2. Recording of Declarations of Interest
None mentioned
3. Adoption of Minutes of the last meeting
The Minutes of the previous meeting of the Community Council held on 8th February
2024 were proposed by Alison Moffat and seconded by Eilidh Weir and were agreed as
an accurate record of the proceedings.
4. Matters arising from previous minutes
a) Blocked drains on Main Street causing flooding has been reported to the Stirling
Council – they are working on this at the moment.
b) Playpark flooding has been discussed with the Head Teacher at Buchlyvie Primary
School who agreed to write to the relevant council departments and it was agreed the
Head Teacher will send letters to Emily regarding the flooding outside school groups
however these have yet to be received. Some contention between the school and
Stirling Council around who is at fault/responsible for flooding. It was agreed that this
will be explored and that the responsibility is a joint one.
c) Multi court surface – it has been raised to potentially resurface. Planning
enforcement to be followed up with elected member.
5. Community Council Updates
a) Chairs Report, Jessica Langford
Stirling Council have agreed that the steps and handrails are going to happen and
they agreed to take responsibility for maintenance. We are willing to then take on the
responsibility for maintenance of handrail. Hopefully this was happen in May 2024.
Co-opting a new member; we can have 7 members on community council. Looking
for an other person to put name forward. If interested get in touch –we would like to
know what interest or skills and what you’d like to contribute. buchlyviecc@gmail.com
b) Treasurers Report, Emily McLennan
A big thank you to the Children’s and Old Folk who have donated £500 to the Youth
Café for the purpose of fun activities. This is much appreciated and some of the
money has already gone towards the bowling trip and pizza alongside funding from
CLLD.
The bank balance as at 25th April 2024 is £3551.18 with 3 cheques yet to be cashed
totalling £84.94. Part of this balance if for the Youth Café – the total allocation for this
is £843.40 with £449.08 of that money reserved for fun activities.
The Youth Café also has £20 petty cash for weekly subs.
The FEL Seed grant was £1485 – this is complete and was for the Imagining
Buchlyvie 2034 project. We thank FEL Scotland for this grant.
CLLD Fund
The claims process for CLLD was both time consuming and difficult. I would
recommend that it is only viable in the future if we were to claim for one or two items
or pay someone to administer the fund. The workload was huge and seemed overly
complicated for the value of items being claimed. Filling out single supplier forms to
justify why we chose to hold the Youth Café at the hall and multiple quotes for
stationary items seemed unnecessary.
Updated amount was £2909.49 as there was an adjustment made during the project.
This is a change from the previous community council meeting. £2709.49 has been
spent with £200 in the bank as part of the Youth Café allocation. Thank you to CLLD
for the funding received.
c) Secretary’s Report, Alison Moffat
The gullies attached to the drains at main street were not cleaned as this was
attempted at 9.30pm and doors could not be chapped to get cars moved.
There is no budget for repairs of the multi court but it can be added to the priority list
for year commencing 2025/26.
Stirling Council are aware of the broken bus stop sign. A replacement has been
ordered and it will be fixed as soon as possible.
The potholes on Whiteleys Lane have been repaired and filled
The manhole cover was replaced on 23/4/2024.
6. Councillor Rosemary Fraser
With regards to the fire at Langgarth House has highlighted issues around water
pressure and who is servicing hydrants, this is being investigated as it could be a
potential issue at different sites. If there are any questions for me later, please get in
touch via email or through our Chair.
A resident asked what queries should be raised with Councillor Fraser to which she
responded; lots of different things for example; housing, transport, planning issues. The
point was made however that an issue has been raised elsewhere and a complaint put
in, Councillor Fraser will then be unable to help.
A resident asked if Stirling Council were going to repair the 811 – east and west side of
Buchlyvie. Councillor Fraser is not aware of any plans and commented that Stirling
Council will use a risk based process to determine which roads to repair. Residents were
encouraged to report any road problems via Stirling Council website and if five
notifications are received within the same area, action will be taken quicker.
A resident commented that when using traffic lights crossing, there is a long waiting time
between pressing button and being able to cross. It seems like it could be adjusted and
work better. Councillor Fraser confirmed it was adjusted 6 months ago and did improve
and it seems like its reverted back.
A resident commented on how fast traffic, specifically delivery vans were going on
Culbowie Road. Councillor Fraser confirmed a traffic assessment has been done
recently and it should be a 30 limit. A suggestion was made for a street survey on
Culbowie Road. An action was recorded – Culbowie Road needs a give way sign and
dotted lines.
7. Community Council Business
a) Imagining Buchlyvie 2034
Anne has kindly written a survey and completed a report. 93 people were consulted
however no one aged 18-25 participated. The priorities highlighted in the workshops
and surveys represent a list of the greatest needs identified by those who
participated.

Resolve flooding
A resident asked if car parking at the bottom of the village was discussed as it is an
eyesore and could be better utilised. Anne confirmed this is noted within the plan but
was not a priority.
A resident asked about partnerships with other areas and Anne confirmed this went
well in 2016 with Arnprior and there is no reason why we should not look at a
collaboration moving forward. There was mention of Arnprior and Buchlyvie getting
together in the past for a walking group.
Hamish Taylor, who is standing as candidate in next general election commented that
after attending 15 community council meetings, many of them are calling out of some
form of eco system to support the community council. Important to call for support
effective to connect together. More and more dependency on volunteers. Coming
together effectively needs to be supported.
Aa resident asked who owns the triangle area opposite the school. Jessica
mentioned she thinks this belongs to Stirling Council but would need to find out to
confirm.
b) Youth Café Update
Runs every Friday evening for the last 10 weeks. Last week saw 17 young people
aged 12-15 attend. Recently went bowling via bus – which was very punctual.
Unfortunately funding for the youth worker Gillian ended and she has now left. We do
however have 8 volunteers who have all been trained and PVG’d. Two volunteers run
it from 7pm-9pm with possibly a 3rd person on call. Currently doing funding
application for youth worker for next year.
c) FEL SEED Funding, Tubs at Burn Green: Margaret Bennie
Ecocchurch were lucky to receive funding from Forth Environment Link funded by
Scottish Government to upgrade planters around the village, supplied by Benview
Garden Centre.
Burn Green was originally completed by the minister Scott Brown applying for a grant
to improve the outdoor space post covid.
All areas around the village have now had their planters and garden areas replanted
to encourage pollinators. Thanks to everyone involved in project, we hope to get
summer bedding later on to keep greening Buchlyvie. A special thanks to Margaret
Sparks.
d) Village Car Parking, Jessica Langford
At our previous meeting, Jim Hillock suggested that area by the Burn Green could be
of benefit to village if made into small car park. This is under discussion and there will
be a meeting to discuss further on Thursday 2nd May 2024 at 7pm by the Burn
Green. Everyone, particularly those with businesses nearby are invited.
8. AOB
Elidth Weir noticed we had message from a resident who asked if we are putting on a
summer gala. Children and Old Folks used to do the gala but have just closed. It was
agreed that Elidh will make a poster and a post on Buchlyvie Banter to find a committee
of people to plan it.
9. Residents Questions
A resident mentioned they would like the council to feedback to Stirling Council about the
temporary traffic lights skewing speeding issues. It was confirmed this can be passed on.
A resident mentioned that they noticed there is no mention of planning as subject to be
discussed. It was confirmed that this was because we do not have the planning officer
present.
A resident passed on a formal vote of thanks to Emily and Anne and everyone who
participated in Imagining Buchlyvie.
Jessica Langford gave a special thank you to Val Brand for her determined resilience in
following up and improving the bus service as she is moving to Kippen.
Hamish commented that Balfron had introduced a heroes acknowledgement award via
Facebook which may be a nice idea to celebrate what others are doing. A resident
commented that there may be a community service award via Stirling Council.
There being no further business the meeting was declared closed.
