C ounc il lo r’s Report
A meeting of all the Councillors in Stirling was held in the week beginning 29th April.
Buses
The Killin to Calendar C60 bus was stopped as its contract ended as quotes for its service
became too high to justify running it.
Cllr Fraser states that the bus was a lifeline to the communities it serviced, so the
Environment and Transport committees in Stirling Council reconvened to try and find another
solution. A possible solution is a 16-seater bus that would do 4 circuits on the route 6 days a
week, on a 2-year pilot with a review due to be conducted after 1 year of service. However,
Cllr Fraser notes that this could have a negative equality impact as there would be no
disabled access on the proposed vehicle, something that was the subject of debate at the
Stirling Council meeting. The pilot has been accepted but there is now a wait for the project
to be licensed.
Potential Fintry Bus
If the C60 replacement pilot goes ahead, there is a possibility that Fintry may gain a stop on
the bus service, however Cllr Fraser states that it is important that people need to make sure
to use the buses in their area so that they can continue to be funded.
Cllr Fraser states that Drymen Transport Group is looking into getting the 309 buses from
Glasgow to include stops in more villages. Discussion was held about the positive impact
buses can have on the NHS and on local businesses. Cllr Fraser confirms that 1 and ½ full
time drivers would be needed to carry out this proposed new route which would be hired by
Stirling Council.
Fintry DRT
RG requests for Cllr Fraser to investigate the current state of the DRT in Fintry, and Cllr
Fraser replies that this issue has been raised multiple times and she will be keeping an eye
on it.
MB adds that it is important to keep pressing for better organisation of the DRT service in
Fintry as it is often cancelled very close to the date of booked journeys, causing
inconvenience.
Village Bench
Cllr Fraser to investigate the installation of a bench that the FCC were promised in Fintry.
Balfron Recycling Centre
RG questions Cllr Fraser on whether the Balfron tip is being closed. Cllr Fraser confirms that
the Balfron Dump is not being closed, and instead the booking system is just changing. It will
be possible to book a slot to use the centre anywhere from 2 weeks, to 5 minutes
beforehand, booking is required. Polmaise and Callander recycling centres are starting
booking systems.
Cllr Fraser also confirms that there will no longer be on-site composting at the Balfron
Recycling Centre and this will instead move to Perth.
Scottish Landfills
Cllr Fraser confirms that there is to be a nation-wide end to the use of landfills next year.
Councils earn money from recycling, but sending rubbish to landfills costs money instead.
Additionally, Cllr Fraser states that this is expected to stop people from other council areas
from using waste facilities that they do not pay for via council tax. Everything will be
incinerated now, and a review is to be conducted of this new plan after 6 months.
Resilience Plan Meeting
Cllr Fraser attended the resilience plan meeting and found that some communities have
strong resilience plans, Fintry included.

Finance –
Plant purchasing
It was voted on and agreed that the left-over money from the Christmas tree decorations will
be used for purchasing bluebells for the wood.
Computer
It was voted on and agreed that the FCC will purchase a computer for Admin.
Play Park
FCC to look into funding for the next phase toddler area for the play park.
Benches
Discussion was held around purchasing benches for the community garden MB states that it
would cost around £1200 for 2 picnic benches, this was voted on and approved.
RG believes additional benches looking onto the sports field, under the trees would be a
great idea at a later date. IR is in agreement, so long as the benches do not disturb training
and rugby on the pitches. JG to ask the Sports Club about placing the benches near the
sports field.
Driving lesson grant
JG and MB spoke to Foundation Scotland about a £250 driving lesson grant this would be
for those who are 17years old at the moment and up until 1st of April 2025 those who receive
the grant must provide a receipt from their driving instructor or proof of payment before 31st
march 2025.
This was voted on and approved
Foundation Scotland are in agreement.
Council Grant
A Council grant of £800 is now open to applicants this grant used be for £1,500 this has
been reduced due to budget cuts. The FCC may apply in the future.
Micro grant application – £250 micro grant applied for for purchasing bird boxes for swifts
to encourage the community to get involved in nature and bird watching, particularly
regarding the Brownies troop and the Primary School who will be receiving education on
birds. All Councillors in favour.
BBC Shetland
MB asked Shetland for their community grant and the FCC received £400 towards
equipment in the play park.
Resilience update
Hardship fund
Resilience to apply for a grant of £500 towards the children’s hardship fund.
Flood defences
Resilience to look into getting more funding for riverbank willow works towards our flood
defences on the Endrick, and bank reinforcement.
Planning
No planning applications this month
Local Licensing meeting
MM to attend this meeting on May 14th.
Rural Housing meeting
Representative from Rural Housing has not confirmed his attendance at the Friday 10th May
meeting so the date will have to be rearranged, possibly to Thursday 16th May.
Roads/Paths
Traffic Calming
Meeting arranged for week beginning 13th May on traffic calming measures as some MOPs
rejected the idea of speed bumps.
Cicily’s Way
Weed killer to be used in the week beginning 13th May. The path will be closed and an alert
will be put out.
Rugby Parking
Several MOPs have expressed concerns about parking that extends along the road on days
where there are rugby games on at the sports field. IR states that this was particularly bad
recently, and the rugby club will learn from this – they already had began directing cars at
the Mini’s game, however at the President’s game there was poor planning.
Correspondence
Letter received from BBC Shetland – Letter informed the FCC about filming, but the letter
did not inform that cars were going to be moved as part of the filming. Complaints are to be
directed to the Hall Committee or the BBC.
A.O.B
Shelloch meeting
MB is to meet Shelloch on the week beginning 14th May to do a walk around the site. IR will
try to attend
Free period products
The nearest site of free period product provision is Balfron Library a 14-mile journey. FCC to
apply for the products then to distribute round the village.
FFC will carry out a questionnaire to females of the village.
Area Forum
Area forum meeting to be held on June 18th, MM and MB to attend. Cllr Fraser is going too,
but criticised the Area forum for the difficulties attendance presents for rural folk who have to
attend meetings held far away. She also feels that it is useful to go, but it isn’t helpful that
discussion centres on pre-decided topics.
Bus Trip
Saturday 1st June 2024 to Edinburgh has been arranged
Caravan Park meeting heating system
IR and RG plan to hold a meeting about the heating system at the Caravan Park with the
FDT.
Litter, fly tipping and potholes report poster received from Stirling council will be put up on
notice board.
Change to Community council enquires will be handed out to councillors for information
