Cornton Community Council minutes Meeting Wednesday 28th February 2024

CR opened and welcomed everyone to the February meeting. Apologies were given for Caroline Stewart Minute Taker and Crispin Bennet CC.
1. Declaration of Interests
CR asked if there were likely to be any conflict of interest during the meeting, nothing was declared.
2. Minutes of the previous meeting
The minutes of the January meeting proposed – Rose Curley and seconded by Stuart Meldrum
3. Business arising from Minutes.
CCTV Dog Fouling Wardens needed down here. XL Bull dogs, no muzzles this was yesterday, They are banned but we have a lot in the Community.
Yellow lines for Johnson Avenue and Porter Avenue, no change traffic regulations 12 weeks to be put in place, earliest for yellow lines May/June.
The reason for this was CF left Council-this is reason for time lapse (6 – 12 months to put in place keep pushing Council for this.
SM ask JT if we can get round the objections if any.
CR stated that parking on pavements may stop Ambulances, fire, buses turning into Johnston Avenue
Why is the enforcement officers not dealing with this? CR will follow up in 8 weeks and get Ref No.
5. Community Residents Voice
No discussion around this.
6. Social Media Community Engagement
CR explained using Facebook website CCC new logo – Netwise provider CCC and is owned by CCC.
The cost to CCC is £20 per year, 2 emails – social media/Website.
Policies needed for the above and Privacy Data need registered for this. AJ is on this.
CB and SM will ask Gartmore to help with Facebook etc. what can go on this, email about policies etc. SJW and SM – will do policies. TM – explained about comments on page look at negatives, violations will not be tolerated, rules must be followed.
CR will deal with new logo and get templates – and send to School to digitise it. Website on hold at moment £200 fee and £300 set up, On Hold. look at other hosts. Logo and header graphic design to sort and get approved.
CB will explore with Uni Schools etc. Broadcast through Media – to feedback get it live ASAP. Could be once/twice a week start small then grow.
7. Stirling Council Budget 29/02/24
JT – Explained Budget cuts £16 million, 2 amendments, business as usual and no need to go to Councillors.
Review of Libraries/Community Centres, Bridge in house should be cheaper. Online from tomorrow – extra Million from Scot Government.
AJ asked about spending £31 million on Viewforth. (expand Viewforth selling land Stg Council) Make case and make local councillors aware of how well library gets used in Cornton.
8. Community Engagement
CR discussed Resident Survey Plan, CR asked SJW to do questionnaire short and sweet basic on engagement.
Plus, maybe LPP Community open days in centre and ask for community basic idea to develop.
What do they want? What they need? What would they like to see happen? Only 5 or 6 questions.
Survey could be sent through School, Nursery, etc. Try prize bingos, spooky nights.
9. Stirling Albion Foundation
RC and CR reported on the football for 7 turned up 3 - 4 year olds and4 turned up for 5/6 year olds great night kids thoroughly enjoyed, Coaches were great with kids, another 2 families joined on the night.
CB will repost Library chemist etc.
This will run for 6 weeks hopefully longer, looking to find out about Forthbank.
10 Police
No report received, CR has been in touch.
Interim Chair
CR handed out Stirling Council Community Council Training docs, data protection, other CC training documents are on Stirling Council website to read,
Communicate with SB
CR explained we must follow CC Enquiries protocol, (CC Enquiries flow chart hand out to members)
CR explained access and support for CCC Councillors. SB is the link, between councillors.
Secretary
SC reported price of hall etc, Keyholders Training, in future everyone asked the question to CB about training and when will it happen,
Treasurer
RC – Balance Sheet no change as nothing spent,
Donation of £300 from RN, put to vote as was approved by CCC.
Assigned to Landscape/Gardening – Cornton Fund. This is for gardens and helping landscape shops etc with the community and kids.
RC proposed that Scott MCA to be Associate Member of Cornton CC. Agreed. focus on Youth Group – Community Landscaping – Gardening. It was agreed by the Cornton CC. members.
Selection panel will be up to Scott (Land Services) check out with assets and look at budget they receive for looking after this. Landscape- Gardening – Cornton. (Public Realm)
CB waiting on these services getting back to him.
E) SC Elected Councillor
JT – Will find out what can be done Bully Dogs, what breeds etc.
Pavement parking going to committee in March, designate streets in some areas might be exempt.
AJ said the pavement was too wide and road narrow at the back of Montgomery Way,
JT explained that Stewart Milne homes in administration – people using Football pitch at West haugh Fields. This area is matter of Cornton community concern and Planning query.
Etive Place Two Greenspace area is vacant land for development. Montgomery Way, greenspace area is vacant land for development. CR will request more information on the above matters.

F) SC Community Development Report
CB – Is going to ask for budget and Active Stirling wants to start up mini kickers. Table tennis, basketball etc, Community walking group starting 12 – 1pm (times need changing)?
Chair Yoga might start up class,
Local Place Plan Project information, progress status report. Request a update from CAPP. CR to action.
10. AOCB
NIL (SM discuss in future level crossing – when it be finished.)
JT will speak to Causewayhead CC, to get update information then be in touch with CCC.
The next meeting will take at Cornton Community centre om Wednesday 27thth March at 7pm.
