MINUTE OF MEETING
HELD ON: WEDNESDAY 15 MAY 2024 AT 19:00
IN: CIVIL DEFENCE CLUB (HYBRID), CRAIGEND ROAD, ST.NINIANS FK7 9BP

WELCOME
Mike welcomed, went over safety/fire details and thanked everyone for coming along tonight.
1. DECLARATION OF INTEREST
None noted.
2. ADOPTION OF PREVIOUS MEETING MINUTE (17APR2024) AND MATTERS ARISING
There being no matters arising, minutes proposed by Ann Gilmour and seconded by James Wigglesworth.
3. REPORTS/UPDATES
Police Update: No report received.
Elected Member Update: Scott has submitted apologies, therefore no report.
Sub-Groups: will be dealt with later under Community Council Business section.
Chair: we have had a very productive past few days with tubs of flowers to help brighten the area up, three
are located at the Toll and one at the bus stop on main street. We would like to thank Andy at the Whisky
Barrel King for the barrels and Lidl, St.Ninians for the compost and flowers.
Secretary: All details are noted below in community council business.
Treasurer: James updated on the monthly spend. We have also purchased another two defibrillators along
with cabinets. We will come back to the defibrillators later.
Planning/Development: Ann updated, with the trotting track being discussed in full later. The land north
and south of Graystale Road, for the redevelopment of the vacant land to provide new residential housing,
is still awaiting a decision (Ref: 23/00718/FUL). Also, the installation of two air source heat pumps and fenced
enclosures at Battle of Bannockburn (Ref: 24/00267/FUL)

Planning on the Stirling Council website. Searches can also be completed using the map facility.
4. COMMUNITY COUNCIL BUSINESS
Co-opted Member(s): we have three residents that are potentially looking to become co-opted members,
along with one other potential associate member. This will be formalised at our next meeting in June as the
full paperwork had not been received to vote anyone on this evening. All aware and will return in June.
Basic requirements to be a Community Councillor with St.Ninians CC - over 16 years of age; and on the electoral
register for the area you wish to represent; and living in the Community Council area you wish to represent. Should
there be further interest please contact us.
Survey: the surveys have now closed and the results have been summarised. Communications have been
made to the relevant departments, with the community team representatives being here tonight to discuss
the park. Other issues raised were traffic, speeding, state of area, ASB. Also, good comments being
neighbours, area and an overall general feeling of regaining overall the pride in the area.
Thistle Park: Pauline advised that they are here tonight to see how they can help going forward. A full
discussion was held around the access for all including wheelchairs. Litter along with lack of bins especially
for dog litter. Lack of suitable age related equipment, equipment there being unsafe along with the

maintenance of. Pauline and Jeannie advised that there are resources out there and can link us with these
companies. Butterfly Conservation, Keep Scotland Beautiful They will contact land services to allow us to
liaise and see how best to go forward. She will also speak to them to get someone out to remove/repair
any unsafe/broken equipment, which was also noted within the survey results.
James asked about other funding schemes available, Pauline advised that there is not a vast amount of
budgets for parks, and funding could be sourced. However, would require a plan to be pulled together and
submitted, to allow them to help and assist with potential funding knowledge/sourcing. Mike and Ann will
liaise. Concern is to get this park a fully usable space with time of the essence as we are now coming to
the end of May.
Defibrillators: we are in discussion with the committee of this hall to potentially fit one defibrillator on the
outside wall. Discussion took place around the location for the other one. Companies will be approached,
updates will follow. We will also be looking for an electrician to install both units.

5. AOCB
Report It Function: All local issues, covering bins, issues with parks, fraud, council tax, pest control, pot
holes, parking, road defects, ASB etc; should be reported by all members of the public via the Report it
function which is on the Stirling Council Website details will also be on our Facebook page. The question
was also asked who has a list of the local items that have been reported through this function.
Newpark Road (Area): concern still remains around the access roads around this area. Following the
previous update that this was being looked at, we await the decisions.
Glasgow Road: concern also still remains with the main access from Glasgow Road into the area,
specifically Barnsdale Road congestion. This is also being looked at when full updates received we will
update.

6. RESIDENTS FORUM / QUESTIONS FROM THE FLOOR
Trotting Track (ref: 23/00612/FUL): resident updated all on the situation with the application and serious
concerns around this application held by all residents within the area impacted, which is awaiting a decision.
A full discussion took place around congestion, traffic access, noise, the size of vehicles that will be entering
the area, the historical ground element and more, and uncertainty on who actually owns this area proposed.
There will be a local meeting held tomorrow evening. Following discussion a member of the community
council will also attend this meeting to get full details where further discussions will take place. The planning
in discussion is to be located at the west of New Line Road and south of Fairhill Road. The proposal is for the formation
of a Trotting Track, including associated drainage and erection of amenity facility for the provision of toilets and
including a licensed bar, hot food and drink, all takeaway and also the formation of competitor and spectator
vehicular/footway accesses and parking areas.
Local Buses: Jonathan advised that the fares have increased and the timetable has changed slightly, by
ten minutes. No other updates as a meeting with the action group has still to be confirmed. Local resident
advised that there is an ongoing training programme in place with McGills to increase awareness with drivers
around people with disabilities and visual impairment. Should anyone have any issues/questions around
the buses please let us know and we will pass this onto Jonathan.
Local Infrastructure/Events: general discussion over the infrastructure being overloaded as is and with
the new housing developments will put further strain on this. Also, Stirling as a city doesn’t seem to have a
lot of marketing to highlight and attract events. Pauline advised again budget restrictions and that
information is on the website(s), where summer sessions and various other events are highlighted. As the
year goes on more information will come out. Resident noted that access is not easy especially for people
with sight issues, as they do not all have the appropriate local access, knowledge or indeed software. If
transferring information to braille for example this takes time and is not always accurate. Information on
websites. It was generally felt that information on Facebook etc is very much reliant on the knowledge that
these pages exist in the first instance, you have access and knowledge of the venues that are there.
Dog Mess: concern raised over the dog mess that has been sprayed, who is doing this and is this spray
safe. If this is being done this spray should be safe.
Path in Park (Mayfield): the path that has been removed has been left within the bushes and not removed.
Will this waste be removed rather than dispersing into the bushes.
Bins: around the Mayfield Centre are overflowing and there are not enough in the area in general.

Bruceview Park: we are still looking to establish the owner of the noticeboard within this park as it is in
need of repair. This would allow information to be placed there as well, helping with the general local
knowledge. Jeannie will check again and come back to us.
Hillview Centre: Jeannie advised that they still do not have access to this and are working to gain access.
YT Club: Jeannie advised that in relation to the garden which had been left unattended. They are now
looking at using this space as an outdoor meeting space and will be launching walks from the 10th of June
in conjunction with Active Stirling for six weeks. Details will now be sent over for us to put onto Facebook.
St.Ninians Library will be doing some outreach as well here. Development work is going on in this area as
a whole. Jeannie will establish if meetings etc can be held there.
St.Ninians Library: work is also going ahead in the background to look at using the disused courtyard
within the library as a usable space. Information will follow in this.
Trail Boards: these historical trail boards are owned by the community council that they are held in and
should be maintained/cleaned by each community. Mike is looking for help to keep these clean and in good

7. DATE OF NEXT MEETING
Wednesday 19th June 2024 at 19:00 in Civil Defence Club, where this minute will be ratified. This will also
be our AGM.
