The minutes were voted as a true record of the meeting.
CC1428– MATTERS ARISING
● 41Station Road- Application for new house in garden 23/00719/FUL
Jim Ptolomey represented the Killearn Community Council at the planning panel
to object to the above planning application. Stirling Council however, voted to
approve the application with a number of conditions.
A number of local residents are disappointed by the decision and are taking
further action.
Jim felt that he was able to make the necessary points during the meeting but
there wasn't any opportunity to discuss it further. It is not recommended for KCC
to take this any further following the decision that was made.
An expression of thanks was given to Jim for his support and representation at the
meeting.
● Annual Beds
Colourful Killearn have provisionally agreed to take on the maintenance of the bed
at the war memorial, with help from other local organisations and
residents/individuals. It was discussed that perennials and shrubs will be planted
in due course to allow for continued growth each year. Opportunities will be made
available for those who are willing to help with planting and maintenance.
*Fiona Rennie to chase Stirling Council about the weed treatment on the
pathways and whether or not this will be continuing.
● Local Place Plan
A Local Place Plan ‘engagement event’ was held on Sunday (16th June) and
proved successful. More responses were gathered and useful insights were
discussed. Another event will be scheduled at the end of summer, before the final
report is collated.
The Repair Cafe was also a success with many repairs taking place.

● Scamavoidance
Councillor Henke updated the meeting on a Police led Scam Awareness session
that he had organised in Balfron- the attendance and feedback had been really
positive and Councillor Henke is looking to run more ‘open’ sessions in the various
local villages to help spread the word.
CC1429– POLICE MATTERS
As Police Scotland was unable to attend the meeting, Fiona gave the following Police
Report:
● Assault
A person has been reported for warrant in relation to a number of offences,
including assault x 2, Taking a vehicle and driving away, Drive with no Licence or
insurance. They were part of a group visiting the area and staying in holiday
accommodation.
3 persons were issued with recorded police warnings in relation to Section 38 of
the Criminal Justice & Licencing (Scotland) Act 2010 (Threatening and abusive
behaviour) after being involved in a fight within a campsite.
● Fraud
A fraud has been recorded after the victim was contacted by email by someone
purporting to be their financial advisor and providing them false bank account
details. Unfortunately, the victim transferred a large sum of money to this account.
Enquiries are still ongoing.
● RoadSafety
A report was received of a vehicle failing to stop at the scene of an accident and
exchange their details after colliding with another vehicle. The driver thereafter
failed to report the accident to Police. Fortunately, only minor damage was
sustained. The driver remains untraced.
Reports of livestock encroaching on our roadways. Fortunately, these did not
result in any collisions. Please take care when driving on the roads.
2 reports received of inconsiderate driving in the village. One reporter failed to
engage further and the other did not wish to provide statements / potentially
attend court. One of the drivers was traced and spoken to in regard to their driving
manner.
● Incidents of note
Unfortunately, a large number of rubbish bags appear to have been thrown over
the bridge and into the gorge at Finnich Glen. The landowner and SEPA have
been made aware.

● RoadClosures
B834 Blanewater Bridge closure from 16th June to 25th August for emergency
repairs.
● State of footpath at foot of Station Rd.
Stirling Council cannot give a timeline for when they can assign a squad to do
some limited repairs. For reference; The footway will be formed using suitable
type-1 sub-base, 50mm base course and 30mm carpave wearing course.
● A809Gabion Baskets- South of Devils Pulpit- w/c 17th & 24th June
The A809“Gabion baskets” this is to repair the road banking that has slipped away
south of the devils pulpit. The works are covered by two way traffic lights and the
road is not closed.
● Pavement parking ban to be enforced in Stirling area from 15th July
Enforcement against parking on pavements, parking at crossing points and double
parking will begin in Stirling on Monday, 15th July.
New regulations came into force in Scotland in December 2023, designed to
tackle the problems caused by inconsiderate parking, especially for people with
mobility issues, visual impairments and those with pushchairs.
From that date, Penalty Charge Notices (PCNs) will be issued for the three new
contraventions. The fine is £100, reduced to £50 if paid within 14 days of issue.
Stirling Council is the latest in a line of Local Authorities, including Glasgow,
Edinburgh and Dundee, to introduce enforcement.
● A809- Stockiemuir Rd. will be closed from its junction with the B821 (to
Strathblane) to its junction with the Stirling / Dumbarton boundary from 9th- 12th
July incl. between the hours of 8 am- 6 pm.
● A834- Station Rd. will be closed from its junction with the A81 to its junction with
Napier Rd. from 8th- 12th July incl.

● Gartness Rd. and Balfunning Rd. will be closed from their junctions with the A81
to junctions with the A811 from 22nd June- 25th August to ensure that formal
diversion routes are adhered to.

● DrymenLibrary
The meeting last week regarding Drymen Library was well attended and showed
the feeling in the communities for solutions to be found. As part of the
conversation action was taken to organise a working group to look at solutions as
the main community organisations.
The initial meeting is on Wednesday 26th June 6-7pm in Drymen Village Hall.
