Minutes of Meeting of Bridge of Allan Community Council

Held on Tuesday 19th November 2024  in the Allan Centre.

B 2440. Welcome, Apologies and Conflict of Interest

Anna Doeser (Vice-Chair) welcomed those present at 7.30 pm. The apologies were noted as indicated above.

There were no expressions of conflict of interest.

B 2441. Approval of Minutes, Matters Arising and Action Log

MW proposed the October 2024 minutes  be approved , Seconded by GR.

B 2442. Road Repairs and Traffic Calming Works Concerns

B 2442.1 Henderson Street – current works

LH invited Douglas Ross (DBOA) to speak; Douglas said he had sent two messages to Councillor Kleinman regarding concerns of local businesses relating to the road repairs schedule between Nov 17 and 25th.  Councillor Kleinman had forwarded these to SC. Gary Neill  (SC Road Services Manager) responded on behalf of SC. Gary

Neill responded that the works were now scheduled to be finished by the fri day evening (22nd Nov) taking note of the Christmas tree lights event on Sat Nov 23rd. Gary said that it was his role to avoid disruption, and to take into consideration what works for the community, such as timescales for roadworks. He invited suggestions on these points.

MW brought up the issue arising from the closure of the Inverallan/Station road entrance/exit at the mini roundabout, which was that queuing vehicles blocking the junction with the A9 of the Henderson street section that connects with Suttie Way/the railway underpass. Vehicles were much delayed attempting to come from or go to the Inverallan area south of the A9 and between the river and the railway. Gary agreed that should be signage or marshalling to stop motorists blocking the junction .

Douglas Ross questioned the lack of communication about the road works. There had been no communication before Douglas had messaged to complain. Apparently a letter had been delivered to shops open at 9am on

Henderson Street, but not to others. There was discussion about the aborted road works on Henderson Street earlier this year in June. Gary Neill indicated this was due to a failure of the traffic management system.

Suggestions about then road works might be better done, included when the University students are away, either the summer or their reading weeks.

B 2442.2 Henderson Street Traffic Calming

Gary Neill reported that traffic calming measures would be put out for consultation.

Douglas Ross queried how this related to the proposed plans from 3 years ago. Gary Neill responded that there would be agreement on proposed calming.

Douglas Ross said that as the Co-op car park would be closed once the rebuilding work started in february then it was not a good idea to have parking restrictions.

IB mention her difficulty in driving home last night, when the turning off Henderson Street to Blairforkie Drive was blocked. Gary Neill said this should not have happened, and was an issue with the contractor.

  • resident asked about the continuing closure of Sunnylaw Road. He suggest that as the wall was down that the road be re-opened. Gary Neill responded about the duty of care legislation that SC had to road users, and that in due course the owners of the wall could be served a notice to repair the wall, and that this was an issue currently with the SC legal team. Another resident complained that he had not receive a response to an email to SC. Gary Neill said he would chase this with SC Corporate Enquiries. AD summarized the situation.
  • Police Report

LH gave a synopsis of the Police Report.

Gratifyingly, the report covering the past five weeks is a relatively brief one.

No offences have been recorded under the heading of violent crime and none under the heading of drug misuse other than one recorded instance of anti-social behaviour involving breach of bail conditions, abusive/threatening behaviour and possession of a controlled drug.

There were three recorded crimes of housebreaking /crimes of dishonesty, including one of shoplifting involving stealing alcohol from the Co-op.

There were two Road Safety/Road Traffic offences, one involving driving under the influence of drunk and the other involving parking within a safety crossing

 Current Priorities:

Our current priorities in the Bridge of Allan area continue to be Anti-Social Behaviour, Housebreaking, Road Safety and Community Engagement and Reassurance.

Main Report:

Between the  11th October 2024 and 18th November 2024 a total of 7 crimes occurred within the Bridge of Allan area. The crimes detailed below are those that are of relevance to the local community.

ANTISOCIAL BEHAVIOUR

30/10/24 – male arrested and charged after breaching court bail conditions, threatening & abusive behaviour and possession of a controlled drug.

DRUG MISUSE

No crimes of this nature reported.

VIOLENT CRIME

No crimes of this nature reported.

HOUSEBREAKINGS/CRIMES OF DISHONESTY

25/10/24 – Theft by Housebreaking in New St.  Suspect captured on CCTV and identified by police.  He is still being sought in relation to this crime.

1/11/24 – Theft by Shoplifting of alcohol at the Co-Op, Fountain Rd.  3 suspects captured on CCTV.  2 identified by police and are still being sought.

13/11/24 – Theft of photographic equipment from Stirling University grounds.  No suspect identified.

ROAD SAFETY  AND  ROAD TRAFFIC RELATED CRIME

13/11/24 – Driver arrested for drunk driving in Henderson St.

15/11/24 – Driver issued fixed penalty for parking within zebra crossing.

OTHER CRIME

B 2444 Dunblane to Causewayhead Active Travel Route.

Flora Chirnside ( SC Sernior Active Travel Project Manager)  gave a presentation on the background and status of the Dunblane to Causewayhead active travel route. The route was  was identified in the Stirling & Clackmannanshire City Region Deal (CRD) as a high priority project.

The project has been prioritised because it supports the objectives of the City Region Deal and is expected to deliver significant benefits (strategic and economic) on a commuter and leisure route.

CRD funding is in place to support the construction costs in 2025/26 and 2026/27. Additional funding is being sought from Transport Scotland to cover the remaining design and construction costs.

As part of the project, it will complete a missing link of the ‘Walk, Cycle, Live Stirling’ active travel project {2}, connecting the University to the network via Airthrey road.

She explained that there had been a pause in activity with the Community Advisory Group due to funding changing (SuSTrans are no longer funding the project).

She would like to re-engage the Community Advisory Group (CAG) that was established earlier in the project, to consult with them throughout the project. The purpose of the CAG is to:

  • Gather a group with a broad range of interests, insights and expertise to consult with on early design, areas of constraint and support project development as the design progresses.
  • Develop a network of community members who understand the broad principles of the project.
  • Assist in sharing accurate information on decision making and in obtaining support within the wider community .

 She invited anyone who may be interested in joining the Group and contributing to the active travel designs to join the CAG. KMcG had already expressed interest. KC mentioned that she was interested, and that there was some overlap with her profession.

The project will be delivered in phases:

  1. Phase 1: Causewayhead to Bridge of Allan
  2. Phase 2: Bridge of Allan to Dunblane

Stirling Council are currently finalising the concept designs for Phase 1.

Phase 2 designs are under review.

A Business Justification Case will be prepared to unlock funding from City Region Deal

Bids will be submitted to Transport Scotland to secure the remaining design and construction funding required.

Because the project is being delivered in two Phases, it is proposed that consultation will initially focus on Phase 1. Designs are still subject to internal consultation with colleagues and Councillors. Once this internal process has been completed, designs will be shared with the Community Advisory Group & Community Councils, and public engagement will begin.

Focused consultation for Phase 2 will be undertaken in 2025/26.

Cllr Tollemache commented that the cycle route should not compete with  the 20mph speed limit.  KMcG commented that parking was important to the businesses.

GD asked about the level of expenditure. Flora Chirnside reply it was a total of £7 million.

Cllr Wilson enquired why the route wasn’t using the existing national cycle route via the Glen Road. Flora Chirnside replied that it’s was’nt the best option for an active travel route. Cllr Wilson commented that there was a problem with maintenance of cycle lanes. Gary Neill said cycle lane maintenance needed to be addressed at the National level. BB commented on the current issue with leaves on cycle lanes, particular on the approach to BOA from Dunblane. He contrasted the poor state of the A9 cycle lanes with the Glen Road route, from which leaves had been cleared recently.

B 2445. Residents’ View.

B 2445.1 War Memorial Fund and Wheelchair access

GD brought up the subject of the War Memorial 2009 refurbishment and the surplus £2500 funds, which he thought should be included in the CC accounts. He went on to outline issues with wheelchair access to the Memorial. There could be a ramp on the North steps; the Discrimination legislation indicate the  incline would need to be at most between 1/12 or 1/20. He suggested removing half of the steps and have a gradual incline. He also suggested the current relatively deep gravel around the memorial should be replaced with paving. He suggested this could be a project for the CC, with consultation with SC and the public. IB reported there had been no comments on the memorial from the consultation exercises for the CAP/LPP. JS indicated she could pursue this with the Chair.

ACTION: JS to pursue wheelchair access to War Memorial with Chair.

B 2445.2 Car Parking

A resident raised the issue of car parking, particularly with the forthcoming closure of the central car park during the

Co-op rebuilding. A multistorey car park was suggested. LH note that there was a prior parking plan drawn up before COVID-19, however the impact of COVID was that the plan was not implement. LH further commented that the consultation exercise found that there was some disagreement within the community.

GR said that there was now a need for an emergency plan, MW agreed a plan was needed for next year.

The Royal hotel car park was suggested by a resident, but apparently (not only is it private property) there is bad drainage giving rise to concerns. Cllr Tollemache suggested discussions with SC. There were questions about the prior plan, and it’s apparent relationship to the current situation, whereby the current parking arrangements are apparently more or less what was in the plan. A resident suggested the ruined building in AllanVale Road be demolished for parking spaces; she added that the public are using the private parking at her residence. AD suggested the various suggestions on taken on board.

ACTION: re Co-op redevelopment, CC to take discuss emergeny plan for car parking with SC.

B 2446. Christmas Lights.

KMcG reported on the plan for the Christmas Lights. Setting up would be from 11am. There would be two tents, Activities would include face painting and a Santa’s Grotto, with music via a sound system with a DJ.

All lamp post decorations now have donations, some by businesses  , some by families. RD and KMcG have been busy visiting shops/businesses, and report a positive reaction to their visits. The one disappointment is that the pony is unable to attend, and an alternative has not been found, and unfortunately the weather forecast is of concern.

B 2447. Our Bridge of Allan Planning.

In AC’s absence AD gave her report: ”Work continues on drafting the Local Place Plan using the feedback from engagement over the summer.

This builds on development of the Community Action Plan led by Discover with support from the CC.

 We have also been invited to a session with Stirling Council on LPP development, which will inform next steps and may open up opportunities for securing funding for further engagement early in 2025.”

 IB announced that SC have extended the deadline for the CC submission to 1st Oct 2025. The meeting with SC is 4th Dec.

B 2448. Planning Report.

IB spoke to her report which is reproduced here:

  1. The Blairforkie Appeal has been refused. 46 unit major housing development on fields at

Blairforkie Drive, adjacent to the Darn Walk and Kippenrait Glen SAC. Turned down mainly on grounds that it was not in the Local Development Plan for housing, it is designated greenbelt. The Reporter also mentioned loss of amenity for the Darn Walk which is a popular riverside path. This is a final decision. However is is likely that the landowners/developer will put forward a change to the greenbelt designation for the next LDP (due in 2028). We can put forward a community view that the greenbelt is not changed, this can be in our Local Place Plan which will be “taken into account” in the next LDP.

  1. Stirling Council have extended their deadline for LPPs to be considered in the next LDP, fromApril 2025 to 1st October 2025, which will give us time to produce a better LPP.
  2. Edinburgh university are holding a Community information meeting about their woodlandcreation project at Drumbrae on Friday 22nd November 7pm Chalmers hall.
  3. Planning Applications: a 3 bedroom house in the grounds of 3 Upper Glen Rd, Sunnylaw

House, is in the Conservation Area but the garden ground is not. It will have access onto Glen

Road at the bottom of the sloping garden. The construction is likely to impact those who use Glen Road but that is not a valid reason to object. However all residents are entitled to comment.

  1. APRS and Planning Democracy are hosting a series of webinars on Biodiversity and Planningin Scotland. The new NPF4 puts much more weight on Climate and Biodiversity in planning decisions, these webinars explore how local communities can use this in commenting on proposed developments. They are open to anyone interested, and can also be watched after the event. {3}.

 I can see a role for an interested volunteer(s) to record and collate biodiversity data locally in association with the community council so that we can proactively protect what we have.

B 2449. Updates from BOA Community Groups.

B2449.1 Update from Discover Bridge of Allan (DBOA).

DBOA Vice-Chair Douglas Ross reported.

  • Three weeks ago DBOA signed the deeds for the Sunnylaw land.
  • The CAP is in final production stage, and will be out within the next week or two.4
  • DBOA is looking to have charity status in January.
  • An AGM is planned.
  • Linn Kleinman said the Sunnylaw Management Group have regular board meetings, next being 7.15 tomorrow.
  • AD asked how people could get involved
  • Douglas Ross reported that the DBOA website will be updated soon,

B 2449.2 Update from Friends of Bridge of Allan (FBOA).

FBOA Vice-Chair Douglas Neilsen reported on their activities since the last CC meeting:

  • For the two thursdays prior to the Remembrance Service we tidied up the area around the war memorial including edging the paths etc.
  • Last Thursday we cleared leaves from a large area to the east side of the Park and took 10 builder's bags, weighing a third of a ton to the tip. This makes a total of 5.7 tons of green waste from theVillage this year. This does not include the contents of thehanging baskets, they go Dunblane in Bloom.
  • The other day we also put the sponsor plaques for the Christmas lights on the lampposts.
  • This morning we put up the Christmas lights in the Provost's Park.
  • This Thursday the Christmas tree will be going up, again the Provost's Park.
  • Friday we will be putting up in excess of 80 Christmas wreaths at the shops and businesses.
  • Saturday morning we will put up the smaller lights throughout the Village.
  • The Nativity Scene has still to go up at the Parish Church.
  • Finally we are currently scoping out a winter project regarding the raised beds at the rear of the Allan Centre.

B 2449.3 Dr Welsh Trust

AD reported  the AGM would be held in the Library at 5.30pm thursday. There would be a lecture on Cleopatra’s Needle by Craig Mair, and an account from the Alexander family. {5} . Their website has been launched {6

B 2450. Chair’s Report.

In AC’s absence AD presented the Chair’s report:

Remembrance Service

Our community service of remembrance took place on Sunday 10 November in memorial park.

The service was well attended by the local community and organisations, so we want to formally note our thanks in the minutes for that support.

Sunnylaw

Hopefully members of the community will have seen updates posted on social media at the end of October confirming the sale has finally concluded and the land is now in community ownership through Discover Bridge of Allan.  Future updates on Sunnylaw will be provided by Discover Bridge of Allan as part of the community organisation updates item on the agenda.

Provost’s Park

As part of the ongoing use of the park, members of the Community Council and Friends of Bridge of Allan have noted some degradation of the metalwork and will progress a site visit to better assess condition and any action required.  There is no risk for us in continuing to use the park, this is advance notice of likely future work.  This will be progressed between the CC and Friends with Stirling Council and updates will be provided at future meetings.

ACTION:  Site visit to Provost Park re. deteriorating condition of Gazebo metal work, with DBOA and SC.

Christmas events

The Christmas Light switch on takes place this Saturday in Provosts Park, starting at 3pm.  We’ll have face painting, an opportunity to visit Santa, our very own Christmas donkey and wonderful local choirs singing carols.  After an input from our special guest and a group countdown, lights will go on at around 4:15pm.

Recruitment

As we discussed at our last meeting, its time to launch a recruitment campaign to attract up to 3 new members of the CC.  AD sought advice from the national CC network on how to make the campaign as engaging as possible and will aim to launch by the end of this month to run until the end of January.  That will give potential new members the opportunity to come along to our January meeting to understand a bit more about the role before any decisions are taken. AD will step down from CC in January. LH expressed his appreciation for her contribution to CC.

Vacant Properties

Following letters issued to owners of the vacant / derelict properties along Henderson St, one response has been received.  This was from the owner of the former police building and gave an update on plans to review the viability of developing the site as originally planned.  No response has been received in relation to the Royal Hotel, or 103 and 105 Henderson St.  However a demolition order has been agreed for the derelict building at 105 Henderson recently.  A follow up letter will be sent in early January. 

B 2451. Secretary's Report.

Communications from SC Elected Members

Councillor Wilson and Sunnylaw Road:

Councillor Wilson raised with SC the issue of the ending of the TRO relating to the closure of Sunnylaw Road. He and the other elected members subsequently confirmed that SC  has extended the closure of the road beyond November 5th.  2024 as the wall has not yet been repaired, and that the relevant council officers are discussing with the council’s legal services the available options for progressing the repairs so that the road can be open as soon as possible.

 Councillor Kleinman  forwarded the following:

  • confirmation from SC that Sportex has indicated the resurfacing of the MUGA is likely to be delayed until April 2025 as the process requires a rising forecast of above 10 degrees and a few settled days of dry weather;
  • confirmation that the date for the official opening and charging of the tennis courts has not been established although Councillor Kleinman takes the view that, since the refurbished Kings Park courts have now been officially opened, a date for the Bridge of Allan courts could be imminent;
  • confirmation from SC that Roads Maintenance will be replacing the seriously damaged stretch of fencing running along the Graham’s Dairy side of the ’chicken run’ footway/cycleway

 Councillor Tollemache   forwarded  two communications from the Vice Chair of Discover Bridge of Allan, Douglas Ross

  1. Firstly, in relation to SC’s resurfacing of the bridge over the river, there were a number of unsatisfactory aspects, including the sudden cancellation of the works without any communication with the community (including the local merchants); the unsightly detritus remaining after the cancellation; the need for the community to be informed about what the work entails, including sight of the plans and an indication of when the works would begin; and, finally, the importance of ensuring that the work would not begin during the busy festive season.
  2. Secondly, in relation to the proposed traffic calming measures in Henderson Street, the concerns underlined by Discover Bridge of Allan include the option of reviewing the original plans since these were now three years old; the need for the business community to have sight of the plans and to have an opportunity to discuss these with the officials; and, again, the benefit to the merchants of not undertaking these works during the festive season.

Councillor Tollemache forwarded SC emails relating to the Common Good Fund.

Councillor Tollemache forwarded a communication from SC relating to the Common Good Fund and, in particular, to the Common Good status of Pullar Park and Provost Park. The communication confirmed that, since the Pullar Park land was initially a “free gift”  to the burgh of Bridge of Allan, SC’s view was that the park should be considered Common Good. In the case of Provost Park, SC accepts that, while the park could be considered Common Good, this is not clear cut since there is, at present, no incontrovertible evidence that the Park was actually gifted to the burgh council: the council stresses that it is ready to revise its records if such evidence were to come forward. Both Councillors Tollemache and Kleinman confirmed that a briefing meeting for elected members on common good assets will be held in December, and Councillor Tollemache has provide the CC with a list of key questions he intends to raise with SC officers in advance of the meeting.

Communications from Residents

A resident wrote to express concern about the potential inconvenience of the temporary closure of Inverallan Road and Station Road and also to ask why it would take 5 days to resurface a few yards of Henderson Street. In response to the former concern, Councillor Kleinman noted that the closures were from 8.00 am to 6.00 pm only and also that road resurfacing inevitably involved traffic disruption.

Communications from SC

The following communications were received:

  • the first of the two Big Conversation surveys for SC’s 2025/26 budget.
  • a reminder from Engage Stirling of the three current live SC surveys, namely the budget survey mentioned above, the SC libraries survey and the  SC website survey.

General Communications

          The CC received the following communications:

  • a Scottish Government committee survey for community councils covering a range of community resilience issues;
  • notification of a community meeting to be held in Bridge of Allan Parish Church on the evening of Friday, November 22nd to provide an update on the Drumbrae woodland development;  the most recent Scottish Rural Action newsletter;
  • the November issue of the Scottish Community Councils Newsletter;
  • Flora Chirnside, SC’s Senior Active Travel Project Manager contacted the CC to confirm that she would be happy to attend a CC meeting to provide a progress report on the Dunblane to Causewayhead Active Travel Route;          the November newsletter fof MSP Alexanderr Stewart.

B 2452. Treasurer’s Report.

GR gave his first report in the Treasurer’s role. He is working with the prior Treasurer to tidy up access to the bank account, removing access to some former CC members. He is having some handover training from the prior treasurer, and after another session he will start to manage the excel spreadsheets. There has been little change this month, but another twelve donations (totalling £1600)  to the Christmas Lights fund have been received. Outgoings consisted of the yearly fee (£34.80)  for the SSL certificate for the webside, the monthly website hosting fee (£6.00) and a payment to our insurers (£11.54). The current bank balance is £13985.42.

The monthly statement is in Appendix 1.

B 2453. AOCB.

B 2453.1 Dogs off lead on Farmland.

RD mentioned a farmer had spoken to her to express concerns regarding dogs being walked off lead on their fields.

ACTION: RD to pass farmer’s concerns re dogs off lead to SC dog warden.

B 2453.2 CC sound system speakers.

RD asked about the CC sound system speakers. MW said they were not working, and the technician he had taken them to said they could not be repaired. Sheila MacGregor of the Dr Welsh Trust had offered to take them to a spec ialist workshop. KMcG suggested that her husband has resources and experience and offered to ask him to examine them, in the new year.

ACTION: KMcG to progress attempt to repair CC sound system speakers.

B 2453.3 Haws Park Defibrillator

AD reported on the status of the Haws Park defibrillator. It needs regular maintence, with someone responsible to oversee this. KMcG indicated she could look into this in january. AD said she work contact the Allotment group.

ACTION: KMcG and AD  to explore person or group to be responsible for Haws Park Defibrillator.

B 2453.4 Tribute to AD

In response to her recent announce of resigning from CC at the end of the year, MW gave a tribute to AD for her long standing membership and valuable and wise contribution to the work of the CC,

particularly for her unstinting commitments  to her roles as Comms Officer and   Vice-Chair. He wished her Health and Happiness for the Future.

B 2454.  Date of Next Meeting
