Throsk Community Council Meeting

7pm Tuesday 12 March 2024 Throsk Community Centre

  1. Present: Jimmy Morton (JM) Chair, William Liddell (WL) Vice Chair, Bernard Reynolds (BR) Secretary, Helen Yuill (HY) Treasurer, Ian Corlett (IC), Fiona Makenzie (FM), Yvonne Dickson (YD) Minute Taker, 2 Residents

  3. (JM) The chair welcomed everyone to the meeting.
  4. Minutes of Previous Meeting 13 February 2024: Proposed (HY) Seconded (WL)

 

  1. Matters arising: N/A
  2. Police Report: No report sent
  3. Councilors Report: No councilor present due to illness
  4. Throsk Community Enterprise No one present - no signage done and lights still not done. PG did say he hoped to get someone to attend. Hall has been paid for training for defibrillators.
  5. Correspondence: no current correspondence
  6. Planning: (WL) An application for H&R Gray a class 6 storage and distribution - this is valid and awaiting a decision, we haven’t commented on it, but there is not much to comment on. Erection of 5 houses at the land west of 40 Kersie road – in the industrial estate on the right hand side. They will be front on the main road. (WL) has looked at the plan and the only objection is the entrance as this will go right onto the zigzags so may be a health and safety issue and a possible danger. Drives will be to the back of the houses. The entrance will be at the front and this takes you across the zigzags. Not a safe entrance and exit. Action (WL) will put in a note of concern re the entrance. (HY) is concerned about the large vehicles and tractors going in and out of there. (Res) asked if the ground was suitable for building on. Planning Ref 24/00103/PPP 13 February 24, Ward 7. Erection of 5 houses at land west of No. 40 Kersie Road.

Stirling Observer (BR) is not sure if Stirling Observer is receiving his emails re meeting but it hasn’t been advertised in the newspaper. (WL) suggested that it may be that you are using personal email – it should be Throsk community council’s email that is being used. Action (WL) will check this out.

Fiber Optic (RES) Stated that it hasn’t been connected up yet. (JM) assured her that some of

the residents have it but you have to apply for this to be done. (WL) you have to contact them directly and ask them to come and connect this. There was a discussion around whether or not it is good and if there is a waiting list for this to be implemented and how the gardens would be affected. (RES) was a bit concerned as she was asked to make a payment and not quite sure what the options were and what speed you get. Village is in a bit of a state (Res) when can we get the village spruced up? (HY) says this is because of the time of year (WL) says there are 2 or 3 people in the village and litter pick once a week, it may rely on more input from the residents in the village and the council will supply bags (WL) someone needs to write to the council to suggest they provide bags and the tenants may volunteer to clean up as long as it is picked up by the council (RES) she is getting rubbish dumped at the side of her house – on a verge not sure if this is private or council land (WL) this is fly tipping and should be reported. There are bags of rubbish in the farmer’s private land also. No 12 Kersie Road (Res) the person staying there is vulnerable, the garage is caving in the fencing is all over the place and it is an eyesore. This is a private tenant Action (WL) will put a notice to the planning department about unkempt garden and it would be good if social services would visit but this may be deemed as interfering. This isn’t helping the situation about vermin in the area. Dog fouling in the play park (Res) (WL) asked what time of day is this happening, is there a pattern to this, we can contact the dog warden and ask him to review this if we find out the relevant information.

(JM) there is rubbish coming from Hunters can we contact the council and report this Burning rubbish (HY) people are burning rubbish and the smoke is coming over (BR) says it’s next to Green tech (HY) there is also large vehicles at night with their lights shining and there is a generator or compressor making lots of noise. A resident has complained to (JM) as her husband is on night shifts. Action (BR) will ask about this. Parking (Res) mentioned parking – (WL) reminded everyone that there is no designated parking in Throsk not even designated disabled parking spaces.
