1. W ELCOME
Mike welcomed all in room and online, thanked everyone for coming along.
2. A PPROVAL OF M INUTE OF 21S EP 2022 AND M ATTERS A RISING (Mike McCormick)
No matters arising, the minutes were proposed by Mike McCormick and seconded by Kirsty Ryder.
3. D EVELOPMENT /P LANNING
Golf Range – Mike went along to the planning meeting; all seems to be well thought out. It will hopefully go ahead and create a couple of small part time jobs along with somewhere else to go in the area.
Stables (Chartershall) – this has been passed.
Trotting Track – re-applied for and decision still pending.
Erection of Dwelling House/Garage – a single story for agricultural worker at land south of Park View, Stirling (New Line Road). Richard passed plans round. Decision awaited
4. P OLICE S COTLAND
Mike welcomed the police, stated as always we are very grateful for them coming along and we really do appreciate all they do with us in the local area to help keep us up to date, thank you.
Pam went through the report and advised that Alastair has now joined the local area team which will be a great help going forward, allowing us to get out and enforce all issues that have been raised previously. This means that we can go out and about as required having two officers present at all times in accordance with Scottish Law. Thirty-six crime reports in total within the area covering all with no specific trends. Various calls have come through but again no trends to report. St.Ninians Primary School has had a break-in with some damage, this is being investigated. If you hear anything within the area please do let us know and we can investigate. We cannot help if people don’t come to us directly, we can discuss with individuals discreetly as required, but please do contact us.
Discussion took place over the local car MOTs and checking those that are on the public road. They will look at the MOT situation on cars that are sitting. Speeding and tar trucks were raised again and it is being looked at, they have taken further details and will cascade details to relevant departments to investigate. Local resident issue previously raised has hopefully now got someone onboard dealing with the situation. This will hopefully go forward positively; contact is being made with all required departments.
Kirsty asked if the safety partnerships were still in place and if it is possible to get everyone round the table to actually discuss the issues and hopefully get a resolve to the continuous issues that are being raised locally regarding community safety. Local surveys have been conducted and passed over however nothing seems to be done. The link officer no longer comes along to liaise for the community.
Glasgow Road incident was flagged up with erratic driving and speeding/traffic not stopping at pedestrian crossing. This has been reported, also got an incident number for this and police will be looking into.
5. H OUSING
Mike raised the situation with housing still sitting for over twelve weeks, various reasons are being brought forward, however no change. There are people waiting to get into properties in the area and there seems to be no rush to get properties turned round. Full discussion took place again on the housing situation. It was pointed out that there was an open day which was not publicised very well, which highlighted three hundred houses being empty in the area. However, no communication from the council to this community council to allow us to let everyone know.
We have asked for housing representative attendance on several occasions and no one comes along or even takes time to reply. We will ask again that someone comes along to the next meeting in November to here from both sides.
Jen mentioned that there is a high demand for four bed and bungalows in the area, which the council is very short of. Also mentioned that work will be starting on the corner of Barnsdale Road/Glasgow Road in January/February 2023, as contractor has been allocated.
She will also take the details of works required back to the council to ask what is happening.
6. P ARKS
Thistle Park Foot Path – To re-instate the original path from 1930 through this park which was gifted to the people of St.Ninians, as Stirling Albion began in this park prior to Annfield Stadium. Drawings were sent to the council previously; they have come back with an alternative suggestion however have not come along to this meeting to discuss further. Richard will go back regarding this and invite to our next meeting, as the alternative isn’t suitable. Further discussion required. This park is also used by the Fun Fair annually however the access they now have to use is through McGrigor Road. They do leave the park in a better condition they get it in.
7. B USINESSES /C HURCHES /S CHOOLS
Borestone Primary – all works completed, just leaving Copings to top of walls to be installed.
8. R OADS /P ARKING /P UBLIC T RANSPORT
Post Office/Lidl Crossing – Richard advised that he received a reply confirming that the crossing did conform to all regulations from various disability organisations being consulted. The camera was there and wouldn’t allow lights to change until crossing clear. Pamela asked if this could be raised again as the time limit doesn’t feel safe by local residents. Especially if hard of hearing the visual and calibrations need looked at.
Disabled Parking Bays – have now been re-painted.
Drainage Issue – St.Valery Drive, Richard received communications and advised that Scottish Water have previously cleared the drainage and will probably have to do this again.
No:57 Bus Route – Mike advised that things seem to be going forward well. Buses will be on routes if locals require and use the service. They have been invited to a meeting, will hopefully come along probably in new year. Bus route time with McGills No:57

Full discussion took place on the disappointment due to lack of communication from the council to this community council. We have the same conversations over and over again regarding housing, speeding, tar trucks and concern over community safety. Asking for help/updates from council. Where is the link officer for all community councils? Why will they or someone senior from the council not come along to allow a shake-up of the officers locally? Before covid we had Forum Five meetings with other community councils and these were very useful meetings. Council representatives were also there and things did happen. It just seems that covid is still being used as an excuse. Someone needs to come along from the council to be in regular attendance at these meetings to help with the cascading of information, zoom link is also available if unable to attend in person.
We are officially requesting a senior representative from the council to attend these meetings starting November 2022. We hope that this will gain a response on this occasion. If no response we will look to take this further in the new year.
We are failing on basics here and have no confidence in the communication from the council, who are failing on the duty to come along to the local community council meetings. We are all looking to help and achieve the same goal in the local area after all.
