Braehead & Broomridge Community Council28 February 2024: Mayfield Community Centre

1. Welcome
Martin welcomed everyone to the meeting.
2. Apologies

3. Minutes of previous meeting and matters arising
No amends to previous month’s minutes (February), however Hugh did wish to that
confirm that he had raised the issue regarding the trees that had been planted on land
which is part of the Housing Revenue Account (ground near Pike road). Permission had
not been granted for these to be planted so they were subsequently removed and
replanted along the side of the railway line.

4. Office Bearer Reports
Chair – confirmed that the treasurer; Veronica was resigning as a community councillor
and treasurer of the Braehead and Broomridge Community Council. Her resignation was
accepted by the council.
Secretary – confirmed that the sign in form has been set up with a QR code if individuals
wish to use this digital version otherwise sign in sheets will still be in use.
Treasurer – current balance £3276.61
Bushes at Yellowhill have been cut back.

Planning – two notices in the area, no major issues with this as they are internal.
5. Additional Reports
Councillor Report
Councillor Flannagan confirmed that the council budget vote will take place on 29
February @ 10am. Regardless of the outcome the council are in agreement that there will
be no council tax increase. If the council tax was increased the money allocated by the
Scottish Government would most likely be revoked.
XL Bully Dogs – restrictions are now in place; dogs must be muzzled and on a lead in
public.
Utility work is taking place in Colquhoun Street/Valleyfield Place and as a result there will
be no parking from 1 March – 19th March 2024.
The new Police Chief Inspector is confirmed as Sarah McArthur.
Hugh raised the issue regarding the budget cuts in particular transport. Concerned that
the cost to raise the council building is resulting in the requirement to sell land.
Councillor Flannagan commented that spending the money on the council building is still
under discussion along with looking at ways of working and efficiency. Philomena asked
whether the recent press reports regarding cutting school meals are correct. Council
Flannagan will need to look into this and clarify the details.
Police – no Police presence.
6. General Business
Forthside Development
Sharon Marlow from Stirling Council presented information on Forthside Development.
Public consultation launched on 18 December 2023 until 23 February 2024 – during this
time the consultation consisted of various activities e.g. public events, the engage
platform, conversations with businesses etc. The plan is to keep the majority of buildings
at Forthside especially those within the MOD site. The buildings will need to be assessed
to see whether they can be repurposed. A finalised master plan will be passed onto the
council in March and the next steps will be the design guide.

Superglass
No new issues. Reduced output in March due to maintenance. Staff coming from main
office in Madrid to support staff with various issues one being environmental. Andrew was
asked by Jamie about the current community support and whether it would continue.
Andrew will look into this.
AOCB
The resignation of the treasurer was raised, and volunteers were asked to consider taking
on the post. It was proposed Jamie take on the treasurer role; Philomena seconded this.
Handover on this will be done asap. Martin asked the community council to consider
looking
at new banks for the community council account. The community council agreed this.
Martin
liaise with Stephen Bly to confirm that the community council is not tied to the Bank of
Scotland. Although Veronica is leaving immediately the consensus of the community
council
is that Veronica can pay the minute taker on 29 February.
The community council confirmed that they were sad to see Veronica go and thanked her
for all her hard work whilst she was on the council and wished her well for the future.
Yellowhill – although the £90K has been confirmed there still is an issue with the path from
Ross Court. As there seems to be a little confusion about the area and the specific path
there will be a group visit to review the path.
Martin asked Councillor Flannagan whether he could facilitate a meeting with the new
Chief Inspector.
Leaflet Drop – Jamie will email samples of the leaflets over to the community council for
review.
Mandy suggested “dressing” the area e.g. hanging baskets could be hung from
noticeboards. Permission may be needed to put them up on lampposts.
Jamie suggested looking at doing a litter pick in the summer before our meeting. We need
to review our public liability insurance. However, in the meantime any litter, graffiti,
chewing gum etc can be reported to Stirling Council.
