Approved Minutes of the co-option meeting : Monday 9th. August 2021 at 7 pm
On-line meeting via Zoom

Community Councillors present: Susan Holden (SH) – Chair, John Watson (JW) , Olga Watkins (OW), David
Moore (DM), Marilyn Moore (MM), Moe Guertin (MG).

Also in attendance: Ward Councillors Martin Earl (ME), Jeremy McDonald (JM), Michelle Flynn(MF) SC
observer, Town Co-ordinator Helen Terry (HT), plus several members of the public.

Candidates for co-option: There were 6 candidates – Bev. Field (BF), John Kennedy (JK), David King (DK),
Brian MacKay (BM), Alec Mitchell (AM) and Ray Watkins (RW).

PART A: WELCOME AND STRUCTURE

Susan Holden welcomed all to the meeting and stated that the meeting would be recorded for the
purpose of minute-taking only. All in attendance agreed.

SH explained that there were 6 candidates for the two co-option vacancies.

Each candidate would give a five minute presentation, in which they explained what they could bring
to CCC and why they wanted to become co-opted members. The candidates would present in
alphabetical order. When a candidate was presenting, the other 5 candidates would be in a breakout
room on Zoom, so that candidates could not see each other’s presentations.

The 6 community councillors would then vote in a secret ballot. Each councillor had two votes, one
for each vacancy. To be co-opted, a candidate was required to have at least 4 votes out of the 6
available for that vacancy ( a 2/3 majority of the 6 councillors was required by Stirling Council’s
Scheme of Establishment). If one candidate gained 4 or more votes, that candidate would be
successful in being co-opted for that vacancy. There would then be a second round of voting for the
second vacancy. If two candidates each gained 4 votes or more in the first round of voting for the
respective vacancies , both candidates would be successful and no further voting rounds would be
necessary. Once the voting had been concluded, the candidates would be brought back into the main
Zoom meeting and the results would be given.

PART B: CANDIDATES

There were 6 candidates – Bev. Field (BF), John Kennedy (JK), David King (DK), Brian MacKay (BM),
Alec Mitchell (AM) and Ray Watkins (RW). Each candidate gave a five minute presentation, in
alphabetical order.

There were no questions following each presentation.

PART C: VOTING:

 

Following the presentations, all community councillors voted in a secret ballot, with their voting
preferences messaged directly to MG, who tallied the results. After the first round of voting, there
were only two candidates who had received 4 votes each, so no further round of voting was

necessary. All candidates were then brought back into the main Zoom meeting and the results were

announced.

RESULTS:

The two candidates who were successful were Bev. Field and David King and SH welcomed them to
the CCC.

 

SH thanked all the candidates who had presented and stated that she hoped that the candidates who
were unsuccessful in being co-opted would consider becoming Associate Members in the future.

 

The meeting finished at 19.50 h.
