2. Matters Arising
Shop Services Steering Group update – agreement was made at the final Shop
AGM to put the funds left over from the sale of the shop into the Community
Council’s account with the purpose of a retail space being made in the Black Bull. A
sub group comprising of members of GCC/Shop Steering Group and the Black Bull will take this further. If no retail space in the Black Bull is created, GCC will pursue
other sites ie Village Hall or a stand-alone unit. Three years have been given to complete this project.
Bus Shelter – photographs have been taken by Stirling Council but nothing further has been fed back to GCC. JB will put an official enquiry to Martin Earl who will action this. ACTION : JB, ME
Big Conversation update report – CW fed back from the first meeting of local
Community Council representatives held in Aberfoyle. GCC have been asked to
specify three areas which they would not want to be cut. These are:
Nursery services, Rural bus services and the primary swimming programme.
Savings could be made by reducing the library visits to one a month. CW will send in a report. ACTION : CW
Benview Re-development update – the developers are still in discussion over the changes that were suggested after the initial consultation and they will be in touch when they have something to report.
Flood Protection – a motp has written to GCC after his property was recently flooded to ask if anything could be done to help prevent this scale of flooding happening again. ME suggested that a sum of 16 million would be needed to provide adequate
flood defences in Aberfoyle. It was suggested the reply should be that the motp contacts Stirling Council’s Flood Officer.

3. Planning
Solar Panels on Gartmore Village Hall – 44 have been proposed in the planning
application. No objections raised.
4. Reports‐ External
a. Police Scotland‐ attached. Main point is a theft of a trailer from Main Street.
b. Elected Member‐ Budget meeting 29th Feb 2024. New Provost being elected 7thDec 2023 Charges for using Council EV charging points will be increased.  Regional Energy Masterplan will be announced soon.
c. National Park- Approval of the new National Park Partnership Plan will be agreed on Monday 11th Dec 2023.
Reports‐ Internal
a. Treasurers report –
The balance of Gartmore Community Council Treasurer account on 5th
December 2023 was £1413.07. Direct Community Council funds are now
£263.07 for general expenditure and £200 for minute taking. The Shop SteeringCommittee fund held by the CC stands at £905. There were no outstanding
invoices on 5th December 2023.
JB reported that some motp have said they would like to have a Community
Council wreath. Requests should be submitted in writing to GCC to discuss.

8. AOB - Community Council Business
CW raised the issue that a smaller bridge in the Wee Wood has been
broken by horseriders. Plans are believed to be in place for the Paths Group
of the Trust to put in a culvert and dispense with the small bridge. ME suggested
contacting Dave Robertson of the LLTTNP to get his opinions. CW will contact
Angie Newton to discuss. ACTION : CW
9. Items raised by members of the public
A motp said he had reported that two street drains are still blocked at the
bottom end of the village but nothing has been done. ME suggested asking Stirling Council when the next scheduled clearing of drains in Gartmore was due to be and let him know so that he can follow it up.

A motp reported that he had found the hall unlocked three times in the last
month and often lights are left on. He was advised to bring this to the
