1 Introductions and welcome
1.1 The Chair, AF, welcomed everyone to the meeting, especially guests.

There was a discussion about the legacy fund. SN to ask Rachel Searle Mbubu at Foundation Scotland when he meets her.
2. Matters arising
2.1 Drains on Gillies Hill and The Brae.
MN has been keeping an eye on these. DMT has repeatedly reported issues with drains. ACTION DMT to advise JP who will chase up.
2.2 The handrail between Bruce Terrace and Underwood Cottages has sheared off, can this be dealt with through development plan? JP has reported this and it will be replaced. CC to keep an eye on this.
2.3 Website MN
We have still not have had information from the development trust as to what input they want. AF wants to know what Derek requires, can additional pages etc. be added? It will be the community council website, it may have additional pages for different groups. ACTION MN
2.4 Burnside Orchard - trees are being delivered next week. 30 trees and six assorted fruits which will be divided between the orchard and the Chapel Croft orchard.
2.5 Benches Touch Road - one is ready, require more funding for the second bench.
2.6 Playpark improvements - AF Gym equipment is mostly installed. Some didn't arrive. Fencing has been put around incomplete equipment, but the fencing was vandalised. The ground is uneven. The climbing frame should be installed within the next three weeks. ACTION AF speak to James - regarding installation so it doesn't clash with the Gala.
2.7 Fleming Trust bookcase - AF - ongoing
2.8 Who owns the land around the entrance to football park? LS was going to check Companies House. ACTION JP to put MN in touch with Access Officer. A sign is to go up advising that work is going to be done.
2.9 Rovers park bridge safety concerns - see item 2.8.
2.10 Garages in Thomson Place – JP - ongoing.
2.11 Forum 5 - AF still waiting for next meeting date.
2.12 Cambusbarron Goodwill Fund - MN - ongoing. To check the attic.
2.13 Removal of School Crossing Patrol. He is there until the end of June. Road safety person is the one to contact.
They are going to assess the patrol to confirm it is safe to be removed. People are then to use the crossing. ACTION JP. Parked vans are an issue. There was a discussion as to whether a loading bay with restricted hours is a possible solution. ACTION MN.
2.14 Local Place Plan Review. JH
JH has been investigating Bridge of Allan information and information on SC website. Ongoing. She may email other CCs to see how they are approaching this.

3.5 Greener Cambusbarron - Derek MacAllister.
3.5.1 Spring activities are progressing, baskets will go up at the end of the month, plants are ordered, hope to plant out around the 3.5.2 same time as the baskets.
3.5.3 Watering rota is out, we have lost a few members this year, could use some new volunteers to help with the tasks.
3.5.4 The old bowser was offered to the DT, no response, have asked the council if any other community could use it.
3.6 CCDT - AF
3.6.1 There are issues with arson, motorbikes in the woodland, people using unsafe paths with unsafe trees.
3.6.2 Insurance is through so we can have volunteer days if there are health and safety assessments.
3.7 Microgrants - MN
3.7.1 We have received top up of £2000. Reports went in before the end of March.
4 Main agenda
4.1 Presentation from Stirling Council Education, BM, Head of Education Primary school development - there were discussions as part of the planning permission for the estate and as part of the local development plan.
Numbers of pupils - data is being analysed, to ensure the school is suitable for the number of children likely to be attending.
The Education Department have met the Parent Council. Numbers are currently predicted to be less than originally anticipated, so there is not as high a requirement for additional classrooms as originally thought. For two or three years the school will breach its optimal capacity and based on current projections and are then predicted to fall again. It is therefore not necessary to make as big a change as initially thought.
AF - figures have not worked very well in the past. Using the birth rate is not relevant when there is new housing. BM - ZT can talk to the calculations used.
ZT - the birth rate is just one element. NHS - how many patients registered with a practice, projected when a child will start school. With regard to new developments, we use the pupil product ratio. Statistics from school record system over a 1-10 and 10-20 year average. This feeds into calculations for new housing developments.
BM - to justify new development at the school they need data to support the need.
AF - there are 197 houses due for completion by the end of 2025. Each one may have at least one school-age child. People are moving into the area.
BM - we need another year of data to produce enough evidence that development was required.
MN - how long will it take to act, if there are an additional 25 children requiring education, where will they be taught?
BM - Projections at the moment - numbers will not breach the capacity of the school. Once the Council have the extra year of data they will work with families at the school, the community council etc. to develop the school as appropriate.
AM - evidence shows that the numbers are not due to increase exponentially. It goes above the optimum but not the overall capacity of the school.
SN - is there a number for optimum capacity? Yes, unable to access online currently... DMT had figures
Primary 1s at 37 - actual were 22. 7 P1 placements. so 29
School roll 229 - census was 223
Current is 76%. At some point in next 2- 3 years. Optimum is 87% Approved placing requests were 6.
Build capacity of school 292 optimum 254
Projected roll for 2024-25 is 231
AF - in negotiations with David Wilson Homes - we were given figures that the school was going to be over capacity and this has now changed. Why?
BM - this has been under review each year since then. Across the country the number of school age pupils is dropping, except as a result of housing developments. NHS have analysed data - specific to school catchment area.
AM - there was a reduction in the number of houses built from the original plans.
ZT - data also taken from nurseries. The information from Cambusbarron was starkly different from elsewhere. The community is fairly static, the number of new families moving in is low except to new developments.
MN - when is data updated? How can the CC help?
BM - checking school roll in August is an important data point. Update in October from NHS. We have developer contributions. The school does need work. If the data changes in the meantime, we'll have to make a different business case. £2million wouldn't build two new classrooms.
ZT - the plan would be, if the figures go the way expected, enhancements are needed for the whole school. If we spend the money doing the school up we wouldn't have the money to build additional space.
DMT – ‘free’ spaces currently used for children requiring additional support might be required for additional children, what happens to the children with special needs?
The money is ring-fenced for the Cambusbarron catchment area. It was pointed out that £2 million will buy less in two years' time.
AF - it would be good for the community to know what is happening in the long term.
BM - it's the intention to keep talking to the Parent Council and the CC. AF - we have never been included in discussions with Education department, only with David Wilson Homes and local elected representatives. ACTION BM to look into this. Wider community benefits of school development. Asset colleagues could attend CC meetings.
AF - having children educated in huts was not a good time.
BM - parents had the sense that they had been promised a new school if they consented to the new development. She can't make any promises about what will be available.
AF - it has always been piecemeal. The building is old.
AF requested the Power point presentation. ACTION BM to forward.
AF - crossing patrol - see item. 4.3
4.2 AF - path through woods - Seven Sisters - safer route to school avoiding the busy road. There was confusion about protected trees and a tarmac path, this is not what is required, we want a woodland path, but still haven't received confirmation that this is happening. ACTION JP.
4.3 School pedestrian crossing at The Foresters
Too narrow for two cars, there should be signage indicating who has priority.
AF raised this with Education. The crossing patrol person leaves at the end of
June.
BM - Roads have done an assessment - ACTION BM will take this back.
The Stirling Education Team left the meeting at this point.
4.4 There was a discussion as to improvements required at the school. For instance, ventilation upstairs. If capacity is not reached will the money ever be spent?
4.5 Gym equipment upgrade - these funds came from a budget the Council had some years ago.

School Report for Community Council – 21st May 2024
Termly Learning Update
This term’s is a very busy one as we look to prepare children for the next stage in their learning adventure. We will be working to welcome our new P1’s into school and ensuring our P7’s leave with confidence for the next chapter in their lives.
Our focus for contextualised learning this session are as follows;

P2/3 - Sustainability Superheroes
P3/4 - The River Forth / Stirling
P4/5 - Victorians and the Cambusbarron Spring Fayre
P5 - The Olympics
P6 - Enterprise—Forestopia
P7 - Transition & Changes
Lots of engaging learning ahead this term and hopefully some dry weather too!
Learner Leadership
Our House Captains have been busy moving forwards with their actions plan. Ella and Skye have arranged a rota for our P7’s to join their P1 buddies in the playground to support their play which as been enjoyed by all. Owen and Isla cleared out and re-organised our P2-7 play shed and helped move gardening and outdoor learning materials to our new grey shed. Ruth, Emilia, Samuel and Abigail have ensured all balls are blown up and accessible for all to use during outdoor play and PE.
Next up the team are looking at resources for the playground, refreshing the playground markings and adding a splash of colour to the school entrance. Watch this space!
School Garden - Please help
We have a lovely vegetable and flower garden currently being planned and planted by the children in school. We are looking for some volunteers who might be able to look after it during the first few weeks of the summer holidays. Our Eco Team are looking for a few families to share responsibility to water, weed and harvest some vegetables during the summer. If anyone would also be able to help keep the apple trees pruned we would be so grateful.

Spring Fayre
The Spring Fayre was a fantastic event and a real opportunity for the community to come together. The sun shone for us and we were delighted to host families at the school. Thanks to all for their support in making this a real success.
