Minutes of the Dunblane Community Council held on Wednesday, 6
December, 2023, at 7 p.m. in the Library, Dunblane. This is a “blended”
meeting, with some attendees joining by Zoom.
Present:
Ailsa Gray (Chair), Alan Booth (Secretary), Stewart Corbett
(Treasurer), Terence O’Byrne, Graham Mowat, Fiona Plumtree. Joining by
Zoom: Calum Thomson, Karen Jenkins. Anna Jarchow-MacDonald joined the
meeting later.
In attendance: Councillors Alasdair Tollemache and Robin Kleinman, Steve
Mason (Creative Dunblane), Margaret Bragg (Minutes Secretary).
1. Apologies
Apologies have been received from the Police and Mairi Santolini.
2. Conflicts of interest: There is none declared.
3. Approval of minutes of 1 November 2023
These were approved, proposed by Terence O’Byrne and seconded by Graham
Mowat.
4. Matters arising
Biodiversity Officer at the Council This is carried forward to the next meeting.
Action: Councillor Tollemache.
Cricket Club Councillor Tollemache will report back at the next meeting of
the community council on the consultation process the Council should go
through before demolishing the pavilion at the Laighhills. Action: Councillor
Tollemache.

Treasurer’s Report The Treasurer is preparing a report for the auditor on the
use of the DYPP (Dunblane Young People’s Project) money for the Digital
Makerspace in the Burgh Chambers. He will bring this to the next meeting.
Action: The Treasurer.
Active Travel Network Calum Thomson reported that he and Bridget Clark
will attend a meeting in January.
Pedestrian crossing on the Doune Road Councillor Tollemache reported there
is no time-scale when this will be installed.
5. Appointment of Secretary
Alan Booth indicated he is standing down as Secretary but will continue as a
community councillor. Graham Mowat was appointed as Interim Secretary,
proposed by Alan Booth and seconded by Terence O’Byrne. Councillors
Tollemache and Kleinman agreed to clarify Stirling Council’s guidance that
interim office-bearers could be appointed between AGMs. Action: Councillors
Tollemache and Kleinman. The community council joined Terence O’Byrne in
thanking Alan Booth for his work over many years as Secretary.
6. Chair’s Report: See attached.
Local Place Plan The Chair attached a copy of a letter she has sent to Carol
Beattie (Chief Executive, Stirling Council) and Ann Jacob Chandler (Economic
Development, Planning and Climate Change officer, Stirling Council). She
queried the lack of support by the Council to communities in preparing Local
Place Plans (LPP). For Dunblane, producing a questionnaire for the survey as
the basis for its LPP is an enormous task. Councillor Tollemache said that the
Council should have provided guides for communities which are producing
LPPs.
The Chair also queried the level of consultation of communities by the Council
in their formulation of the next Local Development Plan (LDP) by the Council.
The Council’s three LDP surveys had a poor response in Dunblane. The Council
has not engaged the community council in the draft Evidence Report, despite
having a legal obligation to engage with the community.
The Chair reported that Stirling Council has not prepared a Locality Action
Plan (LAP) for Dunblane. This is despite the west of Dunblane having been
assessed in the Scottish Index of Multiple Deprivation (SIMD) as falling below
Bannockburn, which has an LAP.
It
is important that Dunblane’s
questionnaire for the LPP is informed by the information, evidence and
analysis in Dunblane’s LAP and that the Council shares its resources,
information, statistics and analysis when identifying local priorities and
delivering local solutions.
The Chair included in her letter to the Council suggestions on how Dunblane’s
High Street could be transformed with increased footfall from residents and
visitors. Some of the initiatives could have a regional economic impact. She
has asked the Council for a senior co-ordinating officer who could work with

Dunblane community. Councillors Tollemache and Kleinman have met with
the Council’s Tourism Officer (Charlie Croft) and agreed to raise the
suggestion of a link Council officer. Action: Councillors Tollemache and
Kleinman.
The Chair raised the issue of developers already inputting their vision for the
town into the LDP before the community’s vision for the town can be identified
through the LPP. Councillor Kleinman stressed the importance of protecting
the Green Belt and potential sites for development within the LDP.
The Treasurer reminded the meeting that there is no statutory duty for any
community to prepare a LPP, although the Scottish Government, through the
Community Empowerment Act 2015, supports the strengthening of local
democracy. The Council can reject an LPP, which is why the scope of the
questionnaire must be clearly in line with the criteria.
Councillors Tollemache and Kleinman confirmed their support for the Chair’s
letter.
Windburn windfarm The Chair attached a letter she has sent to Ryan
Bissoonauth (Project Manager, Wind2), forwarded to Richard Callender (Senior
Planning Officer, Stirling Council), pointing out the visual impact of the
turbines and issues with construction traffic. A discussion arose over the
community benefit and the Chair agreed to contact Craig French for
background into the rules of disbursement used for the Braes of Doune
windfarm grant. Action: The Chair. A public exhibition was held in the
Dunblane Centre on 14 November. It was noted that permission for this
windfarm has not yet been given.
Common Good Fund The Chair has received a reply to her letter to the
Council, a copy of which Councillor Tollemache requested. Action: The Chair.
She indicated that the Council takes a very narrow view of what can be
classified as common good assets. She recommended that the Council meets
with all community councils to discuss common good assets. She is also
seeking help from former MSP Andy Wightman and Robin MacAlpine (former
Director, Common weal Scotland). Councillor Tollemache queried whether the
Council has a definitive list of common good assets, including monuments, in
Dunblane.
5G mast The proposal for a mast near the Dunblane Primary School has been
withdrawn by CK Hutchison (Three). Mark Ruskell MSP is going to forward
the community council’s letter to Joe Fitzpatrick MSP, Minister for Local
Government Empowerment and Planning, to raise the issue of masts near
schools. It was noted that existing masts can be altered without applying for
permission.
Resignation of Councillor Douglas Dodds The Chair has written to express
the community council’s thanks for his support and to wish him well in the
future. A by-election will be held on 25 February 2024.

7. Planning update: See attached.
Braeport A discussion arose over the application to instal a new gate in the
wall behind the Braeport Centre. Councillor Tollemache indicated that if he
were to become a member of the Planning Panel and this application were
brought before the Panel, there is a potential conflict of interest. He has
contacted the owner who is working with the Rotary Club on a bio-diversity
site on the land; Councillor Tollemache is a member of the Rotary Club. There
is evidence of previous work on the wall and there were previous applications
to instal a gate. Terence O’Byrne has looked at the submitted objections which
concern the need for access by construction vehicles. Alan Booth asked for
the earlier access at the top of the meadow to be restored to its original state
if it is no longer required and Terence O’Byrne agreed to include this in his
response.
8. Operations Report: See attached.
Terence O’Byrne has produced a 17 point update report and highlighted
various issues.
Cycle lanes on the B8033 There is no date yet for this work to be started.
Councillor Tollemache agreed to raise this in an official letter. Action:
Councillor Tollemache.
Weed clearance between M&S and the Keir roundabout Councillor Tollemache
agreed to ask for this to be completed. Action: Councillor Tollemache.
Kinbuck Road 40 mph restriction request There has been no response from
the Council. The Chair reiterated the dangers of the 60 mph stretch, especially
with children walking along it in the dark after school. She agreed to contact
Councillor Tollemache about submitting a formal letter giving notification of
the dangers and the legal liability of the Council. Action: The Chair.
Damaged wall at the corner of Beech Road Councillor Tollemache agreed to
find out who is responsible for this wall, as it is dangerous. Action: Councillor
Tollemache.
Skatepark drainage Councillor Tollemache is going to find out who the
original contractor was and if a soakaway was installed. He is escalating this.
Springfield Terrace pedestrian crossing Councillor Kleinman is pursuing this.
Braemar Playpark Councillor Tollemache reported that some residents are
forming a group to support the playpark and raise funds to improve it.
Manhole cover replacement at Springfield Terrace Terence O’Byrne criticised
the diversion to be put in place while the work is done. Councillor Tollemache
has asked to see the updated Traffic Management plan. He also raised the
issue of parking. Action: Councillor Tollemache.

Gas main replacement Terence O’Byrne was severely critical of the
management of traffic and pedestrians while the first phase was carried out
especially when work started on Perth Road. Councillor Kleinman reported
that this phase should be complete by 8 December and the next phase will
start by moving the traffic lights up the Perth Road to the Ramoyle junction
and will last until 22 December. Work will continue on Glen Road; this will
complete before 22 December, at which point Glen Road will re-open and the
diversions using The Crescent and St Mary’s Drive will end. All work will cease
from then until 8 January, when the final phase will comprise work further up
the Perth Road to Kippendavie Avenue and down to St Mary’s Drive and the
Crescent. The work is expected to be completed by 23 February. Terence
O’Byrne queried the lack of information about phasing and traffic light timing,
what happens when the work causes pedestrians to lose access to the
pavement and when the works cross pedestrian crossings on the Perth Road.
Councillor Tollemache, referencing the chaos at the end of February (see
Minutes, March 2023) when work started on the cycle lanes’ alteration,
widened the discussion to include the role of Stirling Council in involving the
local community and community councillors in sharing local knowledge
before issues arise over traffic management. Thus, potential problems can be
raised instead of resolving them on site after work has started. He is taking
this further with senior managers. Action: Councillor Tollemache. The
ultimate responsibility lies with Scottish Gas Networks in producing its Traffic
Management (TM) plan, but Stirling Council gets sight of this beforehand and
should be asking for local input. Terence O’Byrne insisted that the community
council should be given advance sight of TM plans, and has been asking for
this for over two years to no avail.
At this point in the meeting the Chair, Ailsa Gray, had to leave and Anna
Jarchow-MacDonald (Vice-Chair) took over the meeting.
9. Communications Report
Calum Thomson gave a verbal report and confirmed he will send an update.
Action: Calum Thomson. He will post on Dunblane.info the December key
points.
10. Treasurer’s Report: See attached.
The Treasurer highlighted that expenditure of the Administration Grant does
not reflect the true cost of running the community council and asked that
councillors submit claims for expenses. As Alan Booth is stepping down as
Secretary, the GDPR (General Data Protection Regulation) cover he has for his
own use will no longer cover work for the community council. The Treasurer
will organise this for the Interim Secretary, Graham Mowat. Action: Stewart
Corbett. A bill for the use of Zoom will also be submitted. The Treasurer
noted that expenses might accrue in setting up the survey for the LPP.

The Interim Secretary confirmed he will circulate this as soon as possible.

12. AOCB
Terence O’Byrne reported that the community council’s noticeboard in the
High Street needs repaired.
Fiona Plumtree has stocks of community council contact business cards and
agreed to distribute them in Dunblane in the New Year. Action: Fiona
Plumtree. She also indicated her willingness to repaint the mileage marker
near the Keir roundabout.
Fiona Plumtree reported on the railway barrier on the Auchinlay Road needing
repaired and Councillor Tollemache agreed to look into it. Action: Councillor
Tollemache.
Police Report: See attached.
Burgh Chambers Steve Mason has drafted a letter for the Chair to send.
Action: The Chair. Concerning the closure of the local Council office in the
Burgh Chambers without discussion with the community, he has received a
communication that the building was no longer operationally required by the
Council. In other communities, the Council has a designated desk within the
local library and he suggested this idea should be supported for Dunblane.
Councillor Tollemache had been assured that the local office would stay open
but that has now changed. Alan Booth reported that the records of the
community council currently stored in the Burgh Chambers will need to be
moved.
Steve Mason is going to meet with the Council in the New Year to investigate
Creative Dunblane taking out a short-term lease on the building. The whole
process of asset transference has not yet been started and a business plan is
being worked on. There are two separate organisations: Creative Dunblane is
the charity arm, and Digital Makerspace, which has a Board of 12 volunteers.
Steve Mason has talked to all providers within Dunblane to avoid duplication
and is planning the provision of a co-working area, which people can rent,
within the building.
Stirling Council budget survey A meeting was held in the High School on 27
November where there was information on the various proposals for cuts to
the Council budget. Disappointment was expressed on the way this meeting
was run, with no overall presentation at the start. Councillor Tollemache
emphasised the importance of the community council being involved in these
discussions and Alan Booth suggested that someone from the Council be
invited to the next meeting. Further, Councillor Tollemache encouraged
councillors to write to their MSPs to object to the lack of democracy when the
local authority is not permitted to set its own Council tax and the grant from
the Scottish Government has been flat-lining for a number of years.

1. Major Planning Applications
1.1
Kellie Wynd and Blairforkie
The DPEA Appeal remains sisted (halted). On 13 September, Scottish Ministers, appointed Mr
Christopher Warren to determine the appeal against the decision of Stirling Council to refuse
planning permission for the 44 Units on Land East of Kellie Wynd.
1.2
Winburn Windfarm
Wind2 has written asking for a venue and date for their second round of public exhibitions for
Windburn wind farm.
As Richard Callender confirmed that he would be happy to liaise with the DCC on matters of mutual
interest, it is proposed that we invite him to the public exhibition where he can hear the
community’s concerns about the potential visual impact of the windfarm on Dunblane’s western
edge and Sheriffmuir battlefield site.
Recommendation
1. Decide a venue/date and revert to Wind2.

2. Tayside and Central Scotland Regional Transport Strategy 2024-2034
David Prescott has drafted the DCC’s response (with DCC papers) to the draft Regional Transport
Strategy 2024-2034.
Recommendation
1. Draft response is approved and sent to Tactran.
3. Common Good Fund
The recent review on Dunblane’s Common Good Fund raised a number of other issues. With the DCC
papers is a draft letter to Stirling Council on Dunblane’s Common Good Fund based on the various
guidance notes and research papers on this subject.

4. The Bank Dunblane – Town Hall events 2 October 2023
Since the soft launch of The Bank Dunblane two weeks ago over 500 residents of Dunblane have
signed up as members of The Bank (community company limited by guarantee).
I attended both Town Hall events held by The Bank on 2 October 2023. The combined attendance
was around 120 / 130 people. This included Alyn Smith (MP), Keith Brown (MSP) and Councillors
Dodds and Tollemache. Also attending were Rev Colin Renwick – Dunblane Cathedral, representative
from Dunblane Museum, Steve Mason, Burgh Chambers, Anita and Sandy, DDT, and Karen and
Jonathan, DCC.
There was a very positive reception at both events. People were excited about the catalyst role that
The Bank could have on making Dunblane a destination drawing more residents and visitors to
Dunblane thereby benefitting all businesses and existing visitor attractions. There was particular
interest in regular events, supper clubs, music events, incubator hubs. The MacRobert Centre has
entered into a partnership with the Bank for a satellite cinema which will show regular films
including short films on Dunblane’s history and other attractions.
It was recognised at the meeting that the upside of the lack of promotion of Dunblane at a regional
and national level has meant that there is now an enormous opportunity to promote Dunblane as a
destination and emulate similar thriving communities such as Dunkeld.

It is considered that the following applications have no implications for Dunblane as a whole and it is
recommended that we leave it to the neighbour notification system to identify any local objections
that there may be:

• Reducing the size of an existing window and converting half of a detached double

Opera ons report, Dunblane Community Council mee ng 6th December 2023
This report details the issues that involve the Roads Department in the main at S rling Council since
the November Community Council mee ng.
1. Winter Maintenance Review.
Grit bins have been filled with 100% salt mix. We requested some addi onal Priority 1 road gri ng,
this was to be decided in October.. The Grit Bin audit I did in 2020 is being validated this month,
confirma on of what can be done will be provided before the November mee ng. Report was due to
be ready for December mee ng. No report available
2. Kinbuck Road culvert.
The landowner of the land containing the blocked ditch which causes the gully on the bend near the
culvert cannot be traced. The Council will clean the ditch themselves as a priority, the culvert
cleaning will be later, it is not as high a priority as the ditch. Week of December 11th.
3. Kinbuck Road gullies and poor road surfaces.
These repair works were scheduled for the end of August. These have not been done yet. I met with
the Roads Mgr on October 3rd and 20th to discuss; the poor road surfaces were iden fied again. The
work on clearing all the vegeta on on the path has been completed except for backfilling some
sec ons of the path. Week of December 11th.
4. Gullies and road surface issues between the QV school and the 4 Ways Roundabout.
DAMM have to revisit 4 gullies close to the Hotel entrance. To be completed within next 4 weeks.
The road surface issues at various points are causing water ponding leading to pedestrians ge ng
showered with water and old stone walls ge ng damaged have s ll not been fixed. Work to fix the
f
looding at the 4 Ways roundabout crossing has s ll not been scheduled. DAMM have not cleared
the gullies
5. Gullies on all the main entrance routes to Dunblane.
These include Doune Road from the junc on the A9 slips roads, Springfield Terrace to the lights at
Sunnyside, Keir Roundabout to the 4 Ways Roundabout, Glen Road. It was requested that all gullies
be cleared on these routes, this was done at the February mee ng. Most gullies with the excep on
of those on the B8033 have been done. B8033 gullies s ll not done
6. Cycle Lane works on the B8033.
No mescale for comple on of these cycle lane works. The revised plans seem to be the same as the
plans for February 2023, the only change seems to be removal of the red tar. White hatching to be as
per the February plans. This project has been ongoing now since February this year. No details of
the proposed traffic management plans. Elected members to follow up.
7. Footway Weed clearance M&S to Keir Roundabout.
Some work has been done on this path. Approx 75% was done but the sec on from the start of the
Duckburn estate to half way up to the brow of the hill was not completed. Elected members to
follow up.
8. Kinbuck Bridge approach road altera ons.
The parapets on the north bound approach are the main point of damage. This is caused by oversize
vehicles. There are measures in place to prevent this, but these are inadequate. There needs to be a
width restric on put in place in addi on to the current weight restric on. In addi on, the road
geometry needs further altera on to help reduce the possibly of damage. This topic was raised again
by me at my mee ngs on October 3rd and October 20th . The width restric on will be implemented in
the next 3 months. Road realignment will take longer as detailed engineering evalua ons have to be
made.
9. Kinbuck Road 40mph request.
The Roads Mgr indicated at our mee ng on October 20th that the final decision on our request was to
reject. We are awai ng formal no fica on of this decision. To progress this ma er, we need to take
our request to the Pe ons Commi ee. The proposed 20mph through Kinbuck village has s ll not
been implemented. Report on the reasons for not implemen ng the 40mph s ll not received.
Elected members to follow up.
10. Ramoyle traffic proposals.
Dra proposals were provided to reduce traffic flows and calm traffic through Ramoyle. These
proposals require some fine tuning. The request to restrict the Access Only zone limits was not in the
proposals. We had asked that the restric on start just a er the Tannahill junc on and end just before
the garage. A new Roads Officer has been appointed to take this work forward. Cllr Tollemache will
report tonight.
11. Flood on B8033 southbound.
The B8033 flooded again on October 7th and 8th resul ng in a full closure on October 8th for a few
hours while water was pumped away and a single lane closure which is s ll in place. The single lane
closure is due to the road surface disintegra ng caused by high ground water levels. The road surface
needs to be excavated before the surface can be reinstated. This may require a full road closure. No
date provided yet for this work. The high ground water levels were caused by the ‘lake’ that formed
in the field on the le-hand side of the B8033. A new drain needs to be installed under the road to
enable the water from this field to drain directly into the drainage system on the B8033. This work
will be scheduled for next Spring. Carriageway reinstatement week of December 11th.
12. Gas main replacement 4 Ways roundabout, Glen Rd, Perth Road to Kippendavie Ave.
Sco sh Gas Networks (SGN) works on gas pipe replacement started a week late. There were issues
with the traffic light mings for the 1st day resul ng in unacceptable queues which caused some
drivers running red lights. The lights all stuck on red during the night of Tuesday. This was fixed by
07.45. The Council help line had no phone number for the contractors. The mings on the lights were
altered which resulted in a much-improved system. The original setup was all based on fixed mings
between the 4 sets of lights resul ng in a minimum wait of 3.5 mins on red regardless of traffic flow
and volumes. The ini al work was on Glen Rd and from the top of the High St, through the
roundabout to Glen Rd. The next phase started on Perth Rd between the roundabout and St Mary’s
Drive on Tuesday 28th . There was li le regard to any pedestrian safety on Perth Rd un l 12.00 on the
29th where the traffic lights were moved back to St Mary’s Drive, cones put on the road. S ll nothing
for pedestrian safety. I had several discussions with SGN, Cllr Tollemach spoke to Council Officers
which results in the system changing on the 29th. The work on Perth Rd should never had started
without these changes. There is an obvious lack on inspec on by Officers and lack of duty of care by
SGN and its contractors. A mee ng was held on site this morning with Cllrs Tollemache and
Kleinman. They will report to the mee ng tonight.
13. Damaged wall at bo om of Beech Rd.
This wall was damaged a few months ago. The result is that the wall was taken down leaving a
dangerous situa on at the wall end where the footway is steep and curved. Cllr Tollemache asked
the Council to inspect and to take ac on against the wall owners to have it safely repaired. The Roads
Dept inspected and decided that the demolished wall did not represent any danger and therefore
they would not take any ac on. Nothing has happened to repair the wall and make the footway
safe. Elected members to follow up.
14. Skatepark drainage
The first bowl in the skatepark has been having drainage issues for the last number of months. The
Council looked at and ‘fixed’ a couple of months ago. A er the heavy rain on October 7th and 8th
there was over 1m of water in the bowl which represented a danger to skatepark users. The Council
was asked to fence off the bowl, this was done but was inadequate. Cllr Tollemache and I met with
an Officer in early November. It was agreed that the bowl is unsafe and that more fencing would be
erected asap. Nothing has happened. The Officer stated that the soakaway system was blocked
resul ng in very slow drainage. This needs to be dug up and re-instated. No mescale provided.
Cllr Tollemach to follow up.
15. Springfield Terrace Pedestrian Crossing
Our request for an addi onal pedestrian crossing at the bo om of the ginnel from George St has
been acknowledged. The Council rejected a crossing at this point in 2005 but will inves gate again.
No mescale provided; I have requested one. We have also requested that a traffic speed survey be
done. S ll no mescales. Elected members to follow up.

Cllr Tollemache met recently with local residents who have expressed an interest in se ng up a
group to support the play park. A mee ng has been requested with officers to discuss the condi on
of the play park. This mee ng took place in early November. It was agreed that some works needed
to be done to replenish the surfaces. No mescales provided.
17. Manhole cover replacement Springfield Tce Dec 15th.
The manhole cover needs to be replaced on Springfield Tce near Boe Court. This is scheduled for
December 15th. The traffic mgt proposal is to close Springfield Tce from 09.30 for about 6 hours and
divert all traffic along George St. This is not acceptable. I understand that a revised TM plan is in
place. I have not seen this. Cllr Tollemache will report tonight.

Introduction / synopsis of previous month:
This report should provide sufficient information regarding police activity since the last
community council meeting. If you have any further questions about the police report or any
incidents that you are aware of that are not included in this report then please email us direct

The report encompasses all relevant crime and matters of note which have occurred
between the 1st November and 2nd December 2023 inclusive.
Current Priorities:
Our current priorities in the Dunblane area continue to be Anti-Social Behaviour,
Housebreakings, Road Safety and Community Engagement and Reassurance.

Main Report:

Between the 1st November and 2nd December 2023 a total of 14 crimes occurred within the
Dunblane area. The crimes detailed below are those that are of relevance to the local
community.

ANTI-SOCIAL BEHAVIOUR

Sometime between the 4th and 5th November a vehicle then parked on the road at Bogside
was damaged with a key or similar. This has been crimed as Vandalism and following
investigation is undetected.

On the 11th of November a group of youths attended at a property at Ochiltree, kicked and
banged at a door and caused alarm to the occupants. This has been crimed as an offence
under Section 38(1) Criminal Justice & Licensing Scotland 2010 and is currently undetected.

DRUG MISUSE

None to report (see road safety and road traffic related crime)

VIOLENT CRIME

On the 24th of November a domestic related assault occurred in a property at Whitecross
Avenue. This has been crimed as an Assault - non serious and is an ongoing enquiry at the
time of submission.

On the 30th November a minor assault occurred within the grounds of the Hydro. Following
investigation a male was arrested and later issued with a Recorded Police Warning.

HOUSEBREAKINGS/CRIMES OF DISHONESTY


On the 16th of November a resident from Dunblane fell victim to an online scam and
purchased tickets for a concert at which time and after monies had been transferred the
seller (suspect) blocked the victim from making any further contact with them and failed to
supply the tickets. This is crimed as Fraud with lines of investigation to be followed up.

On the 22nd of November a theft by shoplifting occurred at Marks & Spencer, Dunblane
where two male suspects stole a quantity of alcohol. This is under investigation at the time of
update.

On the 29th of November a resident from Dunblane fell victim to a Fraud having been
contacted via a telephone by a male suspect claiming to represent the bank, who thereafter
informed the victim that there been suspicious activity on the account. After gaining the
victims trust a large sum of money was transferred from the bank account to accounts

elsewhere at which time all contact with the suspect ceased. This is an ongoing investigation
at the time of submission with lines of enquiry to be progressed.


ROAD SAFETY AND ROAD TRAFFIC RELATED CRIME

On the 11th of November a vehicle then parked in Tesco car park sustained accident having
been struck by another vehicle, the driver of whom failed to stop and report the matter. This
is crimed as Fail to Stop after Accident and is under investigation at the time of update with
lines of enquiry to be progressed.

On the 19th of November a vehicle then being driven on the A9 near Dunblane was stopped
and the motorist involved later found to have no insurance. A report will be submitted to the
Fiscal in due course.

On the 26th of November a road accident occurred on the A9 Northbound near Dunblane
where a vehicle left the road and caused damage to property. Following police attendance a
motorist was traced and following investigation found to be under the influence of controlled
substances. The motorist in question will be subject of a report to the Fiscal for Driving whilst
unfit through drink or drugs and possession of controlled drugs.

OTHER MATTERS


Between the 1st November and 2nd December there has been a total of 142 calls to the
Dunblane area (this also includes calls to sections of the A9 and M9). A breakdown of some
of the calls are as follows: 4 neighbour dispute type calls, 3 public nuisance calls, no
drugs/substance misuse calls, 1 noise related call, 1 assault call, 3 disturbance type calls, 1
damage call, 5 theft type calls, no housebreaking type calls, 4 domestic incident calls, 4 fraud
type calls, 10 concern for person calls, 7 abandoned vehicle calls and 35 road traffic related
calls.

the 30th November 2023
