MINUTE OF MEETING OF KINGS PARK COMMUNITY COUNCIL
HELD ON MONDAY, 15 APRIL 2024 AT 7.00PM
RAPLOCH COMMUNITY CAMPUS
Present: Stewart Small (Chair), Jen McNiven (Secretary), Jane Saunders and
Maurice Fitzgibbons, Willie Ferguson and Niall Hamilton-Smith
Apologies: Gary Bell, Steve Brewster.
In Attendance: Councillor Scott Farmer, 1 local resident and Lauren Grant (minutes)
1. Welcome and Apologies
The Chair welcomed everyone to the meeting. Apologies were as noted above.
2. Minutes of previous meetings
The Minutes of the meeting held on 04 March 2024 were approved as an accurate record:

3. Police Report
Written report submitted - no officers present at the meeting.
Members noting that the fire at Langarth House not noted on the police report. All members
agreeing that the destruction of the building is sad and hopeful that the property can be
restored or sold.
4. Matters Arising
a. Community Council Healthcheck
Jane noting that there will be more paperwork for each member to complete and the
link to do so will be distributed when received.
b. Resident Queries
i. Public Processions
Members noting resident concerns over some public processions (routes,
road closures etc) but that the code of conduct for Community Councils
limits actions/comments able to be made.
ii. Dumbarton Road
Resident expressing concern after having a discussion with an officer from
the Council regarding the restriction of Dumbarton Road to some traffic.
Members agree to follow up.

Members noting that some snagging issues remain, including a design
flaw in respect of the bus layby. Councillor Farmer noting that this should
be raised with the Council directly. Members agreeing to approach the
Council.
iii. Planning Officer attending future meeting (Local Development Plan)
Members agreeing to decide whether this should take place at a separate
meeting or potentially as a speaker at the AGM.
iv. Planning Application - Abercromby Place
Local resident in attendance expressing concern in respect of an
application to extend an annex, noting it appears to be against the Local
Development Plan and the Conservation Area rules and regulations.
Members agreeing to submit an objection by the Community Council to
the planning application.
5. Chair’s Report
Nothing to report.
6. Secretary’s Report
Jen noting that all correspondence has been distributed between members.
7. Councillor’s Report
Councillor Farmer noting that a report on the restoration of the Christie Clock was
presented to the Council’s Audit Committee meeting quoting a restoration cost of
£873,463.
Noted that the report is to be remitted back to officers for a further options appraisal
providing more cost effective options and is due to come back to the committee in
December.
Councillor Farmer noting that the Master Plan in draft form has been through Council
and this, in final form will deal with how the Council’s assets are valued and dealt with.
