Chairman’s welcome
A.Aitken welcomed everyone to the meeting.
Recording of those present, and apologies received;

Adoption of previous minutes
C.Grant – proposed P.Farquarson, seconded. Minutes were accepted.
Notes of interest from members of the public
Speed on the road, caravan site – agreed to postpone the discussion, till the
police report.
Virtual pavement outside the Coop – Previous promise of a virtual pavement.
Agreed to but not yet implemented / put into action. G. Maxwell to chase up.
Disappearance of litter bins in the park
Post Office issue.
Presentation from Stirling Tenants’ Assembly
When the reps were in Killin 2 months ago, they were made aware of a
number of void properties and have followed up. 5 properties have become
available in the last year. Some properties – are buy backs, some need
considerable work. Stirling Council are due to carry out repairs in the Killin
area shortly. The Tenants Association (15 members) works with the Stirling
council on policy issues. Rep in Crianlarich. Leaflet available and info – will
be included in the Minutes and will be put into the Killin News

Stirling Council report followed by SC budget implications for Killin and area – Questions & Discussion
Cllr G. Maxwell reported back on the budget meeting last week (A.Aitken
suggested it was better than might have been expected). SC revenue budget
is approx. 300 m of which about 80% of this comes from the Scottish Govt,
who have agreed a further funding of 2.9 m, equivalent to a 5% rate rise. The
gap is approx. 16m. Re the Big Conversation, none of the extreme proposals
were passed.
Libraries – will see some cuts and rationalising. The savings policies were
accepted; increase price of garden waste, increased car parking charges,
£100,000 out of libraries budget. McLaren Leisure – cut by 10%, CAB cut by
10%, voluntary redundancies and other measures encouraged in the council,
£190,000 increase in nursery charges, redesign of art, music teaching in
schools. Empty properties will have to pay rates. Council tax on second
homes – doubled.
Gene to follow up on the three litter bins in and around the hall, that have
been taken away.
Discussion re speeding in the section between the park and the golf course.
Constable Legget will follow up and check on the speed issue. We’ve had
pretend policemen but they were taken! We can get devices that can be
used by volunteers themselves to track speed in the village. Again, local
police to organise. Re flashing lights at the entrance to the village, the
proposal was rejected by the council on the grounds of cost. The proposal 30
mile limit Additional concerns re the trees and hedges at the caravan site,
blocking the light (40 ft high). A.Aitken to work on the issue of the trees.
Public transport Issues & C60 bus
S.MacRobbie and J.Lawrence – no further forward. Discussions are on-going
with eg City Link. Gene will take it up with David Hoffman on Friday. The
Keep the Bus group came together but the clock is very much ticking now.
Young people aiming for college, disabled people will be impacted. Now at
the end of the road. 29th March, the bus service will cease to operate.
McLaren High school pupils unable to access extra curricula activities.
MacGills – put in a high tender, making it unrealistic. Only statutory
requirement is to provide 88school buses. C60 comes to Killin, S60 to
Tyndrum. Cllr Maxwell seeing David Hopper on Friday and will discuss this as
an urgent issue, Asking Cllr Maxwell to report back asap. Agreed to hold a

public meeting in the village, to bring everyone together as soon as possible.

Treasurer’s report –
Warm Hub monies spent. KCC Secretary’s computer, bought. We have
£3122.98 in the bank
Police report
Re the incidents last Nov involving the fire services and stolen bikes the three
people involved have been identified, traced and are being interviewed.
The police are hoping now that the items will be recovered.
Planning report & related issues
Acharn want to build a retired farmer’s house and byre
Question about the planning permission re solar panels at the Falls. KCC
could and should be involved and put in an objection, via the National Park.
KAT report
Suggestion accepted, that KAT be asked to come and do a presentation at the
next meeting, in May
Roads report and related issues
Residents are advised to report every pothole you see to the Roads Dept
(G.Maxwell).

Letter read out to the meeting from MacGregors shop re the Post-mistress’s
resignation
The War Memorial Committee and the school have entered into a
competition re the environs. A member of the public asked if KCC would be
able to contribute towards the floral arrangement? C.Grant suggested that
the KHG be asked about a potential contribution.
