Minutes Actions
1. Welcome
Joan Murphy welcomed everyone to Riverside Primary
School (RPS).
2. Declarations of Interest
No Declaration of Interest was recorded.
3. Approval of Previous Minutes
Minutes for November adopted. Fiona Dyet proposed;
Ashleigh Phillip seconded.
4. Matters Arising from previous minutes not to be
addressed within the meeting
None.
5. Reports
a. Chair
Masterplan: The focus of this evening’s meeting is the
Forthside Masterplan and the public consultation currently
happening. Stirling Council are actively seeking engagement
from residents of Riverside. Residents can read the plan and
participate in the survey online at
https://engage.stirling.gov.uk, and is titled ‘Stirling Forthside
Masterplan and Design Guide’.
b. Secretary:
Grit Bins: The delivery of the grit bins has been delayed with
plans currently TBC. More information will be posted on the
Gritting WhatsApp group when confirmed; contact Riverside
Community Council (RCC) to be added to the group.
Abbey Road: It had been noted in previous meetings that the
charging points on Abbey Road would be activated at the end
of 2023, which hasn’t yet happened. A resident questioned
why that spot in Riverside was chosen.
Noticeboard: The new noticeboard at Lovers Walk was
damaged in the recent storms and needs a latch replaced.
Police Report: over the last two months, there were 4
recorded crimes: 2 detected and 2 undetected.
The Police Officers also discussed the 20 mph speed limits,
due to ongoing issues of speeding on Dean Crescent. They
reported that they can educate the public but their ability to
enforce the limits are, themselves, limited.
If any resident would like to contact these Police Officers
specifically to discuss issues in Riverside, the RCC can
provide the direct email address.
c. Treasurer
Income
We received £1,500 of Community Pride funding from
Stirling Council for the Old Harbour Woods project.
Expenditure
We bought more ink (£58.99) for printing posters etc. for the
noticeboards. We also purchased tools (£226.50) for the Old
Harbour Woods project.

6. Forthside Masterplan
Sharon Marklow and Tom Horner from Stirling Council came
to discuss the Forthside Masterplan, which is currently at the
draft stage.
The plan can be found at http://engage.stirling.gov.uk and
consultation is open until 23rd February 2024. Sharon
Marklow actively encouraged residents to read the plan and
submit their questions.
Summaries of the questions raised by residents and answers
given by Stirling Council (latter in italics):
Concern for the Old Harbour Woods (OHW) as they were
simply labelled as ‘woodland’ on the plan. Concern for the
upheaval to the ecology and habitat of the OHW, particularly
as the work done so far has been working together with
Stirling Council to an agreed programme of woodland
management.
Stirling Council emphasised the green spaces as being
important and views the riverbank and the habitat there as an
asset. There may need to be felling of some trees as part of the
development.
(Included in this conversation was a discussion of the damage
done to the footpath by the discharge out of the headwall. Cllr
Thomson said that the water was outflow from the culverted
Town Burn. There was no answer to how damage could be
prevented to the path in the future.)
There is an outstanding building warrant for the land beside
the Riverside Quay student flats, with no end point on it. Will
that space be developed?
There is currently no interest in developing that space, but the
building warrant still stands are some development has
happened there. However, Stirling Council can’t guarantee
that development will never happen there.
Is there consideration for tree coverage in the development?
Yes, the development of the green spaces in included in the
design guide.
Concern regarding the visibility for drivers at the proposed
road junction of Forthside Way and Shore Road. There are
often long queues there.
With the redevelopment of the road, there should be good
visibility for drivers.
Why is Levelling Up money being used to decontaminate the
MOD site?
Levelling Up is concerned with commercial growth, and the
MOD site contains buildings of commercial potential.
Submitting a larger bid is a way of getting the government
interested in the plan.
Could there be an entrance to Stirling Train Station on this
side of the tracks?
Worth exploring as an option.
The chair (Joan Murphy) suggested that there be further
meetings with the relevant Stirling Council staff to allow
residents to ask further questions and be more involved. A
show of hands indicated several people would wish to
participate in these.
7. Sub-Groups
a. Active Travel: E-Bike Loans: both Recyke-A-Bike and
Forth Environment Link have several eBike loan schemes for
up to a month, including adapted and recumbent bikes.

b. Environment: Paul Dumbleton from TreeLink requested, and
received, the support of RCC in him asking Stirling Council
about adding in several trees in three areas of Riverside: the
old harbour, near the bridge to Cambuskenneth and by the
student flats. He will come back at next month’s meeting to
discuss the Crown of Trees walking tour around Stirling.
c. Defibs/Christmas Parcels: £568 was raised at Christmas,
£468 from the Christmas windows raised £568 and £100
donated from from Riverside News. Lucky2BHere has
ordered new pads (£55 per pair).
d. Parking: Will be discussed at the next meeting.
8. OAB
Seed Grant: Bob Dale has successfully got funding for tools
and seeds for the planters.
9. Next meeting: Wednesday, 28th February 2024. Riverside
Primary School.
