APPROVED Minutes Carron Valley & District Community Council Wednesday 6 November 2024 meeting at 7.30pm, via ZOOM

1            Introductions and welcome

1.1         The Chair welcomed everyone to the meeting.

1.2       Apologies – police. ACTION PH to contact Stephen Bly to find contact for the rural  director.

 

1.3         Declarations of interest for items on agenda - none. 

1.4  Items raised by members of the public for inclusion - DP residents have concerns  regarding a proposed 20mph  scheme in Falkirk on the B818 -  Stoneywood/Fankerton. There has been no consultation with the Carron Valley because  it is a different local authority.

 ACTION JP to take this back - the CC is requesting more liaison between the two  councils so that roadworks are more co-ordinated. It also affects residents in Fintry who  have children to get to school etc. Could the works not stop at 3:30pm as it's now getting  dark early anyway, so that the afternoon school run is not disrupted.

 ACTION PH to contact Gary Henderson from Falkirk Council Roads Dept - to be added  to Carron Valley Connections and preapproved for posts ACTION HB]   

 

1.5       The Valley was really busy on 5 November because Duncannon Fort had a firework  display. 

 

2            Community Police report 

2.1       Attached as Appendix I. The report seems to be more relevant to the CVDCC area this  time.

  • Christmas trees – recycled trees for Strathcarron Hospice                             DB              They came to the Pomona Day - they will come in December to hand out  flyers encouraging them to recycle and make a donation to the hospice. They      are also going to get a tree for the hospice from the Woodland.

             

                                                                                                                                                             

5            Chair’s report  (PH)

5.1         Cairnoch Hill windfarm proposal. The turbines will be very visible. We need to get a sense of public opinion on this. The last survey showed 31 for and 14 against 5 with don't knows but was based on the situation then. There are going to be public meetings later this month.

 ACTION HB Facebook post - 'following tonight's meeting, CVDCC wishes to know  residents' views on this new windfarm. The turbines are considerably higher than other  developments. Please be respectful of differing views. Either comment below or email  sec@cvdcc.gmail.com. Comments via email will be treated in confidence.'

 

 MP has concerns about jeopardising the scenery in the Valley - could we encourage the  windfarm to site the turbines further north to reduce their visual impact? 

 

5.2         Auchenbowie Distillery.

 DB to circulate the letter from Chen Li. Should PH write a piece for the newsletter? This  was agreed. ACTION PH.

 

6            Secretary’s report (DB)

6.1 DB has circulated information regarding the 19 November Earlsburn Extension  consultation in Gargunnock and Cambusbarron.

 

 If JP speaks to developers they need to give the CC several months to advise residents  as it's not just a case of emailing people.

             

7             Treasurer’s report (MH) 

7.1         Attached as Appendix II

               Bank statement £1366.79 including the top-up grant from Stirling Council.

             

8            Stirling Councillor report (JP)

8.1 JP is on the public safety committee, the police attend every 6 weeks. Many community  councils have complained that they never see the police. They are trying to improve this  but have few community officers to cover a large area.

 

8.2       Councillor Margaret Brisley sadly died recently. She had taken over from Chris Kane in  September. There will be a by-election.

8.4 MB asked how road repairs are monitored. We have had workmen in the area but  it appears that they are spending a lot of time sat in vans. The resurfacing is not  adequate as major holes have not been filled in, gravel put on top of the tar has just  washed away. There seems to be no quality control.

 

 MH had the exact same experience. Thought someone was sorting the potholes. Three  hours later he was still in the same layby having done nothing. 

 

 

9            Local Place Plan (MB)

9.1 MB attended the October wood fuel day and spoke to more residents. They raised the  issue of the need to befriend people who live on their own. Template to be added to the  website. ACTION HB.

 

 

  • Valley Renewables Group report (MP) 1 The AGM was held last night.

10.2       Alan Findlay has been elected as a trustee/director.

 

 

11          Woodland Group report (DB)

11.1       Wood fuel day  - one held 5 October. 37 loads of wood were distributed. 

               The final one is on Saturday 9 November.

11.2       7 December is the Christmas Tree day. ACTION HB

11.3       Pomona Day was held on 26 October and was very successful.
