1 1.1 Introductions and welcome
1.1 No meeting was held in January 2022. DB explained an acting chair would be chosen as Peter Hayward is recovering from a major operation.
1.2 DB welcomed residents and Councillor Farmer to the meeting.
1.3 Apologies were received from Peter Hayward, PC Pam King Smith, resident Dennis Canavan. Meeting chaired by DB as PH is recovering from a major operation.

2 Community Police report
2.1 Attached as Appendix I Road traffic issues ongoing.
DP unimpressed by police presence in the community currently. No dedicated officer, situation back to how it was a couple of years ago. DB have problems with pandemic etc. SF – new area commander starting in March. Public Safety Committee lack of police presence at community councils was a concern.
2.2 NS recent incident - quad bike stolen from Chartershall.
2.3 Warning – diesel and propane tanks – warning to residents to keep fuel supplies checked, ideally with a camera. An entire tank was stolen from near Sauchieburn a couple of years ago. ACTION HB to post on Facebook. DP – residents should photograph registration plates of any suspicious vehicles. MH Egglicious have had issues recently with suspicious behaviour.
GB – Young people seen near Blackrow Cottages wearing very dark clothes.
3 Minutes of previous meeting on 1 December 2021
3.1 These were approved. Proposed DP Seconded MP

4 Matters arising
4.1 Fire raising on island of North Third last year hasn’t been progressed further.
4.2 Wall at Cauldbarns development – not sure of latest on this. Still issues and signage at various junctions has not been done. Enforcement issue.
NS In Auchenbowie there was a development in Barr Wood, one of the conditions was developer had to improve the road including a passing place. This was not done and there was no follow up on conditions on the first planning permission when second applications were approved.
SF overall enforcement regime needs much to be desired. There have been staff shortages and severe disruption owing to Covid – site visits and processing applications etc. Planning portal will show what conditions of planning.
4.3 ACTION DB contact Planning and Enforcement ask for site visits.
4.4 Community Pride fund application for defibrillators – waiting to hear.
4.5 School Bus – DP nothing more. GB no improvement on service. ACTION DB to pass on email to MB to pass on to family concerned. Demand Response Transport is another possibility.
4.6 Sauchieburn Estate. DC sent update, attached as Appendix II. Senior Manager at Stirling Council had requested a meeting with landowner – SF received response - landowner has now agreed to a meeting…. Hope to get him to comply but will follow through with enforcement – Section 14 order - if necessary. Have agreed to give weekly updates with SF. DB - landowner is also ignoring Memorandum of Understanding from 10 years ago.
MP if there is to be a meeting, not just pond and gates, but also digging up of path which is key route from near the wood processing place to the top track, also include the back gate at Old Sauchie, including a pedestrian access, this is an established right of way. SF this is new information at a late stage, when a new access officer is appointed this could be addressed. SS this is not a new issue, it has been an ongoing issue for 20 years. DB if raise Memorandum of Understanding these issues are covered in that. ACTION DB to email SF these other issues.

8.3 Scottish Water – works in Carron Valley Monday 14 February for 5 weeks temporary 2 way traffic lights on B818 200 metre stretch near reservoir dam ACTION HB put on Facebook.
8.4 IM – raised concerns about allowing setting up on Springkerse of another car showroom, supermarket etc whilst the centre of Stirling is in a poor state, currently no car park open at the Thistle Centre. SF there is already a superstore in Springkerse, marginal impact on the town with ASDA store, could it be located in town centre, answer was no. Repurposing city centres – SF involved in a number of meetings with experts looking at how we can repurpose town centre post pandemic. Major food retailers within city centre, not a competitor for ASDA – Waitrose has different market. Tesco is in periphery of town centre, Sainsbury’s in Raploch area.
9 Valley Renewables Group report [NS]
9.1 Board meeting held 1 February. Discussed grants – recognition that young person’s grant and bursary overlapped so this will be looked at, also promoting young person’s grant scheme as young people have suffered during pandemic
9.2 Interlinked fire alarm grants are still available.
9.3 One off grant support moneys provided via Falck – linked to rebuilding after the pandemic. Initiative to help people adapting to new work patterns.
9.4 Woodland – volunteer days being promoted.
9.5 Defibrillators – siting of these – MP to progress on this.
9.6 Second grant application received from Carron Valley Growers – discussed because this is on private land, Directors don’t want to provide support which only benefits small number of residents. Will ask group to provide more information and possibly amend application.
9.7 Strategy to be reviewed this year – subgroup has new members, PH was representative, during his absence MP has kindly agreed to stand in. Also asked for more community members – MH has joined, also interest from new resident in Cauldbarns.
10 VRG Investment Fund [NS]
10.1 Agreed to report on quarterly basis. Investment has fallen – market adjustment with regard to current situation in Ukraine.
11 Woodland Group report [DB]
11.1 Felling has been completed. Wood fuel weekend was successful. Fifty plus households received fuel.
11.2 Woodland group is meeting on 3 February.
12 Roads report [DB]
12.1 IM – Glen Road via West Plain. Substantial section of road has been limited to 40mph, signage says for walkers, cyclists and horse riding. Members of CC went on site visit with Roads Department some time ago, but nothing like the use the C10 has for walkers, cyclists etc.
12.2 GB C10 – water is running over the road, icy on winter mornings. A spring half way down the hill causing more ice patches. 40 tonne logging lorries on this road, six a day. The sides of the road are chewed up. Thought there was a weight limit on Buckieburn bridge. North Third Junction to Carron Bridge not repaired for several years. MB patching is not effective. DP a proper road survey is required. ACTION DB to follow up.
12.3 SS no grit piles put out in her area, nothing on C10, no bins refilled this year. There have been several incidents.
Broken signs, broken grit bins etc. still not collected. ACTION DB.
13 Planning report [DB]
13.1 It was noted that Shelloch wind farm has been approved.
14 AOB
14.1 Spitfire crash WWII IM attended commemoration. A dedicated Facebook page has been set up. Next year is 80th anniversary. MP requested information for next newsletter. ACTION IM
14.2 Rubbish collections are sporadic. SC are very short-staffed. High winds didn't help - bins ended up in fields. At Polmaise tip there is nowhere for plastic waste. Also issue about residents using trailers.

Dear Scott,
I am sorry that you did not manage to attend the meeting of the Carron Valley and District Community Council last Wednesday, when the on-going problems of access to Sauchieburn Estate were discussed.
I must say that I am once again very dissatisfied with the Council's latest response to me in the email dated 26 November 2021.The Council's previous email dated 5 November indicated that the landowner would be given two weeks to comply with the Council's
request. That two week period has now expired but the landowner has failed to comply with the Council's request.
I realise that Covid presents some problems for Council employees but this matter has been dragging on for well over a year and it is simply not good enough to blame Covid and to imply that the access problems at Sauchieburn will continue until such time as a new Access Officer is appointed. Now is the time for action instead of more procrastination.
The Council is clearly failing in its duty to uphold the public's right of access under Section 13 of the Land Reform (Scotland) Act 2003 and the landowner is also clearly in breach of the Act as well as being in breach of the Minute of Agreement he signed with the Council. I am therefore formally requesting you, as Leader of the Council and one of my local elected representatives, to intervene and demand that the Council officials take immediate action to issue an appropriate notice to the landowner under Section 14 of the Land Reform (Scotland) Act 2003.
At its last meeting, the Community Council unanimously supported this formal request. I look forward to hearing from you.

Carron Valley Community Council Councillors Report 02/02/2022
It is certainly good news to see continued reductions in COVID 19 restrictions as we head towards a sense of a new normality. Stirling Council will adopt a staged return based on the risk posed to the individuals concerned and adopt a cautious approach to a return to the office and operating a hybrid form of working from Home and Office. I have regular meetings with NHS Forth Valley and colleagues in the Health and Social Care Partnership where overall while there has been encouraging signs the system remains under significant stress. Those that are clinically vulnerable should remain cautious as infection rates of the virus remain high with the 7 day average as of the 26th of January with Stirling at 452 per 100,000, Clackmannanshire 588 per 100,000 and Falkirk 640
per 100,000.
Resilience and COVID recovery measures are being addressed through the Council however much of the work has been around budget setting with a challenging settlement from Scottish Government. I have been engaged with extensive lobbying through COSLA with Scottish Government Ministers with regard to the settlement. I had a meeting with the Finance Secretary on the 27/01/22 where I was pleased to be informed that a further £120m of non- recurring funding is to be provided to Local Government. The estimated share for Stirling is around £2m and will ensure that we can maintain high quality public services on behalf of our communities.
On Carron Valley specific matters the access to the Sauchieburn Estate remains an outstanding issue. I can report that the response I received on behalf of a constituent was totally unacceptable in that the matter would be prioritised on the appointment of a replacement access officer. The issue of recruitment remains a challenge and there has been difficulties in attempting to fill this vacancy. While this is the case it is totally unacceptable for the matter to be around for nearly a year without any tangible progress. I escalated the matter to the Chief Executive who has tasked a senior manager to progress this outstanding issue. I have spoken with the officer who has written to the landowner requesting a meeting with a required response within 1 week. Our legal section has been alerted and an appointment made with a view to progressing this matter to enforcement under the provisions of the Land Reform Legislation. I hope to provide an update at the meeting but have made it clear that the community rightly need action to have these matters resolved as soon as possible. Cllr Scott Farmer

UK Poverty Report
Joseph Rowntree has published its first issue of their new-style UK Poverty report, which looks comprehensively at trends in poverty across all its characteristics
and impacts.
The report looks at the policies, benefit changes, and social or economic factors which impact poverty, how the
pandemic has affected people and who is left behind.
To an extent the picture is still unclear with official poverty data covering the pandemic period not available, and the quality of the very surveys relied on for this information were affected by the onset of the pandemic.
However, findings show positive trends such as gross domestic product (GDP) being projected to recover to its pre-pandemic level and unemployment not peaking as high as was expected due to factors such as the furlough scheme. The report also takes evidence from various sources which show that although some people have been well supported, others face deep and persistent poverty.

All young people and children aged 5-21 years who live in Scotland can now apply for a card to access the Young Persons' (Under 22s) Free Bus Travel Scheme from 31 January.
They will need a National Entitlement Card (NEC) or Young Scot NEC with the valid free travel entitlement. Parents or guardians of 5-15 year olds must apply on their behalf. Children under 5 years old already travel for free.

All young people and children aged 5-21 years who live in Scotland can now apply for a card to access the Young Persons' (Under 22s) Free Bus Travel Scheme from 31 January.
They will need a National Entitlement Card (NEC) or Young Scot NEC with the valid free travel entitlement. Parents or guardians of 5-15 year olds must apply on their behalf. Children under 5 years old already travel for free.
