Cornton Community Council minutes Meeting Wednesday 27th March 2024

Councillor Jim Thomson
1. Apologies
CR opened and welcomed everyone to the March meeting. Apologies were received from Crispin Bennett, Chris Burns and Police Scotland
2. Declaration of Interests
CR asked if there was likely to be any conflict of interest during the meeting, but nothing was declared.
3. Minutes of the previous meeting
Amendments were requested to the February minutes including to item 8 around Community Engagement and to item 6 on social media community engagement as well as the secretary report. The minutes were proposed by RC based on the amendments being made and seconded by SJW.
4. Business arising from Minutes.
SJW asked for clarification from Councillor Thomson if the CC require a social media policy. Councillor Thomson suggested asking other CC who already have a policy in place.
SM has already contacted Causewayhead Community Council for advice.
CCC New logo design
CR distributed paper copies of the logos that were 1st, 2nd and 3rd place in the competition, as well as a photograph of Old Stirling Bridge from 2022 showing the local area including Cornton that had been sourced from the network. The pictures that were drawn by children from Cornton Primary School have been sent to a printer to enhance the original drawings. There was a discussion about whether both the winning logo and the photo of Stirling Bridge were required. A vote was taken and 3 were in favour of having the logo only. CR clarified that the CC have the rights to the photo of Stirling Bridge so it could be used for other promotional materials in the future.
Social media – Cornton CC Policies
SJW advised that SM, has written a social media policy that he has sent by email to CR.
CR has also contacted SC for advice and was advised by SB(SC) to contact the Information Commissioner. So far there hasn’t been anything back.
Action – CR to contact SM as the email has not been received.
Community Engagement Surveys
There was a discussion about the local place plan and locality plan and the purpose of each document. It was felt that there is a lot of duplication going on between CAPP and the CC. SJW is currently working on the locality plan.
Councillor Thomson advised it is important to have an up-to-date locality and place plan.
Etive/Montgomery Place – vacant land.
CR passed out a document showing possible developments including a 5 aside pitch, open-air gym, and a community garden.
There was a discussion about each, and it was felt it was important to upgrade what is currently available such as the playpark rather than build new facilities.
It was also highlighted that CAPP is already involved in carrying out a feasibility study to look at the development of Etive Place.
Again, there seems to be duplication between CAPP and the CCC, and it was felt CR should arrange a meeting with Hamish Wishart of CAPP.
It was also raised that there is the need for pressure from the CC on Police Scotland to ensure they attend meetings as the report was submitted at 6 pm on the evening of the meeting and there have also been months where reports have not been submitted at all and no one has been present.
Landscape Gardening – Youth Group
Scott McArthur has joined the CC as an Associate member to try and clear up the rubbish and overgrown grass areas of Cornton.
Scott is keen to clear up the areas around the community centre and the old ACE, Cornton building.
He wants to clear litter, cut down trees, and get the bike racks moved from behind the ACE building to the front so people can see them.
Scott is also keen to work on the area between the church and Red Chilli as the planters there aren’t being looked after so he is looking to plant new flowers in them as well as paint the bollards.
SC has contacted local garden centres to ask if they can donate any plants.
Scott is looking for any local volunteers who are willing to help him with the clean-up.
Councillor Thomson also highlighted that there is the option to apply for grants from the Clackmannanshire/Stirling environmental trust.
5. Community Residents Voice
A resident also raised the issue of the lack of road markings at the T-junctions with Johnstone Avenue with Edzell Road.
This has already been raised by both Councillors Gibson and Thomson and the CC and nothing has happened.
Councillor Thomson agreed to raise it again.
6. Stirling Albion Foundation
The 6-week programme is due to end this week and a new 10-week programme will start on 18th April. The current programme has been a success with good numbers attending.
CR is working with CB from SC to try and secure funding for other activities.
7. Reports Police
There was no one present from Police Scotland; the report was submitted at 6pm and there wasn’t a lot of information included.
It was also raised that there is the need for pressure from the CC on Police Scotland to ensure they attend meetings as the report was submitted at 6 pm, on the evening of the meeting and there have also been months where reports have not been submitted at all and no one has been present.
Secretary
SC has contacted local garden centres to try and get donations of plants for Scott McArthur.
Treasurer
RC has nothing to report as no new statements. RC and CR have met and decided to take the accounts for the last 5 years to an accountant which will cost roughly £250.
SC Elected Councillor
Councillor Thomson gave his update.
- There was a recent issue with flooding at the level crossing and it was discovered that there is a problem with the pipe under the railway. This will now be investigated as well as the possibility of adding a path.
- JT also highlighted the importance of including flooding in the local place plan as Cornton residents are unable to get out when the area is flooded. JT has raised this with Kate
- The play park has not been adopted and is currently going through legal
- The hogweed at the river's edge is not being maintained as there is no longer a Fisheries Officer. This is causing issues on the core path behind Westhaugh.
- The Christie clock, and SC met to discuss last week and currently estimated at £900,00 to

- PMC has received complaints from residents regarding dog fouling. She asked if it is possible to notify the dog She highlighted that there are still several XL Bully dogs in Cornton that are unmuzzled.
- PMC also wanted to raise the ongoing issues with the bus She has emailed McGill’s but hasn’t had a response.

- This led on to a discussion about young homeless people from The Bridge being rehoused in 1 Johnstone It was agreed that there was a need to have someone from housing attend the CC meeting to discuss this further. They were due to come to the November 2023 meeting, but this was cancelled due to a full agenda.
The next meeting will take at Cornton Community Centre on Wednesday 24th April at 7 pm.
