1. Adoption of previous meeting(s) minutes‐

2. Matters Arising
A) Parking is an issue and cars park on pavements. Could LLTTNP consider
other ideas to allow a parking area in a local field, or residents pay for a
parking place outside their home and one in the designated area? DM
said transport hubs are being looked at elsewhere. He suggested getting
funding via the Community Trust and DM will take it to the National Park
Board. ACTION : DM
B) SORN vehicle issue has been resolved.

1) 23/00420/ADV - Trossachs Holiday Park entranceway has been approved.
2) 2023/0326/TRE – Removal of damaged willow tree.
3) PAN-2023-006 - Benview Re-development – Developers say amendments
are still being made before a second consultation is carried out. DM is the
Chair of Drymen Community Council and no objections have been made.
Benview is not in the National Park. GCC have been consulted by the
developers but the planning application has been submitted and no date
for a second consultation has been arranged. JB to write a letter to
Planning Dept, Stirling Council. ACTION : JB
4) 23/00395/FUL - Trossachs Holiday Park – relocation of units. Concern
was raised about the increased number of holiday properties are now
appearing in the area. There is a huge lack of staff available to service
these areas. There could be environmental issues which would have a big
impact. Members will bring together their views to take forward to SEPA.

5) 2023/0337/DET - Erection of guesthouse, Land At Crinigart Woods – no
objection.
6) 2023/0324DET - Proposal for Change of Use of flatted dwelling and shop
unit to form 1 dwellinghouse including external alterations comprising
alterations to shopfront; installation of replacement windows; installation of
air source heat pump; and alteration to window and door configuration to
the rear of the property. Location The Gartmore Shop Main Street
Gartmore. No objections to these plans to be conveyed.

7) 2023/0245/DET - Land near Blarnaboard Barn Cottage : erection of
stables and parking area. This is a large development in rural landscape
and will be very prominent. An note of concern has already been
submitted by a motp regarding this application. Concerns raised were
about the environmental impact, the effect run off might have to local river
courses, the land has archaeological material and the size of the building.
A letter will be sent from the GCC to the National Park expressing these
concerns and to request a site visit.

a. Police Scotland ‐ PC Lorna Deans

b. Elected Member - Parking issues were submitted by GM and are being
looked at. Landscaping slows drivers down more than police cameras
being pointed at them. Christie Clock being demolished caused huge
concerns. RAAC – Reinforced Autoclaved Aerated Concrete concerns in
schools were looked at and none found. Council meeting tomorrow will
discuss financial concerns. There is a 12.7 million pound budget gap
which if not addressed immediately will see the Council in great difficulty.
Loss making of EV sites are being addressed. GM is looking at the
licensing of bed and breakfast properties. The issue of the lack of white
lines on Stirling Council roads was raised and GM will address this.

c. National Park- National Park Partnership Plan opened for 12 weeks for
people to comment on the future of the National Park. This report will
show the actions that need to be taken over the next 5 years. Changes in
by-laws will come in to effect soon. UCI Cycling event was a great
success though road closures did raise concerns.

a. Treasurers report
The balance of Gartmore Community Council Treasurer account on 3rd
October 2023 was £1013.07. Expenditure from Community Council
funds was £40 on minute taking for the August 1st meeting, £50.00 on
Hall room rental and £19.80 to J. Billett for expenses. The Zoom
account has been cancelled until further notice. Direct Community
Council funds are now £63.07. The administration grant for 2023-24 is
pending, and is set at £290 for general expenditure after payment of
indemnity insurance, and £200 for minute taking (there was a £50
underspend on last year’s minute taking, which has been subtracted by
Stirling Council from the total amount available). The CC will therefore
have 353.07 to spend on valid uses in 2023/24. Other expenditure
since August 1st 2023 Treasurer’s report was as follows. £500.00 was
returned to an anonymous donor from the Shop Steering Committee
fund held by the CC, which now stands at £905. There were no
outstanding invoices on 3rd October 2023.

b. Subgroups‐ Shop Services Steering Group. Two members went to view
Fintry Sports Club which houses a small shop in the corner that services
the village with basic essentials. The Black Bull Board Chair and two
others accompanied them and were very agreeable to looking at
something similar being created in the Black Bull. Plans have been drawn
up to redevelop the back restaurant which incorporates a facility to sell
provisions. This proposal needs agreement from the Black Bull Board. In
anticipation, a letter has been drafted to be sent to the Gartmore Village
Shop committee to suggest that any residual capital is given to the
Community Council to assist the Black Bull developing this new service.
