1. Welcome and Introductions
- The meeting was preceded by the
AF has been elected Chair at the AGM. The Secretary role has been held over for the time being. Marion McAllister and Keith Ratcliffe stood down as councillors.

2 Matters arising
- Burnside Orchard (RB)
Ongoing. The Burnside is a bit of a mess currently. We are hoping to get this sorted out.
MN asked NB about getting this cleaned. Hedge cuttings have been dumped.

New bench done, two more to make for Touch Road. Marion passed Community Pride grant information to MN.
- Seven Sisters
- We have reduced the number of houses to 194 from the initial proposal. The publicity email says five/five apartments are going up for sale - there was nothing to say this in the planning There was a discussion regarding the brochure - look at the plan, it has a list of houses which were not on the original plan. If they take away the nine 3 apartments this will be an issue. NB has sent this to Planning already. David Wilson Homes changed the design multiple times too. ACTION NB will get in touch with David Jinks.
- Safer routes to school - still not Can NB chase this up? Pathway from development to UnderwoodCottages was to get made to a right of way. Planners say no agreement has been done. NB thought this had been done. AF read out Barratt's email regarding this.
There were supposed to be two pedestrian crossings. SC have not been in touch regarding the location of these. ACTION AF will forward the relevant email.
Is it possible to rezone the school catchment to St Ninians? No, that school is full and it cannot be extended. So is Cambusbarron Primary, but there is more opportunity to extend this. The Education Department is producing an option paper regarding what will happen with new residents' children's school places.
NB explained that there is not enough money from Barratt to build an entirely new school but an extension is one option.
- Rovers Park Project (RB)
Ongoing. Needs to get the drainage sorted. We have £35K to put gym equipment in the football park. See Appendix V report from Marion McAllister.
- Play Park Improvements
To meet with Donna, Ongoing.
- Quarry Road
See Appendix III from DC. Gary Neil has not yet contacted DC. Ongoing.

CG updated the new residents on the historic book in the library.
- Motorway Bridges
Self-harming risk – some action is being taken on this. Ongoing. See Appendix IV from DC.
- Solar Lighting
Regarding lighting the park. It has been turned down before as fears it causes anti-social behaviour. Item closed. Remove from Agenda.
- Christmas in Cambusbarron
Funding has been granted. 22 baskets will have lights. Leaflet of everything happening in the village. Any resident is welcome to join to help.
- Triangle Citizen Jaffray
ACTION AF to check with Marion McAllister.
- Is the school now available for meetings again? The general view seemed to be that people like the Community How long will SC continue to pay for the lease on this hall? ACTION MN to check with Stephen Bly.

No new developments. Ongoing.
- School
No report was received this month as it is a school holiday this week.
- Police
Attached as Appendix I. PC Spike has joined. They hope to attend a future meeting.
NB updated the CC on the Police scrutiny committee. He noted that some police reports are more detailed than others. The community needs intelligence on, for example, burglaries, in order to advise their neighbours.

- We always apply for funding for projects where MN will reimburse any CC-related expenses. Please submit receipts.
- HB raised a minute clerk fee It has been at a flat rate of £40 since 2017. At minimum it entails a two hour meeting followed by time to type up minutes and attach relevant reports. ACTION MN to raise with Stephen Bly.
- Sequoia Grove (MN)
Over the summer SGH committee broke and enjoyed some down time, saying that myself and others do still walk to the sequoia and surrounding area.
Always good to have eyes on the ground for any changes that may be occur.
The sixth month update email has been sent to Andy Kavanagh who we liaise with between Patersons & SGH. Once he responds we can update the community. As our key Objective is to monitor the conditions still and move forward with saving the Sequoia Grove.
During the summer we did host afternoon tea for the Recognition of the
Community support over the past 15 years as We still wish to remain in the public eye.
AF - Stirling Council are not helping with regard to saving the trees. In order to do so Patersons want to make an area around the fort smaller - SC are objecting to this. This may be a Historic Scotland issue regarding the area around the fort? There has been a lot of work done relating to the fort regarding its significance etc. ACTION NB.
- Roads
There are still a lot of potholes on Mill Road. One side of a road was resurfaced but not the other.
There will be white lines on Polmaise Road marking the areas for pedestrians no raised pavements. This is part of the 16 conditions to make the road safer when quarry traffic starts
Water damage to road at MN's residence still ongoing. Begins at 25 The Brae. It has been assessed by Scottish Water about six weeks ago but nothing has been done.
- Greener Cambusbarron Attached as Appendix VI
The work is done by volunteers. New recruits are always welcome. Stephen Robertson at SC is always very helpful.
- CCDT (AF)
It is disappointing that there were only 4 volunteers at the last volunteer day at the walled garden.
We had an oversubscribed log processing day. There will be another day shortly. Raised £1500 in one day.
AF meeting with Americans - Redwood Trust - have been growing seeds from our sequoias. Would like the saplings as high on the hill as possible, ideally with a bench.
Two new members were recruited at the AGM.
4 Website (MN)
- There was a discussion about the CC's social media and online

5 Correspondence (JP)
- Stephen Bly - proposing a CC newsletter for all community Ongoing.
- There is a No waiting time restriction asking for comments by 21 October for Paterson Way and road opposite the football park.
Who owns the bridge at the football park?
- Winter volunteer scheme - AF thinks this is a nonsense - they cannot provide salt bins but would provide reflective jackets.
NB has tried in the past to change the policy on this.

REPORT FOR MEETING 20th September 2022
Quarry Road Embankment
As agreed at the June meeting I arranged to discuss the way forward to resolving this issue with Cllr Farmer over the summer.
A meeting was held on 30th August at Viewforth and I tabled a brief summary of CCC position [copied below]. Cllr Farmer informed me that there had been a change in personnel in the ‘Roads’ department and that he had discussed the Quarry Rd embankment issue with the new incumbents. He indicated that a new officer, Gary Neil, would contact me when he had had a chance to assess the situation.
To date he has not contacted me. Douglas Campbell

SUMMARY REPORT PREPARED FOR MEETING WITH CLLR SCOTT FARMER 30TH AUGUST 2022
FACTS
- Damage to embankment was caused by a severe storm in second half of 2020 HOPEFULLY AGREED
- Another similar storm likely to extend the damage to embankment under Quarry Road
- Severe storms are more likely with climate change failure scenarios
- Long term failure of embankment possibly initiated by 2020 damage
- Sudden failure caused by a future similar severe storm event CCC OPINION
- Regular monitoring will guard against failure scenario 1 but this information cannot be extrapolated to manage failure scenario 2
- Stirling Council officers are fully aware of limitations of regular ‘normal weather’ monitoring but have decided to take the risk that a second extreme storm event will not occur in short term.
WHAT DO CCC WANT?
We recognize that resources are limited, but ask that the problem is acknowledged, and a commitment given to repair asap, on the basis of current information
Appendix IV
Torbrex Bridge : I received a copy of a Bear Scotland internal memo over the summer [which I should have reported to September meeting] - text copied below. I presume that 'T5' is a national committee tasked with looking at the self-harm issues at Scottish trunk road bridges. You will see that Torbrex Bridge is on the list of 'Locations of Concern' but that a bridge at M876 Glenbervie has been chosen to test preventative measures. I therefore do not anticipate that there will be any conclusions or actions for Torbrex Bridge in the short term, but it is encouraging that the matter is being addressed. Propose that I approach Bear Scotland for any progress in early 2023.
As discussed, we are currently compiling a report for TS which will look at a group of measures that we would use as a template for Network Bridges to assist with Suicide Prevention. If TS agree then we would be able to pick out measures from that group/list that would suit each individual structure and implement them.
The intention is to use Glenbervie OB as the initial trial structure to see what works well.
The top 5 Locations of Concern out with the Major Bridges are reported every month to TS as below:
Self-Harm Network Bridges.
The main areas for concern are M876 2-8-10 Glenbervie OB, M876 1-2 95 Accommodation OB, Johnny Copes Road OB, M9 9-10 55 Torbrex Overbridge and A6091 10 Galafoot.
Appendix V Football Park
Based on the result of discussions regarding fitness equipment in the park firm decisions will be made regarding the park and I will work with the Rovers regarding their application to the Cambusbarron Fund to construct this path.
Appendix VI
Greener Cambusbarron
The hanging baskets are down for the season and in storage. It was a small team but hard work had the job completed in just over an hour. As always we had excellent support from SC and the team under Stephen Robertson. The tubs have been left as they still look quite good and will be emptied nearer the end of the month or after the first frosts, this will end our season. Pansies have been bought as winter colour.
The bowser is in need of repair – again – will be looked at over the winter.
There are no plans to hold a winter raffle. Please confirm the amount in our fund.
