matters to consider
too important to leave unaddressed – this however has been superseded.
In the General Election Stirling Council Leader Chris Kane was elected as the Labour MP to
represent the new Stirling and Strathallan Constituency and with this in mind there will now
be a Special meeting of full council Thursday 12 September to arrange accommodation of
changes the Administration now feel are necessary.
Currently Cllr Kane remains Council Leader and a councillor representing Ward 6.
Throsk Community Trust – I have discussed with management arrangements of Throsk
Community Trust and these halls at length with appropriate officers hoping to identify a way
forward if it was the case that Mr Paul Ginandrea did not wish to continue managing the
Trust and consequently the halls.-
I recently met with Paul finding out that he is prepared to continue in his current role. He is
however very happy if others wish to become involved in the management of the Trust and
running the halls, even happy to relinquish all responsibilities if there are assurances given
that any arrangements would provide longevity, that is, there would have to be serious
commitment to the required role in the immediate and long term plan for both the Trust
and management o of the halls. I made him aware of the concerns that have been voiced by
the community and its representatives in recent times, I said much consideration has been
given to involvement from the immediate community but there appeared little appetite to
become directly involved.
I informed Paul about the types of conversation and considerations shared with officers. In
particular the notion of involving the other Eastern Villages community as a means of
assuring the full potential of the halls was realised to the benefit of these communities and
in particular Throsk.
Throughout the meeting Paul made it quite clear as he sees it his involvement assures that
the work done by his family does not go to nought and he carries a responsibility to ensure
that the Trust continues as a legacy to their endeavours made on behalf of Throsk
community.
Paul is looking for help on how to run and SCIO (Officers have been made aware of this).
I have strongly suggested to him that a rewrite and updating of the constitution is required
and that this should be presented at the AGM at the earliest.
There was an assurance that this would happen and also that a copy of the current
Constitution and bookings timetable would be forthcoming – I await these documents.
Action (CBH) will write and thank him for the meeting and ask for documentation to be
provided. (JM) would like to wait to see if there will be an AGM before making any decisions.
Walkabout-
I had a recent “walk around” and in general I am of the opinion that Throsk appears on good
form and await your considerations on this matter!
Although assurances have been given now for the best part of a year we still don’t have
30mph signage leaving Bandeath Industrial Estate. Action (CBH) this has now been actioned
JM discussed the roads with drainage causing problems and the walkabout with Alex Laird.
(CBH) mentioned the work going on in Plean and he is working with roads to discuss all the
villages. Action (CBH) will request an update from Roads Officer, Robert Fleming re roads
walkabout.
Local Place plans
If there are things you want to achieve for your community this is where to establish that
requirement.
Community should put an effort into what they want to achieve, there is a deadline and
support. Eastern villages could come together and get ideas to put forward. Informed
communities, 26 September council chambers. (JM) will attend the next meeting. There is a
budget to assist and enable communities to do things on their own behalf.
Stirling Open Doors Day – 21 and 22 September provided fliers and posters for these
Stirling Council Tenants Open Day – 20 September Albert Halls provided fliers and posters
for these. Offering free access to over 1000 venues including Bannockburn House.
8. Co-opt new members: Letters through all the doors for this and only one person has
applied. Action (JM) The form will be given to Stephen Bly and find out what are the next
steps. This has now been actioned
9. Planning -
Planning Application for 5 houses on Kersie Road have been approved.
HR Grey 2 September meeting and every house in the village received a flier through their
doors.
Application to allow for hazardous chemical storage – still ongoing
