Chairman’s welcome
A.Aitken welcomed everyone to the meeting. This will be the last meeting
before the AGM in early July. A.Aitken thanked F.Inglis and J.Calder for their
services to the KCC. Questions arose re when the AGM is scheduled for –
July has been agreed with Stirling Council.

Adoption of previous minutes
Minutes were accepted. Proposed by S.Inglis and seconded by J.Lawrence
Notes of interest from members of the public – no notes of interest
Adoption of A Dowling as full CC member C.Grant proposed, A.Aitken
seconded. Unanimously agreed
Stirling Council report The most important piece of info is that the C60 will
be reinstated as of July and running x 4 times a day between Callander and
Killin. Meeting planned with David Hopper to discuss the logistics and
operational aspects. Will be an in-house service within Stirling Council with
the driver being openly recruited. Could be looking at least one FTE, probably
more and at the bus being located in Killin. If there is anyone interested,
please encourage them to apply. A.Aitken suggested the use of the bus must
be promoted and its use encouraged once it restarts. its use. We’ll need a
drive to encourage people to use the bus, which will be a leased bus and will
not unfortunately have access for those with disabilities. The need for such
will be monitored and provision for people with disabilities reviewed.
A member of the community asked about potential training for a young
driver.
Other info from Stirling Council - Stirling 900 (Stirling becoming a borough)
was launched.
Lastly, a film studio, working with the universities and colleges has been
established to attract film making in the Stirling area.

Public Transport issues and C60 bus

Local power and energy projects update
We now have a range of local power storage systems – transformer at Glen
Lochay, three large battery farms (Glen Lochay, at the power station along
the loch and the Biomass station). These are very significant developments
(Killin has a surplus of electricity, enhanced by recent developments and
capabilities, contributing to the national grid.
While the companies involved do not have a statutory requirement to
contribute to the community, two of them have expressed some willingness
to contribute. A.Aitken aims to find out more. The developments could
mean short term as well as long term employment.
General consensus that the Biomass plant and the Glen Lochay one is going
ahead but that the Tir Arthur one should be objected to, given its location /
visual impact. KCC is considering a complaint to P and K re the development.
Glen Lednock wind farm – no further movement on this. KCC are maintaining
communications and relations
Treasurer’s report – no report available
Police report – No crimes of anti-social or dishonesty nature. MRT been out
in a number of shouts rescuing climbers or walkers. Some traffic accidents,
one involving a deer and another, a caravan, and sadly a serious, fatal
accident on Glen Ogle involving a car and two motorbikes.
Community speed watching - considerable cost - £2,500 for the hand held speed
radar plus training etc. Must have three volunteers out with hi vis vests etc
Training takes 3 hours Time, location, registration etc noted.

Killin would also have to pay for the annual calibration. No conclusion was
reached.
Discussion re the 20 MPH limit and about parking in passing places and the parking on the
pavements in some streets, which if that didn’t happen, bin lorries etc couldn’t get through.
No conclusion.

Planning report – submission to remove the sheds at the back of Leven
Cottage, Main St.
Good news re withdrawal of planning application for solar panels at the
Capercaillie
KAT report and presentation – see presentation
Bridget Saddler – chairperson – apologies
Theresa Elliot presented on what Community Development Councils do, what
KAT does, and all projects in support of the Community Place Plan – the Old
Coop, Old mill, heritage and Makers market, Youth Group, support for the
park and for the children’s play equipment. The Youth Group and Youth
Forum are both considered a great success, providing positive contributions
to the community. Youth group recently given the opp to attend a media
matters course and skills and development courses, getting young people
into the job market, will be on offer at the new Fassifern building (Old Coop).
Re MacGregors shop – KAT own it, helped establish it and KAT and
MacGregors, work tog as necessary for the good of the shop.
Killin Sports and Recreation Hub – KAT has been instrumental in applying for
funding for the hub. KAT also supports through looking after the funds for;
Friends of Killin cemetery, the floral society, the defibullator, the
maintenance of Fingals stone
KAT currently has 8 staff and 40 volunteers, not including the Post Office
volunteers
Question from a community member regarding food poverty in the village
which is likely to worsen over the summer as the Coop has less and less food
to reduce or give to the Community fridge. Coop to have a discussion with
Start up Stirling re systems and solutions

Proposal for Special Meeting – there is a proposal for a special meeting in 2
3 weeks specifically re the issue of conflict of interest. Members of the public
will be informed but not invited.
AOCB – trees at Maragowan. Quite a few have been cut down. Doing it at
the wrong time of the year. They may come back in the autumn.
Recycle area in the station carpark – a terrible mess. Need to make a
complaint to Stephen Bly
Also the bins – the council seems to be taking them away!
Carparking on the main street. Signage has deteriorated. Raise it with
Stephen Bly.
The booking system re the recycle and waste management is not welcomed.
Need now to book a 10 minute slot. If people are complaining, ask them to
send emails to the councillors re the new waste management system at
Callander – copies to M. Earl, G.Maxwell, E.Waterson.
