Meeting held Wednesday 1 May 2024 meeting at 7.30pm, via ZOOM

      1            Introductions and welcome

      1.1         The Chair welcomed everyone to the meeting. 

        

      1.2         Apologies – Police.

 

      1.3         Declarations of interest for items on agenda. None declared.

        

      1.4         Items raised by members of the public for inclusion in agenda - none.

        

      2            Minutes of previous meeting 

      2.1         Minutes of the April meeting were approved. 

                     Proposed PH, seconded MP.

        

2.2 ACTION HB approved minutes to DB for Stirling Council. Draft minutes to DB       for circulation.

 

     2.3         Coping stones on bridge item 2.3 March                                                      NB

                   DB saw work being done on the bridge.

                        Item regarding planning permission Item 11.1 March                            PH - done                   Kieran from SC has responded, the boundary is now correct.

     7.5         Pothole reporting information for social media                                             HB - done

     7.6.2     Rural care                                                                                                          NB - ongoing

                        DP - contract is with a subcontractor of Stirling Council who took the              contract without seeing the property. Standard of carers varies considerably.                      If a person cannot get a care package they may not be released from hospital.                          SF says this is not the case in Forth Valley. There have been challenges moving                  people out of hospital to free beds for patients needing acute care. The three                councils within Falkirk, Clackmannanshire and Stirling have worked to manage this.                          There are challenges within the rural areas, health and social care partnership are                          responsible. DP's experience was he had to stay in hospital for three months                because  a care package was not initially available. After a time, a care package                    goes out to private tender. The agency is incapable of doing the job.

      3            Community Police report 

                    Attached as Appendix I.  Nothing relating to the CVDCC area.

 

      4            Chair’s report, PH

4.1 PH was pleased that Planning had responded to concerns about the planning  application, see item 11.1 March 2024.

 

      4.2         Planning for South Stirling Gateway. Within old Brucefield Golf Course.

 Traffic lights at Pirnhall would be good before the new houses are built. Are there  plans for road improvements before the estate is built?  SF there are agreements  with Scottish Government regarding traffic flow at Stirling Gateway and new  development into East Plean. Primary school capacity has been taken into  consideration. Two new schools to be built in the next few years. 

 

      5            Secretary’s report, DB

5.1 Grant form from Stirling Council, minute-taking, last year put in a claim towards the         newsletter production. It was agreed to do this again. 

 

      5.2         Noticeboards. There was a discussion. Last time VRG funded noticeboards.

 

5.3 Information Board for visitors to the valley.  Discussion about walking on the correct  side of the road, correct positioning for cyclists.

 

5.4 Council system of reporting potholes. Also to go in newsletter. ACTION HB  information for MP for newsletter.

 

      6            Treasurer’s report MH

6.1  Bank statements are finally going to correct Treasurer's address.This has taken a  long time to progress.

                    Balance is £1058.47

 

 MP - survey on Stirling Enterprise Park - about the hassle charity/voluntary  organisations get from banks. 

 

     7            Stirling Councillor report SF

            7.1      Main council meeting on 2 May. Three year business plan. Report on Afghan           resettlement programme, strategic risk register, scrutiny to performance of Council                       and administration.

 

     7.2         Stirling 900 anniversary.  Lots of events connected with this. Coinciding with 

                    Edinburgh's 900 anniversary. To include exhibitions, event at Wallace Monument,

                   James V play at the Macrobert, laser spectacular at the Church of the Holy Rood,

                        Big Noise, conference at the University, the British Legion are working towards                  Armed Forces Day on 29 June.

 

            7.3      Sauchieburn Estate gate padlocked, complaint. SF contacted the Access Officer    regarding persistent actions of landowner of freedom to roam legislation. This has                        now been enacted for the north and south gate, if any repetition the Council will                        have to remove padlocks and he would be billed for this work.

 

                        MP queried the black gate with barbed wire etc. It would be good if this obstruction              could be removed. Also deliberate attempt to make the path through by the wood               processing yard unsuitable for pedestrians.

             

      8            Valley Renewables Group report, MP

8.1 The Board meeting is next week owing to the way the dates fall in May. The grants  subgroup will be reporting on their discussions regarding updating the grant  schemes.

 

8.2 Community Hall - this is in progress. It is about to go to planning. DP expressed  congratulations on getting the project moving. It is hoped building may start in

                     November.

 

8.3 Addresses still 'The Occupier' to be sent to Councillors/VRG directors to see if they         know a name. ACTION HB

 

      9            Woodland Group report, DB

9.1 Wood fuel day in April. 45 loads collected/delivered. Next is on 11 May. ACTION  HB Facebook.  Additional day on 15 June instead of November to distribute wood  to dry out before next winter.

 

      9.2         Jacqueline Caine. Ranger. To be invited to the Flower & Produce Show in August.

 

      9.3         MH has issues with wild campers at North Third.

 

9.4 MH had to phone an ambulance for a relative. Ambulance crew said how difficult it  was driving in the District, with visitors parking in passing places, not reversing for  ambulances etc.  SF it would be a police matter if parking in a passing place.

                    ACTION DB.

 

        DP suggested using What3words. Fire Brigade advised MH this was not     allowed. 

 

      10          Roads report, PH

       10.1      Potholes are still an issue.

10.2           What is going to happen with the bike lane at the bottom of Causewayhead? The              cycle lane ends in a pavement. ACTION SF to enquire.

 

  • Planning report, MB

       11.1       7 Carron Valley - application for a building in a garage with solar panels.

 

                    

      12          AOB 

12.1 MB looking at local place plan. For the next meeting can this be on the agenda. MB  will prepare something. Are there examples of other local place plans that could be  looked at?  SF suggested liaising with Stephen Bly.

        

            13        Date of next meeting this was agreed as Wednesday 5 June 2024                                       via Zoom.  This to be preceded by the AGM at 7:30pm

There were 18 calls made to Police for the Carron Valley area over the stated period.  The calls relate to incidents including reports of suspect persons, concern for persons, road traffic matters, assault, dropped 999 calls, assist members of the public, fires and police information.

 

There are no identified crime trends within the area during these dates.
