MINUTE OF MEETING AND AGM
HELD ON: WEDNESDAY 19 JUNE 2024 AT 19:00
IN: CIVIL DEFENCE CLUB (HYBRID), CRAIGEND ROAD, ST.NINIANS FK7 9BP

WELCOME
Mike welcomed and thanked everyone for coming along to the AGM/Meeting tonight.
1. DECLARATION OF INTEREST
None noted.
2. ADOPTION OF PREVIOUS MEETING MINUTE (15MAY2024) AND MATTERS ARISING
There being no matters arising, minutes proposed by Ann Gilmour and seconded by James Wigglesworth.
3. REPORTS/UPDATES
Police Update: Mike read out the police report that was submitted. Any information to be reported to Police
Scotland Community Officers via email:StirlingWestCPT@scotland.pnn.police.uk by calling 101 or Crime
Stoppers.
Elected Member Update: Jen advised that due to the elections now taking place there is nothing to report
as meetings had been cancelled during this time. However, the new pavement parking regulations will be
coming into force throughout the council area.
Sub-Groups: will be dealt with later under Community Council Business section.
Chair: Mike advised that unfortunately Kirsty has resigned from her position of vice chair. We would like to
thank Kirsty for her hard work and commitment to the community council over the years, also for picking up
the secretary role and running with that as well last year. All other office bearers and community councillors
will remain unchanged and in place going forward; later we will vote in two new co-opted members.
Secretary role, we do continue to look for someone to take over the secretary role. Elaine has been covering
this since the start of the year, as an associate member. However, is unable to continue going forward with
this and will return to her original role of minute taker following the summer break at the next meeting in
August. We would all like to thank Elaine for all her work in stepping in to this role and keeping things ticking
over this year.
Mike also thanked everyone for their support over the last year and for all the work that goes into keeping
things going behind the scenes.
Secretary: Elaine gave an update from the past year, confirming that: Community council awareness is up
on Facebook and in general, which is good to see. Re-branding was completed, thanks to Kirsty and James
for the work involved, with permission being given by Rev McIntyre for the use of the Clock Tower in the
image. Noticeboards we have three at present and are updated regularly with local information and meeting
details. Fun day unfortunately we didn’t get any progress on this for this year. This was mostly due to lack
of numbers/volunteers coming forward to help progress/market and get this off the ground. If we wish to
consider one for next year we really need to start now with the planning and get a small sub-group/committee
set up for it to start that ball rolling. Defibrillators continue to be maintained by Forth Valley First Responders.
We have purchased another two that require fixing in location. James will cover this later.
Zoom facility will be continued and made available for all meetings this year. However, this will be reviewed
at the November, as the renewal will be due in January. Surveys were issued and completed. Thank you
to everyone that ensured they were delivered to all within the area. Also, thanks to everyone that took the
time to complete these. We have taken all comments/suggestions on board and have spoken to relevant

parties. Progress as always with these things can be slow however we continue to do our best. We, like
you, would like to see things change and progress within the area, and do also get frustrated. However,
like everything it takes commitment and people to push it forward. Currently we are a small group of
volunteers, who also work full time. So please do consider coming along or helping in any way you can.
You don’t have to commit to every month just to a project that you feel passionate about and report back to
us; so, we can report back to everyone at the meetings/minutes and on socials.
To start things moving within the area. Plant pots have been placed at the toll and main street beside the
bus stop. We’d like to thank Andy at the Barrel King for donating these and also Lidl for the contents. Not
forgetting Mike, James and Jim for installation and upkeep.
Keeping to the June theme our AGM next year will again be in June (18th).
Secretary role, as mentioned earlier I am unable to continue with this. Meantime, it will be covered over the
summer break and discussion will take place for the best way forward in dealing with the enquiries that are
received. All emails will be distributed to the appropriate community councillor(s) to respond and take
forward.
Lastly I’d like to thank everyone for coming along and letting us know what is happening in the area. We
do appreciate it and whilst we are restricted with some items raised, please be assured that we do contact
the appropriate authority when you raise issues. However as mentioned we are limited with the powers that
we have within the community council and once escalated we have to allow it to run its course and be dealt
with by the appropriate party, which can take time. Please consider how you (or someone you know) can
help push things forward with the passion shown in the survey results.
Treasurer: James updated on the spend for the year to date. The reporting has changed in that it is now
from AGM to AGM so this one is slightly extended. This year we have spent the usual covering minute
taker, room hire, zoom subscription and general printing costs. The purchase of two defibrillators and a
donation to Forth Valley First Responders. We do however get funding for some of the administration costs
annually. This report will now be submitted to Stirling Council for the year.
Defibrillators – we are looking at Forth Valley First Responders to install both of these, this ensures they are
installed correctly and will also be maintained by them as well. James will speak to all parties to finalise
positions on both buildings and arrange instalments.
Mike thanked James for doing the accounts over the year and is happy to propose the accounts, Caroline
seconded this proposal.
Planning/Development: Ann confirmed there was nothing new through.

Planning on the Stirling Council website. Searches can also be completed using the map facility through
the links noted.

4. COMMUNITY COUNCIL BUSINESS
Co-opted Member(s): we now come to the co-opted members. Mike confirmed that we have received
confirmation regarding the election and introduced Angela Clarke and Julia Temiseva. A vote was taken to
co-opt both Angela and Julia onto the community council. This vote was unanimous by all in attendance
tonight. Welcome to the community council.
Basic requirements to be a Community Councillor with St.Ninians CC - over 16 years of age; and on the electoral
register for the area you wish to represent; and living in the Community Council area you wish to represent. Should
there be further interest please contact us via email.
Thistle Park: Ann updated everyone regarding the condition of the park and the reports/risk assessments
created around which have also been submitted to the council; and through the Report It Function on the
council website as requested. Mike confirmed that following a call earlier this year they did respond quickly
and repaired the zip slide. A full discussion took place. It would be good to get a meeting with the parks
department/land services to get a plan in place for going forward. Jen will also look into this.
Defibrillators: following a full discussion, James, as mentioned earlier, will contact and liaise with Forth
Valley First Responders to get these fitted and in location as soon as possible. Details once completed will
follow.
Hillview Centre: Unfortunately, Jeannie is not here this evening and we do not have an update as yet on
this.

Local Buses: Jonathan sent an update to Mike. The No:57 has increased in punctuality. The older buses
are being updated and replaced gradually. There is a possibility of electric buses however nothing has been
confirmed at yet. If anyone has anything please let Jonathan know and he will take this to them.
We would like to thank Jonathan for all his work with this and representing the community at the meetings.

5. AOCB
Report It Function: this should be used in the first instance to raise any issues locally including bins, parks,
fraud, council tax, pest control, pot holes, parking, road defects, ASB etc; should be reported by all members
of the public via the Report it function which is on the Stirling Council Website

Thank you: Jen thanked everyone for all the hard work that everyone is doing. As was pointed out earlier
everyone is a volunteer and you do a huge amount of work, so thank you.

6. RESIDENTS FORUM / QUESTIONS FROM THE FLOOR
Glasgow Road: concern remains with the main access from Glasgow Road into the area, specifically
Barnsdale Road congestion. When we receive a full an update we will let you know.
Whins Road: concern raised via email by a resident around the parking, congestion and safety issues. We
have forwarded this to the council for them to take it forward. Also advised resident to raise it through the
Report It Function.
Bruceview Park: we can take this over if we wish to. This will need some work to bring it to standard. Do
we wish to upgrade this? Discussion took place. It was generally felt that it would be good to have the
addition of a noticeboard in that area. We will look at this noticeboard and update from there.
Mayfield Centre area: trees are being cut down and drains are also being looked at. There has been no
communication received by residents in the area around the drainage work. Work vans are being parked
on the pavement. Following discussion the road/ground should be re-instated once completed to as it was.
Bus Stop - The Toll: concern was raised over parking in the bus stop area which can cause issues with
passengers. Is there any way this could be raised as an issue as the bus stop is also beside traffic lights
and no one should be parking there. This will be reported.
Trotting Track: as this is now closed for comments is there anyway someone can send in a concern. Mike
will come back on this following the last meeting.
Howlands Road: children are playing on the green areas of the land here. Is there a possibility of getting
a higher fence in place to stop balls going into to traffic and make it safer in general. Unsure of who actually
owns this land.
St.Ninians Library: we would also like to thank everyone at the library for help and support over the year.
Trail Boards: these historical trail boards are owned by the community council area that they are held in
and should be maintained/cleaned by each community. We will establish which ones are within our area.

7. DATE OF NEXT MEETING
Wednesday 21st August 2024 at 19:00 in Civil Defence Club, where this minute will be ratified.
Also as mentioned previously our next AGM will be in June 2025 (18th).

8. CLOSE
Mike closed the meeting and thanked everyone for coming along tonight. There will be no meeting in July
and back here on 21st August, have a good summer.
