Matters Arising
Flooding on Ladysneuk Road – We received an update from Stirling Council on 16 January about the CCTV survey and work carried out to deal with the various problems identified, which included ducts full of silt from the outlet at the Forth and roots that had penetrated the joints. Work was carried out after the most recent flooding on 30 December. The roots have been removed, silt cleaned from duct and the outlet mouth opened up to allow the water to egress to the Forth. It was also noticed that during high water the drainage outlet was under water but this will be monitored. Those at the meeting agreed that
Ladysneuk Rd has been much better since this work was carried out; in the recent heavy rain, when both the usual stretch of Alloa Rd near Craigmill and the Causewayhead roundabout were flooded, Ladysneuk was clear. We hope therefore that the problems have been resolved. We will thank Stirling Council for a good job, check if any further work is scheduled, and of course contact them again if flooding recurs.
Increase in Hall Charges/Booking procedure – Issues raised at the last meeting (high weekend charges putting off potential users; invoices delayed/not received/incorrect) and further problems (potential users unable to get the bookings team to take bookings for them; bookings team refusing to book hall for councillors’ surgeries) were discussed. Cllr Susan McGill will take up these issues.
Welcome Leaflet – Linda gave out copies of a revised draft leaflet incorporating feedback from
members. She will ask Helen Barrett for more info about CNEG to be added.
Hall and Park Funds – Ross had bought and put up Christmas lights along the front of the hall.
Linda will forward to CC members details of quotes for two 3m x 3m gazebos and a new noticeboard for the hall. Ross will get quotes on benches for the hall garden, including local suppliers, e.g. Stirling Community Enterprise.
Pergola – We need to investigate possible grants to redo this area once the pergola is removed. Tessa will investigate and also contact Riverside Naturally for info about the raised beds and benches near the bowling club in Riverside. She will also mail Cllr Gibson for an update about possibility of a dropped kerb at the pergola area.
Waterside Cottage – no update. Heras fencing at Kerr’s Yard is down again.
Cycling Route/Manor Powis/Speed Limit – Cllr Jim Thomson has been given an assurance that the new administration and Sustrans are committed to seeing this project through. The service has made an Approved offer to appoint an officer (Sustrans position) to manage the Manor Powis cycle route, likely to be in position mid-March.
In the meantime, the planned speed limit reduction from 40 to 30mph from Ladysneuk Rd to Manor Powis roundabout is being advertised in the Stirling Observer on 25 January.
The CC still intends to write to the Scottish Transport Minister about the long delays in getting the cycle route.
Community council membership – co-option process for vacancies
Linda and John are both stepping down from the CC – many thanks to both. We are therefore looking to co-opt two new members to fill these vacancies. See CC website and FB page for details and link to cooption nomination form, or email the CC or contact any CC member.
Guttering at hall – Response from SC received on 8 December: their plumbing contractor has been
instructed to attend and clean out and water test the gutters; work to be completed as soon as possible given the frosty conditions.
Sub-group reports
Cambuskenneth Nature and Environment Group (CNEG) – No update. The group plans to hold a
meeting on Monday 6 February and will report back to the CC after that.
Social Group Report – Calendars - Thanks to all the keen photographers who submitted photos for the calendar. We apologise for the late arrival of the calendars from the printer - a 5-week delay -
complicated by the loss of one of the boxes by the delivery courier. Thanks to those who purchased
calendars at such a late date and we are sorry that many potential buyers were disappointed.
Sustrans Art – No update.
Defibrillator – No update.
Resilience – No update.
The footbridge has been very slippery in the recent cold spell. This problem has been discussed with SC at length in the past but we will ask again about how this can be improved.
Vandalism in village
More incidents of minor vandalism have taken place, including the lifebelt on Ferry Road being taken two more times. Cllr McGill recommended contacting SC enforcement officers and informing the police about every incident, as they are more likely to investigate if it becomes clear this is an ongoing problem. Ross will report the recent incidents.
Community Council Elections – SC plans to hold full CC elections in the first half of the year. More
details when available.
Report from Councillor – Cllr Susan McGill gave an update. The budget for 2023-24 is very challenging. Services apart from statutory ones face cuts. Levelling-up funding (UK government) has been received for Forthside. Resident asked if anything is being considered to repurpose empty shops in town centre; Cllr McGill said these are privately owned and would be expensive to convert, but SC is looking at its own buildings as many staff continue to work from home.
Treasurer’s Report – Balance of around £5,000, about half of which is ringfenced for Hall & Park.
Calendars – £40 profit has been made from the calendars we did receive and sell. Elaine will contact the printer to reclaim the value of the missing ones.
