CC1379 – MINUTES OF MEETING HELD ON 20 DECEMBER 2023
The minutes were voted as a true record of the meeting.
CC1380 – MATTERS ARISING
- CC1371 – Planning and Local Place Plan – Planning Schedule
It was confirmed that KCC had sent a letter of objection to SC regarding planning application 23/00719/FUL and that acknowledgement of same had been received.
As 11 objections have been submitted, it is expected that this case will be decided by the Planning Panel.
CC1381 – POLICE MATTERS
As Police Scotland was unable to attend the meeting, there was no Police Report.
The continued problem of speeding on Station Road was discussed. It was agreed to raise this issue with the Police again.
CC1382 – KCFC UPDATE
Graeme reported on the following upcoming events in the Village Hall:
- Mad Ferret Gig, Friday 26 January.
- Warm Space Initiative every Sunday afternoon until the end of April.
- Cycling Killearn - Cycling Connections, 11 February to celebrate Silver Cycling
Friendly Community Award and share feedback and future plans. - Cycling Killearn - Recyke-a-bike maintenance day, 15 February.
- Wrestling event, Friday 29 March.
CC1383 – PLANNING AND LOCAL PLACE PLAN
Planning Schedule
Jim spoke to the meeting regarding planning application 23/0076/FUL Formation of 1 Dormer Window on West Elevation and 4 Roof Light Windows on East Elevation at 5 Aitken Street, Killearn G63 9BH. It was agreed KCC comment regarding overlooking and privacy issues.
Local Place Plan
The meeting was informed that just under 100 responses to the survey have been received to date. Information is being gathered from residents and local businesses and future consultation meetings are also planned.
Local residents living in or near Killearn are encouraged to complete either a paper copy or online version. In order to reach as wide a representation from the village as possible, the deadline has been extended to the end of February 2024.

CC1384 – ROADS AND GENERAL MAINTENANCE REPORT
As newly appointed KCC Roads Correspondent, Calum spoke to the following issues:
- Discussions are being held with CALA Homes regarding the footpath from the new development at the former Killearn Hospital to the village. Initial plans suggest crossing points on A81 near Oakwood Roundabout and at the bottom of Station Road. A footpath will then be created up Station Road, over the bridge, to the village. Safety concerns were expressed by local residents and it was agreed KCC write to SC requesting assurance that the footpath will be fully accessible for all users and fit for purpose. It was also noted that some verges in this area
are owned right to the road by landowners and that this requires to be checked. - With regard to the current state of the footpath on lower Station Road, it was agreed that KCC take detailed photos of same and point out to SC its ongoing duty of care to pedestrians.
- The request for grit bins opposite the Co-op and on Drumbeg Loan was
discussed and suggestions made for either the community to buy the grit bins and request SC to provide the grit or for SC to simply deposit piles of grit for residents to take and use as necessary.
CC1385 – CORRESPONDENCE
There was no further correspondence to bring to the meeting.
CC1386 – QUESTION TIME
There were no questions from members of the public.
CC1387 – COUNCILLOR’S REPORT
Cllr McGarvey spoke to the meeting regarding the £13.5 million savings that SC has to make in the forthcoming financial year and the impact this will have on everybody. He expressed appreciation to the rural communities who have raised issues of concern and gave assurance that SC are taking their comments on board.
CC1388 – TREASURER’S REPORT
Andrew gave the following Treasurer’s Report:

CC1389– ANY OTHER BUSINESS
The meeting was informed that the Advent Windows venture raised £1612.39 (including gift aid) for the charity Shelter. Grateful thanks were expressed to all involved.
The opening of the first inter-village Repair Café will take place on Monday 22 January at 6.30 pm in Drymen Village Hall. It will be held monthly and is available for residents of Balfron, Drymen and Killearn.
It was noted that the War Memorial is 100 years old this year. As some names are missing from the Memorial, Killearn Trust is arranging for these names to be added to a plaque to be erected on 24 April.
Megan, the organiser of Killearn Country Market, informed the meeting that £970.05 has been raised for six different charities and organisations during the past six months and that nearly 60 stallholders have taken part in the market. The Country Market will start again on 10 February and will take place monthly. Grateful thanks were expressed to Megan for her enthusiasm in bringing the market about.

The next KCC meeting will be held at 8.00 pm on 21 February 2024 in the Garden Room at the Village Hall.
