Killin Community Council Meeting

A.Aitken, S.Inglis, F.Inglis, S.McRobbie, C.Grant, A.Dowling P.Farquharson present Cllr. M.Earl and 3 members of the public attended, plus Andrew Donaldson from Comrie Crofts and Nick Crooke from the Scottish Pilgrim Routes Forum to present on plans re the tin church.
- Declarations of interest – no declarations
- Adoption of previous minutes – two issues;
- trees at Maragowan, the trees have not been cut down and only 3 have been topped. Correction to “3 have been topped”. F.Inglis is working with one of the people concerned.
Two the bins at the Hall have been returned but are much smaller. M.Earl requested that we inform him of the situation in order that he can have an overview of any problems.

4 Notes of interest from members of the public
– yellow grit bin at the top of Glen Ogle – filled with rubbish. M.Earl suggested we request a bin from the National Park. Find out who owns the grit bin and who is responsible for it, the rubbish collection and the picnic tables?
Also, the cycle route itself is becoming quite overgrown – challenge with its maintenance
- Stirling Council report – with the election being called, the council has gone into recess early. Now with us being Stirling and Strathallan – biggest constituency now in Scotland. New Chief Exec taking up post.
Ardeonaig road – some changes to the prioritisation and the means of dealing with pot holes (doesn’t seem very efficient). Advice is to let Cllr Earl know re issues.
A.Aitken raised the issue of the state of the Kenmore road and the risks involved in using it. He asked if there was a way to work jointly – P and K and Stirling councils? Stirling roadworks were planned and have been postponed. 6 CCs are involved and could consider how the road could be improved. Suggest a communication to both P and K and Stirling Councils to request a joint meeting and ultimately, an assessment of what could be done. Further recommendation – all incidents on that road should be reported.
- C60 Bus update – operations started again yesterday in a two year pilot. May not be ideal but is a good start. Very important to ensure that concessionary cards get logged and drivers should record the numbers manually if the machine is out of order. We must monitor numbers using it and work on marketing of the bus S.McRobbie and two members of the community volunteered to support the marketing of the bus. Cllr Earl stressed the precariousness of the situation – important that it is a success and that the community is seen to fully support.
- Energy industry developments update – two wind farms are planned for the hills to the east of Killin. Killin is arguing for a share of the Community Benefits but is unlikely to be able to achieve as big a share as e.g. Comrie. Aitken reported back on the meeting with the 6 CCs in the Strathearn area (meeting was held in St Fillans). Criteria for selection of communities, still to be published and there is a need to consider how to channel the funds Hydro fund is also becoming available – £10 m
Battery farms – x 3 in prospect. Acharn biomass plant, Glen Lochay and one at TirArthur which is huge and potentially visible from numerous sites in the village.
- Police report – A.Aitken read out key aspects of the police report received.
- Planning report & Roads report – the battery farm at TirArthur – S.MacRobbie to keep an eye on these planning applications. Advice would be to contact all 3 planning authorities regarding these applications. Not much to report re the roads.
- KAT and other reports – J,Calder (temp Minute Secretary and Vice – chair of KAT) reported back on the Old Mill Makers Market and Heritage display (going really well), the Old Coop / Fassifern (held up by the issue of how to get the electricity meter installed) and the Youth Group, who will run their summer programme over the school holidays.
Nick Cooke from the Scottish Pilgrim Routes Forum and Andrew Donaldson, Comrie Crofts came to present on the proposed plans for the tin church which provides an opportunity to develop a hostel. The brief concept report had been circulated with an opportunity to put the building into better use and for the community to benefit. Proposal would be to consider community ownership and the feasibility of it becoming a hostel. The plans will be made public before taking next steps. Agreed that the public meeting should take place after the findings of the feasibility study are available.
- AOCB – trees at the Caravan site. Caravan club neds to give permission to cut the trees down. Agreed to be done in principle. New sign, speed control re golf club – not yet been done but agreed in principle. Traffic management and Health and Safety issues, also involved.
