Minutes Actions
1. Welcome

Joan Murphy welcomed everyone to Riverside Primary School
(RPS).

2. Treelink

Max Hislop gave a presentation about the aims and ambitions of
Treelink:
Treelink is a community-based, volunteer-run charity aiming to
increase the quantity and quality of trees in the Stirling area. This
involves planting trees, managing forested areas and dealing with
non-native species.

3. Declarations of Interest

No Declaration of Interest was recorded.

4. Approval of Previous Minutes

Minutes for January adopted. Fiona Berrow proposed; Fiona Dyet
seconded.

5. Matters Arising from previous minutes not to be
addressed within the meeting

Everything will be addressed below.

6. Reports

a. Chair
Lovers Walk Noticeboard: This new noticeboard had been
damaged in a recent storm but has now been fixed. Riverside
Community Council (RCC) has again not been charged for
this fix, so there is still money in the noticeboard fund.

Park Management Rules Consultation: RCC has received a
letter from Stirling Council regarding potential rule changes
in playparks as there have been reports of children being
alarmed by barking dogs which are off-lead.

1. No Person May:
Allow a dog, other than a guide dog, or any other animal
in their care to enter the safety surface zone around
children’s play equipment.
2. No Person May:
Allow a dog, other than a guide dog, or any other animal
in their care to enter a prepared sports surface e.g. multi
use games area (muga).
3. Vehicles:
Persons must not bring or drive any motor vehicle
including go-karts and quad bikes or any other wind or
mechanically propelled vehicle including radio controlled
craft or apparatus or any motor homes, caravans or
trailers into a park without the prior written consent of
the Council. For the avoidance of doubt, nothing
contained in this clause shall prevent the use of
personal disabled transport within the park.

Of the 12 people present who were voting, the response was:
Question 1: 11 voted to agree
Question 2: 11 voted to agree
There was discussion about whether dogs should be walked in
playparks as at all, regardless of being on-lead or not, and
whether dogs should be allowed in school playgrounds.
Question 3: a vote did not occur as the attendees felt the
question was badly worded and confusing.

b. Secretary:
Police Report: Three cases: one of domestic abuse, one of
minor drug use and one involving the river. There were 15
calls that received cards but did not require call outs.

Polmaise: The tip at Polmaise now can take mattresses and
hard plastics. There is also now a facility to donate good
quality furniture to Transition Stirling at the tip, as well as
return walking aids to be refurbished by NHS Forth Valley.
Cllr Nunn clarified that the 12 visits per annum limit to the tip
does not apply to personal cars of residents.

Insurance: the new tools from the Old Harbour Wood need to
be added to the insurance.

Dunblane Community Council (DCC): There was a
discussion about whether RCC should commend a letter
written by DCC to Stirling Council concerning the proposed
budget. The letter was commended by RCC and added to the
website.

Community Advisory Group: Stirling Council is looking to
set up a group to work with the Council regarding the
Forthside Plan.

Causewayhead Road: Causewayhead Road will be closed
southbound from 18/03/24 until 15/04/24.

c. Treasurer
Income
We received a £600 seed grant from Forth Environment Link.
This will be used to plant/maintain the Community Council
planters around Riverside.

Expenditure
£216.88 was spent on equipment and tools for the Old
Harbour Woods project.
7. Sub-Groups
a. Environment:
Gritting: The gritting equipment has been acquired and grit
bins are to be delivered soon.

Treelink: Stirling Council have agreed to the trees proposed
at the last RCC meeting. Stirling Council have requested
Treelink fund and plant the trees, which will likely not be
until November.

Planters: RCC is looking for volunteers for maintaining
planters around Riverside. There were suggestions that the
planters could be filled with perennials rather than annuals
and that the grant money could be used to fund a way to water
the planters.

Spring Clean Scotland: From 15/03/24 to 28/04/24. RCC
holds the litter picking equipment for Stirling, so is likely to
be used during this time.

b. Parking: Joan Murphy is still pursuing information about the
zebra crossings and School Streets before every meeting, but
information has not been forthcoming. Cllr Nunn agreed to
follow this up.

c. Old Harbour Woods (OHW): It is unclear whether the work
will continue going forward in the OHW due to proposed
Stirling Council cuts and lack of available rangers. There will
be a group meeting to do some clearing on Saturday 2nd
March from 10:30-13:30.

8. OAB
Shore Road Crossing: Joan Murphy raised concerns about the
junction between Shore Road and Goosecroft Road, particularly
regarding the lights, pedestrian crossing and cycle lane. There

was a general discontent raised about the junction and the
following issues were raised: - the buttons are unclear for pedestrians and complicated to
interpret - the crossings do not automatically make a sound to alert
pedestrians, and the buzzer is hard to make sound if needed - the angles of the green man make it hard for pedestrians to see - the crossing time is not sufficiently long to cross the road - the waiting time appears longer than previously between
pedestrian phases - the cycle path is often covered in large puddles, particularly
where the cycle path meets Shore Road, and there is no drainage
There was also a significant concern about the safety of cyclists
using the cycle lane, as the traffic lights for bikes is out of phase
and encourages cyclists to cross Shore Road when, in fact, cars
have right of way.
Cllr Nunn to ask officers for a site meeting; Jude Treliving and
Joan Murphy to join.

Lovers Walk Underpass: A resident highlighted that buses,
motorhomes and HGVs regularly cause congestion at the
underpass as they are unable to get under the bridge, but there is
no signage warning drivers.
