Actions

1. Welcome

 

Joan Murphy welcomed everyone to Riverside Primary School (RPS) and shared the sad news of the passing of Lorna Smith, Riverside resident and RCC associate member.

Lorna’s sister passed on the news of her funeral to take place on Monday, 2nd December at 1300 at Stirlingshire Crematorium, as well as highlighting Lorna’s love of Riverside, its beauty and its people.

 

Good news of the month: there are beavers out and about near Riverside. Beaver activity can have many positive impacts upon the environment, including: reducing flooding, improving water quality and creating wetlands which increase biodiversity and store carbon.

3.  Approval of Previous Minutes

 

Minutes for October adopted. Fiona Dyet proposed; Parvin Morrissey seconded. 

 

4. Matters Arising from previous minutes not to be addressed within the meeting

 

Nitish Ramparsad was co-opted as a member of RCC, with the option of becoming a full member after six months. Fiona Dyet proposed; Fiona Berrow seconded.

 

Creagh Warren and Katy Allen were also made Associate Members of the RCC.

 

There is no news about the Pop Up Police Officer nor the phone box at the corner of Millar Place.

 

5. Reports

 

 

 

 

a. Chair

Christmas Parcels: RCC will deliver parcels to 30 households, including 6 couples the weekend before Christmas by volunteers.

 

Cycle Route: Due to the mixed reaction from residents to the discussion regarding the proposed cycle route through Riverside, there will be a consultation in the Riverbank Centre on Saturday 30th November, 0900-1300. There was a discussion regarding how Stirling Council disseminate information to residents, with residents being encouraged to sign up to the Council’s Engage platform online (https://engage.stirling.gov.uk/en-GB/).

Any items added to Engage are also added to Stirling Council’s social media accounts. Andrew Fraser queried what standards Stirling Council were using for the proposed cycle route.

 

Waymarking: There will be a meeting on Wednesday, 4th December regarding ways to improve the signage around Stirling City Centre, aiming to reduce clutter and improve ease of navigating. Andrew Fraser will attend for the RCC.

 

Forthside Master Plan: There are no further updates since the plans went through Council on 10th October 2024. Six members of the RCC have been invited to a site visit of Forthside.

 

b.                   Treasurer Income:

We have now received our administration grant (£291.46) for 2023/24.

 

Expenditure:

Many items (totalling £604.97) have been purchased for the Old Harbour Woods project.

 

Funds were approved to buy new cups for the RCC meetings, as well as more spoons and more ink for the printers.

 

c.                   Secretary

Zigzags Parking: Fiona Dyet recently saw some people parking on the zigzags at RPS when the school wasn’t in. There was a discussion as to whether the signage is clear and correct or needs to be changed.

 

20mph: There was a discussion regarding the enforcement of the 20mph speed limit. Cllr Nunn suggested that it is likely Police Scotland will not tend to issue fines for cases of speeding, unless it is particularly dangerous or a repeat offence. This is partially to create less of a combative relationship between the public and the Police, and partially an acceptance of limited resources. If there is a persistent problem of speeding in a certain area, Cllr Nunn suggested asking Stirling Council to put down tracks to measure speed on a certain road.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

6. Subgroups

a.       Planning: No news

 

b.       Active Travel and Sustainable Transport: Ashleigh Philips proposed exploring the option of an electric car club in Riverside, as there have been similar successful schemes elsewhere.

 

 

 

 

 

 

 

Lovers Walk: A resident mentioned the difficulty of navigating the railway bridge and underpasses when RPS lets pupils out and there are a large number of bikes all travelling in one direction at the same time. Cllr Nunn suggested contacting the Head Teacher and Ashleigh Philips shared that Cycle Stirling have been having discussions about Lovers Walk. Cllr Nunn suggested putting together a petition from residents to Stirling Council to review the safety of that stretch of road given the users.

 

Bike Shelters at Cooperage Quay: There is grant funding specifically for bike storage.

 

c.       Environment: CSET grant for the Old Harbour Woods will allow more work to be done, including developing a mossy area by the culvert to divert water away from the path and avoid flooding.

 

Gritting Bins: The gritting bins have been installed and filled. The spreaders need to be built and a way of organising their use needs to be worked out. 

 

Riverside Naturally: There will be work in the Bee Garden raised beds on Saturday 30th November from 0930-1130.

 

d.       DeFibs: The maps for the Advent windows are on the RCC noticeboards and in the local shops. There was a discussion about fundraising for a new cabinet for another defibrillator as there isn’t one near Waverley Park at present. The current three sets of batteries will need to be replaced this year at a cost of £900. Donations to the upkeep of the defibrillators can be given at:

e.       Local Groups: Parvin Morrissey thanked attendees and organisers of the recent craft afternoon. The next crafting session will be in the Spring.

7. A.O.B.

Water Levels: A resident pointed out that the public information regarding the water levels of the Forth is currently not available to individuals and hasn’t been since May. Cllr Nunn suggested the resident contact her.
