Raploch Community Council Meeting 7th February 2024 – 6.30pm Raploch Community Campus

Welcome, apologies & Conflicts of Interest

JH welcomed everyone to the February meeting of the community council and advised that no conflict of interest had been raised.

1.       Approval of Minutes

JH provided paper copies of the minutes which had also been emailed out prior to the meeting. There was an amendment requested from PR and JH will email this to CS. The minutes were approved on the basis that the amendments will be made. They were approved by IL and seconded by MMcK.

2.       Matters arising from the previous minutes.

  • PR gave an update on the Ochil centre there have been a few positive viewings by different groups and there is interest in taking things forward. PR will keep the community council updated with any developments. The hope is that the various groups can meet to discuss how they can work together to use the facility.
  • Following the discussion at the last meeting regarding The Big Conversation PR advised that the budget will be set by SC on 29th February. All the feedback gathered through The Big Conversation consultation has been sent to councillors. There will be the chance for the public to watch the meeting live either online or attend at JH will send the link to join for anyone who is interested in doing so. There is no need to register as the meeting is streamed on You Tube. PR advised that once the budget is set there will still be the opportunity for the community to speak to councillors regarding any concerns.

 

  • JH will chase up what is happening with the war memorial and try and get the CC involve in future She will also ask for an update on the Billy Bremner memorial as the CC are keen to be involved in the subgroup.
  • MCD provided an update for St She advised that the Christmas party went well. There was so much interest in attending they are looking at other venues or having 2 parties next year to be able to accommodate everyone. MCD also confirmed that the company who donated last year to help with the cost of the party will be donating again this year. St Marks also hope to offer more events for families throughout the year.
  • There were various issues raised at the last meeting with roads and paths in Raploch, JH will chase for an update on the issues with the cycle path at the fire station and lack of drop kerb for wheelchair JH also has a meeting on Tuesday 14th February and will get an update on the next stage of Walk, Cycle, live.

 

3.       Chair’s Report

  • JH distributed paper copies of the first community newsletter. JH advised that a team of volunteers helped deliver the newsletter but not all streets were able to be covered as they ran out of volunteers to help with There are more copies available in the shops locally for anyone who didn’t receive one. JH wanted to thank PR and her team at SC as they covered the cost of the first newsletter. JH has been contacted by local businesses who are interested in buying advertising space in future additions.
  • JH highlighted that the events group which is lead by DMT are keen to build up volunteers and do more community The group are also looking at different methods of promotion. PR will email a copy of the community events guide to JH to distribute which provides information on things that need to be considered when planning events such as insurance and licences that need to be in place.

 

4.       Treasurers Report

SC, treasurer wasn’t present at the meeting but had sent an update. There are still ongoing issues accessing the CC bank account. IL has been into the bank who said that further paperwork needs to be completed, she has asked for contact details of the Business Manager. JH advised that the 2 signatories who are currently named on the account will need to go into the bank to try and move things forward. SC has already lodged a complaint with the bank. The current balance of the account is £3056.40.

 

5.       Communication and Correspondence update

  • The British Deaf Association are holding a session for British sign language users at Viewforth on Wednesday 12th February between 10 am and 12.30pm. There is no need to book, people who are interested are welcome to turn up.
  • PR advised that training is available for CC members; she will send on further
  • An electronic booking system will be introduced both at Polmaise and Callander recycling plant from 1st May 2024.

6.       Councillor Report

Councillor Gibson gave an update for SC.

  • He advised that the budget is the main item that SC are having to deal with at the moment. The budget setting meeting is on 29th February and the housing budget meeting is on 8th February, this covers tenant rents only. DG highlighted the challenges that councillors will have in setting a balanced budget.

 

  • There was a discussion about the issues with the disabled spaces outside the community campus with paint being worn and signage DG has already raised this issue.
  • JH highlighted the issues at Sainsburys with damage to the wall and no DG advised he has raised the issue with the Public Affairs Department and is dealing with the Manager at Sainsburys regarding the issues.
  • DG is also dealing with the issues with building standards regarding the new flats in

 

7.       Police Report

A police report was submitted. AC went through the number of undetected and detected cases as well as the number of calls made.

 

8.       St Marks update

  • MCD advised that Social Security Scotland are available in St Marks every two weeks offering both walk in and pre-arranged appointment slots to help with accessing benefits. There focus is on supporting parents and those with disabilities. Start up, Stirling and CAB as well as Digital Inclusion also attend the sessions. MCD will get a flyer out with further details of the support available and upcoming dates. PR will distribute this to her team and get details put in the next newsletter.
  • The work on the RACC in the church is due to be completed on 23rd February which will allow the side aisle in the church to reopen.
  • The new probationary minister, Bethany Pringle will start in St Marks on 25th March and will be there until 1st January 2025 shadowing BH.
  • MCD advised that the church is keen to carry out a consultation with young people. JH suggested she contact the Primary school and JH advised that this should be taken forward as an action to get consultation information in the next newsletter.

 

9.       AOCB

  • JH has been contacted by a student from Forth Valley College currently studying HNC Working with Communities who is keen to volunteer as she needs to complete a placement as part of her course. JH is keen to get her involved in the events group.
  • There was a discussion about the rubbish next to the fish shop on Drip JH will take an action to report this through CC enquiries.
  • Robyn gave an update on Tree The organisation was set up in 2021 as it was noted that trees were being taken down locally for no reason. The organisation now has 8 trustees and are involved in various local projects including planting trees at then Rugby club. There have had over 30 volunteers for this project. They are keen to plant trees to link Raploch to the Abbey Craig. They are keen to work with Raploch residents to get more trees planted locally.
  • Luke Scrivens gave information on SC Housing/tenant Luke advised that they are keen to get the views of local SC housing tenants. He advised that any tenants who are interested should email tenantparticipation@stirling.gov.uk.
  • William Derek also gave information on the Tenants Association. He will email out contact details for anyone who wants to get involved. Interested parties can attend the meeting in person and transport can be provided for people who are struggling to get there, there is also the option to attend The organisation is run by tenants, and they get recognition for the work they do. The next meeting will be on 21st February at the Mayfield Centre between 10 am and 12.30pm.
