Elizabeth announced the resignation of KCC Member Caroline Carrick. Thanks to
Caroline for all her work to date and the Killearn Community Council look forward to
continuing to collaborate with her on the Active Travel Plans.
CC1415 – MINUTES OF MEETING HELD ON 17 April 2023
The minutes were voted as a true record of the meeting.
CC1416 – MATTERS ARISING
● Local Conservation area
The Council Officer in question has come back with a further response:
“I can advise that the boundary of the conservation area will be reassessed during
the preparation of the next Local Development Plan (LDP). We have already
begun this process and anticipate adopting the new LDP in 2027. As part of
preparing the Proposed Plan, we plan to launch a consultation early next year
known as a 'Call for Sites and Ideas'. This will give the community council an
opportunity to formally submit suggestions or proposals for consideration.
Additionally, the community may present proposals through any Local Place Plan
they may develop. Further information on the consultation stages is set out in our
Development plan scheme 2023 | Stirling Council.”
● Extension of 20 MPH Zones (Question raised by member of public)
The Officer in question has come back to state, “as the staffing situation hasn’t
changed since this response was sent out, nothing has been progressed. Items
(1), (2), (3), (5) and (7) have been added to the Team’s work plan to be
progressed and budget and staff resources permit.”
It was noted that the proposed extension is towards the village boundary, beyond
the tennis courts only - an extension down Station Road has been requested for
consideration.

CC1417 – POLICE MATTERS
As Police Scotland was unable to attend the meeting, Fiona gave the following Police
Report:
● Assault
Enquiries are ongoing after a driver, while following behind another vehicle,
observed the driver in the vehicle in front being assaulted by a rear seat
passenger causing the vehicle to swerve over the road.
● Road Safety
A report was received of dangerous driving on the A81 after a van attempted to
overtake a tractor into ongoing traffic causing both vehicles to brake sharply to
avoid an accident. Enquiries are ongoing to trace the driver.
A person was arrested after failing to stop for police and taken to custody where
they were charged with taking a vehicle without owners’ permission, Dangerous
driving and driving without a licence or insurance. They were released on Police
undertaking to attend court at a later date. The vehicle was thereafter returned to
the owner.
● Theft
A theft has been recorded after person/s entered an insecure barn and stole a
quad bike, trailer, and heavy-duty jack from within. The trailer and contents have
since been recovered. Enquiries are ongoing to trace those responsible.
A theft is being investigated after a resident had left their keys in their garage door
while carrying out work and upon returning the keys were missing. Enquiries
ongoing.
An attempted Housebreaking with intent to steal has been recorded after a
resident discovered a hole smashed into their wood sash window next to the
unlocking mechanism and found part of the frame to be damaged. It does not
appear that entry was gained to the dwelling.
3 incidents of intended theft have been recorded after persons wearing dark
clothes and balaclavas entered the curtilage of 3 separate dwellings in the village.
The suspects were paying particular interest in the vehicles parked within.
Enquires are still ongoing.
● Fraud
A fraud has been recorded after a business owner discovered fraudulent invoices
were being sent from their email address purporting to be from the business
asking their contacts for various sums of money. Enquires are still ongoing.
● Incidents of Note
A report received of 2 sheep with injuries to their legs and bodies consistent with a
dog attack. The sheep are still alive and recovering and enquiries are still ongoing
into the circumstances.

CC1418 – KCFC UPDATE
● Killearn Primary Fundraising
Killearn Primary have won the Inter School Lacrosse competition and will be
taking part in the National Tournament in June. Parents and children are raising
funds for travel to Birmingham and accommodation - please support where
possible.
Following the fundraising, the Killearn Courier has offered to make up the
difference with a donation of up to £750.
● Sustainable Killearn
An open meeting will be hosted on Tuesday (21st May) at 19:30 in the Garden
Room - all welcome.
● Killearn Active Travel
Cycling Killearn is offering 6 family training sessions over the coming months
delivered by qualified Cycling Scotland trainers. If you'd like to take advantage
of one of these FREE sessions please email cycling@kcfc.co.uk
CC1419 – PLANNING AND LOCAL PLACE PLAN
● Planning Schedule
24/00187/FUL Jackson Vet Surgery - Change of use application to a house (no
change to the frontage)
23/00719/FUL Station Road - New build planning notification - Planning panel is
meeting on Tuesday (21st May) at 11:00 the recommendation is to approve with
conditions. Jim Ptolomey (KCC Planning Consultant) will be in attendance to
speak on behalf of KCC and those objecting.
● Local Place Plan
Still ongoing - 215 surveys have been completed so far. An event will be held on
16th June to start the initial discussions, all welcome.

CC1420 – ROADS AND GENERAL MAINTENANCE REPORT
● A81 – between Glengoyne and Blanefield - advice received from Stirling Council
The traffic management was installed to safeguard the public from the approx. 4m
drop exposed by the damaged parapet. The parapet was struck twice prior to
temporary traffic management installation. Due to the parapet/approach stone
having lime mortar, emergency remedial repairs cannot be carried out to the
structure until the lime season – which commences in May. This therefore means
the temporary barrier and temporary traffic lights will be in place for approx. 5
weeks until works are complete.
Scaffolding has been installed in readiness for the site works to commence. Works
will be completed as soon as possible

This Order will close Lampson Road from its junction with the B834 to its junction
with Lampson Lane.

This Order will also suspend the parking on: Lampson Road on both sides of the
road from its junction with the B834 in a south-easterly then north-easterly
direction for a distance of 75 metres or thereby from 20 May 2024 until 14 July
2024 to facilitate public utility works.

● Deer Strikes
Please be aware of Deer on the road at night - there have been a number of
strikes in the past weeks. Deer often move in pairs so be diligent.

● Walking of the Marches -900th anniversary of Stirling
Residents and visitors are being invited to commemorate the 900th anniversary of
Stirling by taking part in the Walking of the Marches on Saturday 25 May.
An open invite has been extended to people from all walks of life to participate in
the annual event, one of the highlights of the year-long celebrations to mark the
formation of Stirling as a Royal Burgh in 1124.
The Walking of the Marches is an ancient tradition of inspecting and protecting the
boundaries of the city, which dates back to at least the 12th century, when King
David I granted Stirling its prestigious status.

The Marches set off from the Rotunda at the foot of King Street at 10.45am on a
route around the city centre, led by ‘Birlawmen’; the inspectors who traditionally
marked the boundaries using picks and shovels, turning sods of turf at each
checkpoint.
● South West Stirling Climate Action Network (SWS CAN)
Raised by Frank Deas, member of the public - South West Stirling Climate Action
Network is a multi village action network. An initial meeting was held in January
2023 to look at climate outcomes and to tackle issues across the country. This
collaborative approach has allowed for better and more efficient solutions across
the surrounding areas/village, with council members also supporting.
Killearn Community Council to consider becoming members of the network.
● Annual Flower Beds
At the budget setting meeting of Stirling Council in February, a decision was taken
to stop all annual bedding throughout Stirling.
An opportunity has been offered to the community to adopt the annual beds within
Killearn. The responsibility for the management of these beds including the
planting, watering and de- weeding will be the responsibility of groups who are
adopting these areas. Where there is no desire to keep these beds, they will be
grassed over to reduce future maintenance.
It has been noted that there are already active groups in some communities who
undertake annual bedding, where this is the situation Stirling Council have no
intention of stopping these current arrangements.
For anyone interested in adopting the available annual beds within Killearn please
email ccenquiries@stirling.gov.uk by Sunday 30th June 2024.
Additionally, a Beds for Bees pilot is about to begin with seedlings being planted
May/June. Report to be given to KCC once pilot showcases success.
CC1422 – QUESTION TIME
There were no questions from members of the public.
CC1423 – COUNCILLOR’S REPORT
Cllr Rosemary Fraser outlined that there was little to report from the last council meeting.
Concerns over vacant positions within the council given the number of senior
management leaving.
Langgarth House had appropriate insurance which is a positive outcome following the
fire. Unclear as to what that will cover at this stage.
Motion in place for schools to reduce single use plastics. Implementing elements like
available water taps and reducing single use cutlery. A report has been requested on the
success of this initiative
From 15th May a new booking system has been launched for the Recycling Centres in
Balfron and Callander to improve process and flow. A progress report is due in 6 months.

C60 bus service (between Callander and Killin) has been stopped but a trial 16x seater
bus service has been introduced 4 times per day. A review is to be shared after 1 year
and if results are positive then the service will continue.
Primary 5 School Swimming has been cut as part of the budget reviews from next year. A
push is being made to reverse this decision.
Cllr. Fraser also spoke about regulations surrounding the use and installation of wood
burning stoves - as some information can be misleading. Further and latest details are
available online.

The next market will be on 15th June (not the 8th as originally advertised).
A free stall is on offer for fundraisers at each market - Anyone interested can get

● Yarn and Yatter Group
'Yarn and Yatter' group has been launched and will meet alongside the markets in
June and July (and hopefully beyond) which welcomes all kinds and ages of
textile crafters, beginner-to-advanced, with a never-held-a-crochet-hook session
available too for those that would like to have a go!

● The Horti Plant Sale (Kirk Hall car park, Killearn)
The Horti Plant Sale is on Saturday 18th May from 10am - 12pm, along with a
coffee morning, coach trip tickets and the Annual Show Schedule.
From 10am plants and cuttings from local gardens will be on sale - perennials,
shrubs and even a few tiny trees. There will be a good selection of bedding plants
and some dahlias.
CC1426 – DATE AND VENUE OF NEXT MEETING
The next KCC meeting will be held at 8.00 pm on 19th June 2024 in the Garden Room at
the Village Hall. The AGM will be held prior to this at 7.45 pm.
The meeting ended at 9.08 pm.
