MINUTE OF MEETING OF KINGS PARK COMMUNITY COUNCIL
HELD ON MONDAY, 04 MARCH 2024 AT 7.30PM
STIRLING LIBRARY BASEMENT
Present: Stewart Small (Chair), Jen McNiven (Secretary), Gary Bell, Jane
Saunders and Maurice Fitzgibbons.
Apologies: Steve Brewster, Willie Ferguson and Niall Hamilton-Smith
In Attendance: Councillor Neil Benny and Lauren Grant (minutes)
1. Welcome and Apologies
The Chair welcomed everyone to the meeting. Apologies were as noted above.
2. Minutes of previous meetings
The Minutes of the meeting held on 05 February 2024 were approved as an accurate record:

3. Police Report
Written report submitted - no officers present at the meeting.
Members noting no trends identified and a number of questionnaires were completed as a
result of a survey carried out at the park.
4. Matters Arising
a. Community Council Healthcheck
Members agreeing to commit time to read the modules over the course of the next
few months.
b. Sustainable Transport
Gary Bell noting that snagging continues on Dumbarton Road and Upper Craigs is
progressing.
Smarter Choices Smarter Places scheme will not be happening.
5. Chair’s Report
Nothing to report.
6. Secretary’s Report
Jen noting that correspondence has been distributed amongst members.

Jen noting that the tennis courts will re-open on Monday 11 March 2024 and closed shortly
thereafter. When re-opened in or around April when line painting is completed, there will be
a £5 per hour charge to use the courts.
7. Councillor’s Report
Councillor Neil Benny noting that the budget was recently passed.
Noting that various decisions were made on cost saving measures, many of which were
focussed utilising the Council’s spaces and buildings more efficiently (including the office space
for Council officers and consolidating library storage and HQ).

9. Planning
Nothing to report.
10. KPCC Communications
Nothing to report.
11. AOCB
Port Street Trading
Members noting that local traders on Port Street have raised concern around the Enforcement
Officers’ reasonableness when issuing ticket to drivers.
Neil Benny noting hat there have been no reports to the Council about this but Enforcement
officers are asked to act reasonably and if traders have an issue, this can be raised with the
Council.
Back Walk
Members asking Councillor Benny who owns the path network along the Back Walk. Neil
Benny advising he will take the conversation to officers and arrange a site visit to discuss the
maintenance plan.
