Annual General Meeting
Minutes of the Annual General Meeting of the Dunblane Community Council held
on Wednesday, 9 August, 2023, at 7 p.m. in the Library, Dunblane. This is a
"blended" meeting with some attendees joining by Zoom.
Present: Ailsa Gray (Chair), Alan Booth (Secretary), Terence O'Byrne, Graham Mowat,
Fiona Plumtree, Karen Jenkins, Jonathan Failes, Anna Jarchow-MacDonald.
In attendance: Steve Mason, Margaret Bragg (Minutes Secretary). Joining by Zoom:
Councillor Alasdair Tollemache.
1. Apologies
Apologies have been received from Councillors Douglas Dodds and Robin Kleinman,
Annelise Bakri, Stewart Corbett, and Calum Thomson.
2. Minutes of the last AGM held on 1 June 2022
These were approved, proposed by Alan Booth and seconded by Graham Mowat.
3. Chair's Annual Report (2022-2023): See attached.
The sad loss of Councillor Houston was noted and the consequent election of
Councillor Kleinman. The Chair thanked Craig French, Andy Mitchell, Sharon
Mylchreest and David Prescott, who have stood down from the community council,
for their hard work while members. She welcomed Anna Jarchow-MacDonald,
Terence O'Byrne, Annelise Bakri, Calum Thomson and Jonathan Failes who have
joined the community council this year. She thanked all for their hard work during
the year.

With reference to planning matters, the Chair commented that planning law is in the
process of transitioning to National Planning Framework 4 (NPF4). However,
developers are taking advantage of the gap between new regulations and old Local
Development Plans and seeking planning permission for developments on green belt
land. It is hoped that the Scottish Government's refusal of the appeal for
development at Mossend in West Lothian will be followed by a similar decision on
the proposed development at Kellie Wynd which was put on hold. The organisation,
Planning Democracy, has been of great help to the Chair in drafting the community
council's objections to the appeal and she recommended that the community council
work with them more in the future on planning matters.
With reference to the proposed Windburn windfarm, the Chair noted that it would
be more visible from Dunblane than first thought and she has asked the elected
members for support in discussions with the developer over community benefit
should planning permission be awarded by the Scottish Government.
With regards to Operations, the Chair thanked Terence O'Byrne and Councillor
Tollemache for their continuing work. Following their intervention after a sewage
leak, Scottish Water agreed to provide new play equipment for Dunblane Primary
School. However, difficulties remain with getting Stirling Council to progress work
on blocked gullies, poor road surfaces and the repair of the public footpath between
Dunblane and Kinbuck. Poor signage when the B8033 flooded resulted in traffic
confusion.
Looking forward, the Chair stressed the importance of community engagement,
especially with regard to drawing up the Local Place Plan, and being more pro-active
in campaigning within the community.
The Chair thanked everyone for the amount of work undertaken during the year
between meetings.
4. Treasurer's Report: See attached.
Unfortunately, the Treasurer has been called away at the last minute. The accounts
were accepted subject to their being duly audited.
5. Election of office-bearers
It was agreed by all present that the current office-holders be re-elected, with the
exclusion of the Treasurer, who was not present. It was agreed that Anna Jarchow
MacDonald be acting Treasurer until Stewart Corbett could be confirmed in the post
at the next meeting. With that proviso, the following were elected:
