Minute of Extra Ordinary Meeting

Burn Green and Buchlyvie Village Hall

Residents: 19 residents attended the meeting
1. Jessica Langford (Chair)
Welcome and thank you for your participation. We have Stephen Bly from Stirling Council
who will steer us through the process relating to the car park. As many people are not here
this evening, your suggestions and ideas will be publicised to allow more people to
participate. These will be taken to the next Community Council meeting on June 13th before
any decision is made.

3. Burn Green Car Park Updates
Jim Hillock (JH) suggested a formal car park be looked at in the Burn Green area, which has
had a positive response from residents.
JH – There was no formal layout of the proposed car park proposed before however we are
going forward with this meeting as there was enough of a response. The proposed area has
been used as an unofficial car park for 25 years. The ground is rough and overgrown. There
is plenty of businesses in Buchlyvie where there is no parking.
The idea is to have minimal impact on what is currently here. There is a proposal or either a
9 car parking spaces or 15 car parking spaces. Neither would impact on the seating area of
the Burn Green.
Community Member – I like the idea of expanding out towards the road as the ‘middle bit’ of
the Burn Green does not serve a purpose.
Community Member – I would not be in favour of a formalised car park as I live I the house
beside the Burn Green and do not want to look on to a car park.
Community Member – There would be some greenery removed, perhaps about 4 or 5 trees
cut down.
JH – We need to envision the village in 10 years, we need to get as much back into the
village as possible.
Emily McLennan (EM) – During the Imagining Buchlyvie consult, the car park didn’t really
come up as a major priority.
JH – At a previous BCC meeting, we did have enough support to push the idea
Community Member – Does it need to be tarmac?
JH – It just needs to be a neat car park with a barrier.
EM – Drain mats may be a good idea.
There were discussions at this point from Community Members around how formal the car
park should become, and if this would even be financially possible.
Eilidh Weir (EW) – The Burn Green does act as a buffer between the noise from the road
and the wild space behind it.
There were discussions at this point around the likelihood of this going ahead via Stirling
Council.
Stephen Bly (SB) – If we don’t talk about the changes we want and have aspiration, nothing
will happen. If there is passion behind it, is worthwhile. There are no guarantees however.
At the point there was discussion around the car park itself and the following points were
raised
 The area already acts as and is being used as a car park, we should just make it
official to drive folk into the village and tidy the area
 There was a suggestion of having electric ports available that are faster than those
available by the village hall.
 If there is any event on in the church – there is no where to park.
 Better signage required to indicate car park
Community Member – Does Stirling Council have their eye on the area for any purpose?
SB – Not that I’m aware of. I would advise that we contact Stirling Council to stress that we
don’t want the designated area used for anything else, that is should be used for community
use. Community action adds up.
JH – There has been at least 2 attempts to build in the last 30 years.
At the point there was discussion around the removal of existing trees and concern of losing
habitat however JH made clear some of the trees would need to be removed if we want to
establish a formal car park. There was also discussion around the use of the car park by
residents of Buchlyvie and it was pointed out that the spaces should be utilised carefully to
accommodate both resident and visitor parking.
The meeting at the Burn Green was ceased and the conversation continued at Buchlyvie
Village Hall where 13 people attended.
Emily McLennan and Eilidh Weir sent apologies for not attending the continued meeting.
All 13 people in attendance agreed that the area in question should be made into a more
effective car park.
11 people voted for a full resurface with 15 car parking spaces. 2 votes for 9 car parking
spaces. Many people who met at Burn Green, were not at the hall and so did not participate
in the ‘vote’ so it is not valid as a representation of the meeting.
There was further discussion at this point around the current space and the using it for
community action to prove it is being utilised. There was conversation around getting young
people involved in activities as well as concerns around the pole at the Burn Green getting in
the way of the development of the car park.
The meeting was closed by Jessica Langford (Chair) who welcomed Alison Moffat
(Secretary) as a full member of the Community Council and thanked everyone in attendance
for their time.
