MINUTES FOR CROFTAMIE COMMUNITY COUNCIL

1. Previous Minutes June 24. Approved by AP, seconded by CB
2. Election of new Community Councillor Nominee -One application was received for the vacant
position of a Community Councillor. HB held a vote and Brian Sweeting was approved by those present.
3. Stirling Council Update – no update given. 3 residents had arrived for the Councillors Surgery at 7pm
but this is no longer being offered by the Councillors. HB to arrange for the surgery notice to be changed.

Anti-social behaviour
• A person was arrested and taken to custody after they sent a series of voice mail messages
threatening violence to persons known to them and thereafter contacted Police and issued
similar threats. The person was released on Police undertaking with conditions to appear at court
at a future date.
• An employee at a B & B was arrested and taken to custody after shouting, swearing conducting
themselves in a disorderly manner and thereafter smash a window. They were released on Police
undertaking to appear at Court at a future date.
• A person was arrested and taken to custody after falling out with their friend and pushing them,
thereafter, breaking a window within the property. The person was released with a recorded
Police warning.

Scams
In Scotland, report all scams to Advice Direct Scotland by calling 0808 164 6000 (Mon-Fri 9am-5pm) or
online at www.consumeradvice.scot
Fraud
If you have been the victim of fraud, report it to Police Scotland on 101 or 999 in an emergency.
Suspicious Emails
You can forward suspicious emails to report@phishing.gov.uk and send links from websites which you
think are trying to scam the public to the National Cyber Security Centre's scam website reporting
service at www.ncsc.gov.uk/section/about-this-website/report-scam-website
Suspicious Text Messages
If you receive a suspicious text message you can forward it to 7726. The free-of-charge ‘7726’ service
enables your provider to investigate and take action if malicious content is found.
What basic steps can I take to protect my home?
Having your home broken into is not common. There are however many ways that you can help secure
your home. They don’t all cost money – some are common sense and good housekeeping.
First, think about basic good housekeeping routines that aren’t expensive:
• Keep your home locked at all times
• Many thieves do not need to break in at all because a door or window has been left open or
unlocked
• Don’t leave keys on the inside of door locks, under mats or anywhere else they can be easily
found
• If you have a ‘thumb turn’ lock on the inside of a door, ensure that it cannot be accessed from
outside
• See details on letter-plates, glazing and adjacent windows advice below
• Don't put your name or room number on your keyring if you live in shared accommodation, if it is
lost or stolen, the thief will have information that could direct them there
• Don’t keep house keys and car keys on the same key ring
• Don't keep a lot of cash in the house
• Mark your property with a UV marker pen or Security DNA marking Kit - these can be bought
online or in some stores
• Look for the Secured By Design accreditation on the product and register - you can place an
invisible imprint of your postcode and house number on your possessions
• You can record and register details of your valuables, serial numbers and features or marks, on
devices on the national mobile property register on the immobilise website - this includes mobile
phones, cameras, laptops and tablets
• Don’t leave valuables where they can be seen through a window - for example, around the tree at
Christmas time
• If you have a wall calendar, avoid having it shown near a window from where appointments can
be seen - people may see when there will be no one in.
What should I do when I go on holiday?
When you go on holiday there are a few steps you should take for security.
• Get to know your neighbours, if you trust them they might keep an eye on your home, draw
curtains and remove mail from behind the door
• Consider using Royal Mail’s Keepsafe service, they will keep your mail for up to 66 days
• Make sure you cancel any regular deliveries such as milk or newspapers
• Use timers on lights, make sure your alarm is set
• Don’t post on social media that you’re going on holiday - criminals can search for this kind of
information to identify empty houses.
Some other tips include:
• Doors should be fitted with a 5 lever mortice deadlock to BS 3621 standard or a Euro Profile
Cylinder lock to TS007 3 star standard
• Door frames should be strong enough to support the door, hinges and lock.
• If the door is not a ‘multi – point locking’ door, fit mortice bolts at the top and bottom of the door
and hinge-bolts give additional resistance
• External timber doors should be solid core and a minimum of 45 mm thick.
• UPVC doors should be to PAS024:2016 standard as below
• New / replacement doors should be manufactured and installed to meet standards PAS
024:2016 or equivalent
• Glazed panels within or adjacent to the door should have laminated glass in at least the inner
pane to standards P1A
• Letterboxes should have an internal cover plate and not be at floor level. This means that mail
drops down and can't be taken from outside
• If you are replacing your letter-plate, look to replace it with a letter-plate to TS008 standard
• Fit a door viewer and a door chain
• Don’t leave keys in the door. They could be turned or stolen through the letter-plate if a standard
letter plate is fitted
• Think about having your door reinforced with a security door bar
• Ask the manufacturer/supplier before fitting any extra locks to double glazed windows or doors
• Windows should have internal beading to avoid the glass being removed from the outside. Some
systems which have external beading are secure because the glass is adhered to the frame or
secured by special tamper-proof clips. This can be checked by consulting the manufacturer
• New / replacement windows should be manufactured and installed to PAS024:2016 or
equivalent. This indicates set specific standards of design and security for windows.
What if I’m making home improvements or even carrying out routine maintenance?
Your property can be more vulnerable whilst you’re carrying out home improvements.
• Don't give keys to workers as they can make copies quickly and easily
• Let your neighbours know about work being carried out, where workers are likely to be and who
they are
• Scaffolding may allow an intruder access to areas they wouldn’t normally be able to access
• Remember to lock all accessible windows.

• It is important to you to have community officers who you know, who are accessible and who
address local problems.

5. Planning Report -AP

Please note the Stirling Council planning website is out of action for two days planned maintenance so
the report on items outside the national park may be a little out of date.
Item 1: Dalnair House application 24//FUL | Erection of 1no. dwellinghouses
This is an additional house to the two extra houses approved by the Planning and Regulation Committee
Stirling council a few months ago.
An objection on behalf of the community council was submitted after the last Community Council
meeting, primarily because the developer has still not built the footpath to the bridge in the village.
Hopefully the committee will see that no action on the footpath has taken place and will agree to no
further development.
The footpath is not included in the new planning permission and is the subject of enforcement action by
Stirling related to the previous application. The Stirling planning team and the councillors in giving
approval have set a deal in place with the developer that means the developer will pay Stirling council
nearly £100,000 as a contribution to the new road bridge and they will not build a new separate
footbridge.
Item 2: Renewal of planning permission (2020/0239/DET) for erection of ancillary residential unit
Ballatone 15 Cattermills Croftamie Stirling G63 0BB. Application still under review
Item 3 : Pirniehall Application 2022/0329/PPP Large multiple purpose tourist development. No new
information.
Item 4: Buchanan Crescent. Construction of 14 no. 2 storey houses, cottage flats and semi detached
units with new private access road and associated landscaping (application pursuant to Condition 1 of
permission in principle ref: 2020/0039/PPP)
No new information in planning terms. The Site manager did a walkround with CB and asked if any
concerns had been raised at Community Council. Nothing new raised. The developer has confirmed that
Landscaping to be done. HB has made a request that the community benefit from the development is:
Tidy up the entrances to the cycle path, a new fence, bench foundation, painting the bus shelter. We
await a response.
Item 5: Change of use of land to caravan site (for the siting of 5 self-catering pods) and associated
coffee shop. Cattermuir Lodge Croftamie Stirling Ref. No: 2024/0024/DET validated 16th April -An
additional application has now been lodged for retrospective permission for the existing glamping pod
already operating on site.
Q was asked around the new sites at Cattermills. It is understood that Sepa require an assessment.
6. Roads Update –CC provided in advance
• 20mph applications posted for objections for Buchlyvie, Arnprior and Milton of
Buchanan
• Fintry road closed 2nd - 8th Sept between Boqhuan and C23, divert via Kippen
• Temp 30mph limit at Dumgoyne during works 2nd-15th Aug
• Wall at Showfield due for repair mid Aug
• 20mph limit for Croftamie just requires a TRO (traffic regulation order) which takes
12wks to process, ive asked to kick this off asap, and for another consultation with the
community re speeding and what additional measures could be taken once its been
processed.
• Another speed survey for the village is planned, dates are tbc
• Zebra crossing and dropped kerbs at Buchanan Crescent are in budget and will be done
this calendar year
• The wall and pavement at the architects office was due to be done 'from May' once the
weather was good enough to use lime mortar, so I’ve chased it up again.
7. Treasurer Update – DA. Balance of the Bank account is £1673.49. This is after receipt of a Grant
from Stirling Council Community Pride Fund for £660. This is to be spent on a Memorial bench and
two planters. Rent due to But & Ben for £90. There is still debate as to who owns the cycle path land
and David Mackie from LL&TNP is investigating. The Trust have offered £100 towards plants for the
Planters from an Environmental Grant that they received.
8. LL&TNP update - no update provided and apologies sent during the meeting. A Q was asked around
Flamingo land and whats happening. HB will ask David for a monthly report.
9. Correspondence received
• Police Scamming Talk 9th September Drymen Village Hall at 7.30pm.
• Forestry Scotland Felling at Gartochorrans - consultation till 27/8/24
• FEL - Enviro project grants available up to £1000
• Clack & Stirling Health and Social Care – Consultation on Palliative Care to be held in
Bannockburn 28/8/24 at 10.30 am
10. AOB
• Application for gazebos for the community to be submitted by HB by the end of Sept.
• Mobile library meeting at nursery. New dates for the library given to the builder to ensure space is
available in the car park at the nursery for the van. AE to ask if the council can provide a sign with
the mobile times and dates for the nursery fence.
• Update on Library – no alternative building has been found and a working group are meeting with
the Council to find a solution – both short and long term. Question was asked why Croftamie
nursery couldn’t be used but at the intital meeting it was felt inappropriate as there was no public
transport to Croftamie.
• Future for the Nursery- AE in discussion with Land services to see if the nursery can be used for
the community. This would need Community Support and an example given was it could be a
meeting place.
• On the Back road water is coming off the land onto the main road. It is thought that this is a cattle
trough which is overflowing. It is a Private water supply. AP to speak to owner of the field.
• There will be an Open day at Kilmarnock Church on 14 Sept with Graveyard tours and
refreshments
• There is also to be a Bat evening talk and survey – date TBC
