Minutes 15th April 2024

Attendance and Apologies

Minutes of last meeting 18 March 2024
Proposed Robert McWilliam and seconded by Leah Easton. Wendy will forward to
S Bly and 3 EM’s.
Matters Arising
McRobert Movie house Plean will close due to Shared Prosperity fund application
not being approved and no further funding available at this time. Community Council
grant almost fully spent on required stationery. Minutes Secretary budget not fully
spend due to not enough meetings being held and will be carried forward to next
year. School puffin crossing should be approved by ETNZ on May 30th and Wendy
and Zoe are meeting Dot Reid and Angela McGibbon at 10.30 on 25th April 2024 for
a walkaround.
Litter pick campaign scheduled for 27th April 24 13.30 meeting at grassy area at
bridge.
Treasurers report
£307.34 balance, £158.00 unrestricted funds, and £149.34 restricted funds.
Allocated £290 for Minutes Secretary expenses and £240 spend so far, balance will
be carried forward.
Elected Members Update
A McPherson advised he is working with Plean park run to get damage caused by
removal of plants/bushes repaired. Moviehouse plean closure disappointed by this
and happy to assist moving forward to try and keep open. Lothian Broadband are
still installing high speed broadband to village and low-income households are
benefiting from a discounted tariff. Council cuts are now staring to bite and will
continue to do so moving forward. Complaints re mud and mess caused by new
housing in Old Plean appear to have been resolved. Working with Plean AFC re
flooding of pitch which has been referred to Stirling Council to investigate. Building
of new school at Durieshill seems to be off the table and plans for Bannockburn High
School need to be looked at again and a refurbishment of same will be inadequate to
deal with new numbers expected to attend. Community council advised to keep an
eye on this issue.
Planning Issues
Community council have opposed a change to planning conditions by Carmichael
Builders regarding the installation of a new crossing and pavement improvements
around the development. Council have agreed to do the work and Carmichael with
foot the bill. ETNZ don’t meet till 30th May to approve the plans that have been
drawn up to make Old Plean a 20mph zone along with above crossing work so
objection had to be raised due to timescales and dates.
Zoe had 2nd meeting with Charlotte Brown re local place plan. Charlotte on maternity
leave for 6/9 month so has sent Zoe information to allow work to be done on place
plan in mean time. Resource hub link can be provided to interested parties.
AOCB
Process to co op more people onto the council from approximately 7-9 people was
discussed. The vacancy will be advertised on the community council website and
Facebook page with posters placed in prominent sites in the village.
Liability insurance due on May 1st 2024, Zoe has all details.
No Police report received again. Email will be sent to query this.
Scott Richards advised that Council will be planting up the planters being installed on
the Main Street.
Plean’s Voice have raised £820 target to allow planting at war memorial to continue
after council budget cuts.
Balfour Centre broadband still to be installed as McRobert Broadband will be
removed. Waiting on a provision date as 2 surveys have been done.
Burnside Crescent residents still having issues with rats. The cost of getting
someone to come out is very high. Problem seems to village wide. Community
council to ask residents to message rat problems/stories to allow a fuller picture to
be built. Post to be put on Facebook page.
