MINUTE OF MEETING HELD ON 13 MAY 2024 AT 7.00PM

1 Approval of Minute
The minute of the meeting of 8 April 2024 was approved, proposed by Sue Sedgwick,
seconded by Rowena Drowley.
2 Chair's Report
Tony Farrant reported as follows :
a) New Car Park – while the new car park on the site of the former Green Shed is now
partly in use, the power supply for electric vehicle charging is not in place and
information has been received that no quote for this will be available until June 2024
at the earliest. No dates have been offered for the completion of other matters.
b) AGM – Stirling Council has indicated that the Community Council AGM should take
place in June, in accordance with the constitution. It was agreed that the AGM would
be held on Monday 10 June at 7.00pm, to be followed by the regular monthly
meeting.
c) Informed Communities Initiative – it was reported that there was little information
on this and some vagueness about its purpose. It was agreed to find out more before
commenting further (Action – Tony Farrant)
3 Police Report
7 April – 10 May 2024, compiled by Constable Lorna Deans
a) Antisocial behaviour – Police are aware of antisocial behaviour in Moray Park and
Doune Ponds and will carry out extra patrols in these areas when possible. On
09/05/24 a disturbance occurred on Main Street, Doune. As a result one person
was arrested.
b) Road Safety - On 12/04/24 police were called to a road accident near to Teith
Bridge, Deanston.
c) Theft –Between 10 and 13 April two donation boxes were stolen from
Doune Ponds.
4 Councillor's Report
Cllr. Martin Earl commented on rural bus services in Stirling district, The C60 ( Killin to
Callander) service is being reinstated as a two-year, council-run, pilot project. This is the first
time the council will have operated a bus service directly. Cllr. Earl’s hope is that this will be
the first of more such directly-run services that can improve public transport links across the
rural area.

He noted concerns about the effects of the Scottish Government’s Short-term Letting
licensing regulations and invited comments on local experience of its operation.
He also noted concerns about lack of remedial action on a variety of matters eg risk hazards
caused by damaged road/street surfaces, continued ponding on the A84. He invited
comments on any noted reductions to the Council’s grass-cutting programme.
5 Treasurer's Report
Elizabeth Wallace reported that, at 11 May 2024, the balance of restricted funds was
£10,473.69 and unrestricted funds amounted to £1,780.82.
The accounts are now in the hands of the financial examiner in preparation for the AGM in
June.
6 Secretary's Report
David Harding being absent, a report on work outstanding on the war memorial will
be brought to a subsequent meeting.
7 Development Officer
Neil Fergusson reported on progress for the new Youth Hub building. A response is
awaited from Building Standards on the additional information requested. A
fundraising target of £400,000 has been set, to cover all demolition, building and
furniture costs, and a campaign to meet the target as soon as possible. This
includes online donations (https://www.stewardship.org.uk/pages/DDYPYouthHub)
and a challenge to the Monday and Wednesday evening Youthie groups to raise at
least £1,000 themselves. 76% of the overall goal has been raised.
On Heritage Plaques he reported that Planning permission has been granted for all
plaques from Stirling Council, with a press release from Stirling Council marking this.
Installation of the plaques is imminent. Ken Russell and Neil Fergusson are working
on a promotional map to include the plaques and information boards and it was
intended that Kilmadock Development Trust would arrange a launch event.
8 Roads
Rowena Drowley reported that some potholes on the Argaty road had been filled
and that the section under the former railway bridge at Moray Park would be re-laid
rather than filled. White and yellow lining has been done throughout the area as per
schedule but the requested re-marking of the Hill of Row junction has not been done
9 Planning
There was no report.
10 Community Action for Deanston
There was no report.
11 Kilmadock Development Trust
There was no report.
12 Woodland Group
Tony Farrant reported on the stolen collection boxes. Wild flower planting will take place on
18 May. The management agreement with Moray Estates was due for renewal and the
Community Council agreed to recommend that the Ponds Group continue with the Ponds
management.
13 The Bridge

There was no report.
14 Forestry
There was no report.
15 Toilets
A meeting with Stirling Council is awaited to discuss responsibility for continuing drainage
issues.
16 Resilience Plan
Alison McAlpine reported that a meeting would take place soon with Stirling Council’s
Resilience Officer.
18 Library Development
Alison McAlpine reported on work already done and plans in hand to increase footfall and
community use. A further meeting is scheduled.
19 Villages
Sue Sedgwick reported that safety issues at the Castlehill car park remained and difficulty
continued to be experienced in liaising with the relevant departments and officers in Stirling
Council.
Cllr. Earl commented in more general terms on communication issues both within Stirling
Council and local communities. It was agreed that Kilmadock should liaise with other
Community Councils in the area to share experience. (Action – Tony Farrant)
20 Other business
Coach Parking – Alison McAlpine raised the matter of coach parking for visitors to
Doune Castle, now that the new car park at Park and Stride was operational. The
present parking arrangements appear haphazard and cause both congestion and
inconvenience to local residents. It was agreed to take up the matter with Historic
Environment Scotland. (Action – Tony Farrant)
21 Next meeting
It was agreed that the next meeting would take place after the AGM on Monday 10 June
2024 at 7.00pm in Doune Library..
22 Closure
There being no further business the meeting closed at 8.30pm.
