Welcome, Apologies, and Conflicts of Interest

The chair welcomed everyone to the meeting and gave apologies for Charles Russell. There was no conflict of interest declared.

Adoption of minutes for previous meetings

As the attendance at the October meeting was low the approval of the September minutes was held over until the January meeting. There was a request for an amendment to the November minutes as Stephen Bly’s name was spelt incorrectly.  Based on this amendment the minutes were proposed by SM and seconded by SC.

The chair announced that due to a range of issues, he feels he can no longer continue in his role as Chair and may have to step away from the CC in general. He agreed to continue to chair the November meeting to allow the transition to a new chair.

Keyholder training

•       There was a discussion about keyholder training which has been raised at previous meetings. Shona Cullen has a list of people who are interested, and the training has been opened out to give other people the opportunity to add their names. The names on the current list are Rose Curley, Shona Cullen, Sarah Jane Welsh, Charles Russell and a member of the public and there was no other interest submitted prior to the meeting. Aleahya Stevenson advised at the meeting that she would also like to be added. Councillor McGill has previously raised a concern about the training not taking place and she will forward the list on. Chris Burns will also chase up and come back with a response as well as send information so that Aleahya can be added. 

 

Speeding and traffic

•       There have been various concerns raised about speeding around Cornton. A survey is due to take place of residential streets.

Councillor McGill advised that the work has been contracted out by Stirling Council and is due to be completed by late November. The chair will email CC enquiry for an update. 

 

Community centre

•       An email has been sent round CC members, regarding work that is planned for the community centre in the New Year.

CCC Calendar of activities

Sarah Jane Welsh has put together a draft with some rough ideas of activities for 2025. She feels that the first stage is to identify the activities that the CC want to do and then apply for relevant funding. It was agreed that everyone will come back to the meeting in January with ideas of activities and who would take them forward.  There was also a discussion about funding that can be applied for via StC. If StC are doing projects in the local area the community can put in a request to have an influence. There is further information available on the StC website. Chris Burns will try and get more information on proposed work for the local area.

 

There was discussion about possible activities including reinstating best garden competition, citizen of the year award, best decorated house at Christmas, movie nights for younger residents and other communities have the best decorated window at Christmas competition.

CCC finance policy and bank account

The chair had put together a draft finance policy, he suggested that everyone look through it and consider amendments and discuss again in January for final sign off. Rose raised concerns about delays in payment

being made and that records would have to be scanned, keeps all receipts and bank statements. It was highlighted that expenditures will come through via an email and form won’t have to be complete regularly and any expenditure should be approved and minuted in advance. There was a discussion about pre agreed expenditures including minute taking and print cartridges which happen as regular payments. The payment for the Information Commissioners office needs to be made before January. There was a vote and 3 people were in favour of paying the annual direct debit. 

 

The chair highlighted that the bank would start charging £4 per month for using the CC account, Bank of Scotland will no longer provide a free service. There was a discussion about using other accounts such as Co-op or Unity and considering changing to a different account.

Planters and Noticeboard

This item has been on the agenda for some time. The noticeboard has been delivered and is with the chair. A document has been drafted to be signed however there was an issue with documentation, land services had an issue and wanted different planters. This has been chased and an email has now been received saying that it is ok to proceed. The chair has not replied to the email yet. The next stages are to update documents and once they are signed the CC need to purchase insurance. The noticeboards will also be included in the right to occupy documentation. 

 

David Crossley. local street artist came along to promote the work he is doing locally. He has recently started work on a mural at the Monument dance school. They have covered the cost of paint and he has donated his own time to complete the work. He was also approached by Cornton  library asked in April who have also asked for him to do work for them. He is still waiting to hear back from StC so things are moving slowly. David is keen to work with the CC but will need permission from StC before any work takes places. The chair will put in a CC enquiry to ask what the response is from StC and copy in Councillor McGill.

Police Report

Nothing received. Police Scotland contact page treated same as 101 calls. The police hope to reformat the report. It was highlighted that the information included isn’t clear and a lot of work goes into producing it.

No response from the police, Shona has sent thanks to Graeme Leslie for attending the last meeting, since then Cornton has had a new electric bus and a double decker for the school run, so things have improved. The bus

was also rerouted despite traffic issues. Shona will sent a note to Graeme advising of the improvements and asking him to keep in touch.

Planning and Licensing

CR wasn’t present at the meeting however the Chair advised that any correspondence comes through email and there was nothing new that he was aware of, Virgin are digging up Cornton Rd and there is refurbishment work going on at the Keir roundabout from 2nd to 20th December, with temporary traffic light and land closures on roundabout and approaches. There are issues with lights not working at the junction of Cornton Road and this has happened since the roadworks have been removed. The issue is with the permanent traffic lights and has already been raised with SC. Councillor McGill will also raise

Elected Councillors report

•       There are two by elections taking place, one in Stirling East and the other in Bannockburn

•       The last councillors meeting before Christmas is on 12 December, haven’t seen a copy of the agenda yet. 

•       The budget is always a matter for discussion. At the last update it was anticipated there will be £12 million shortfall. It is also unclear what impact the changes to NI contributions, pay awards and the real living wage will have on the budget.

•       It is possible there will be an increase to Council tax and rent and consultation has gone out. At the moment Stirling Council don’t know what grant they will receive from the Scottish Government. This will be announced on 12 December. 

•       A member of the public highlighted that it was minuted at the last meeting that the two dead trees on Strathmore Drive had been cut done. They wanted to clarify that it was the trees on Strathmore Crescent that have been cut down. Chris Burns will investigate this further.

Stirling Councils report

•       The proposed work on the community centre was covered earlier in the meeting

•       Emails have been sent out regarding two training sessions that are coming up on local place plan.   It was felt that due to lack of capacity and resources in the community, the CC couldn’t commit to this without further support from Stirling Council and other bodies. 

•       Support 4 Families are looking for volunteers and Chris Burns is meeting with them next week to do a session to encourage people to come forward. They are offering training and will cover the cost of PVG. 

•       There is also Child protection and adult support training available to all community groups including the CC. Chris Burns will get more information sent out.

Stephen Bly is keen to get a list of all the meetings dates for 2025. It was agreed that the meetings would be January to April, May would be the AGM and there would be a holiday in August and December. 

There was a discussion about the declining membership and co-opting on new members.

The next meeting will be on the 29th of January 2024 at 7pm in the Cornton Community Centre
