Throsk Community Council Meeting
7pm Tuesday 11 June 2024 Throsk Community Centre
1. Present: Jimmy Morton (JM) Chair, William Liddell (WL), Treasurer, Fiona McKenzie (FM),
Councilor Alasdair MacPherson, (CAM), 2 Residents, Res, Yvonne Dickson (YD) Minute Taker
2. Apologies: Ian Corlett, Bernard Reynolds
3. Welcome: (JM) The chair welcomed everyone to the meeting and thanked everyone for
attending.
4. Minutes of Previous Meeting 14 May 2024: Proposed (WL) Seconded (JM)
5. Matters arising: (CAM) No attendance by the police, he will take this up as it seems they are
not attending many of the CC meetings Action (WL) Asked for an officer to attend - Stephen
Bly said he would attend but had to cancel. Amendment - Change to previous minutes to the
res rather than she to be gender neutral. Res (JM) We need an update on the road report re
walkabout with issues from Robert Fleming (YD) Action
6. Police Report: N/A no report sent through. We have an email address for the police if there
are any serious issue we wish to make.
7. Councilors Report: (CAM) was very sad to hear about the passing of Helen Yuill I knew Helen
for 17 years and she was also a good friend.
Polmaise Amenity Site you can only book by appointment now which may increase fly tipping.
Budget Cuts The budget passed by Labour and Tory councilors in February are starting to bite
now as we see the poor standards of grass cutting after the number of cuts we reduced and the
planting of grass seeds to replace bedding plants as that budget was cut too.
Chief Executive: Carol Beattie left her role two weeks ago which was very disappointing as she
was a brilliant Chief Executive who achieved so much for Stirling during her term. Caroline
Sinclair was appointed as the new Chief Executive last week.
Labour elected councilor resignation Cllr Ewan Dillon admitted to downloading child
pornography whilst he was a Labour councilor. He was elected in 2022 and resigned recently
after admitting the offences. He will be sentenced shortly.
Crookbridge site: The Planning and Regulation Panel today approved an application last month
from Ramoyl (Crookbridge) Ltd to develop land at Crookbridge adjacent to the A905 Kerse
Road, South of Springkerse Retail Park. The site owned by Stirling Development Agency, was
previously approved by councilors for a similarly scaled development from the same applicant
including an ASDA supermarket in January 2022. However it was called into the Reporter to the
Scottish Ministers who recommended refusal of the planning as he could not ‘safely conclude’
that the development would not have a significant or unacceptable impact on the city centre.
Scottish Ministers subsequently accepted those reasons and refused the application.
However in the new application, the developer submitted an updated Retail Impact Assessment
(RIA) which was independently assessed on behalf of Stirling Planners.
I am delighted this was approved as it will create jobs and hopefully we will see ASDA having a
presence in Stirling too.
Local Development Plan Residents, community groups and businesses are being asked for their
views on what should be included in a key part of Stirling’s new Local Development Plan. It’s
vital the local community are actively involved in this in order to influence future development.
Labour councilor faces hearing with the Standards Commission It was announce a few weeks
ago that Labour councilor Gerry McGarvey is to face a hearing with the body who deal with the
conduct of councilors.
Throsk Community Enterprise A discussion was held around booking the hall and opportunities
Action (CAM) will contact Mr. Ginandrea from Throsk Community Enterprise to discuss.
8. Correspondence: N/A
9. Planning: (WL) Application for the five houses west on No. 40 Kersie road have been approved,
we will need to see detailed planning how this will encroach onto the road and the level
crossing.
10. Procedure for Co-opting new member:
 (JM) Announced the opportunity for Co-opting 1 new member of the public onto the
community council is now officially open and public
 (JM) announce the submission of date for all completed Co-opting Nomination forms to the
Community Council is 31 August 2024
 (JM) Announce the process of Co-opting will take place at the first meeting after the
summer break on 10 September 2024
We are going to get 120 fliers out to the village to see interested and ask them to let us know as
soon as possible. If there is more than one this will go to a vote. We will need to get the forms out
and back ASAP. Action Yvonne will look at fliers and printing.
11. Any other Competent Business: (Res) asked about the roads and if they have been adopted by
the council (CAM) says that the roads dept. doesn’t want this they don’t have the budget. The
council won’t adopt these roads.
(FM) Speeding in the village is a major issue and she has been caught out a few times with folks
overtaking. The issue is with the traffic going into the industrial estate. (Res) says they are
doing more than the 30mph limit.
