Bannockburn Community Council

Minute of Meeting

03 October 2024

 Bannockburn Community Centre 

 

Present:  I Dawson (Chair), L Watret (Secretary), T Cattigan and W McEwan  

 

Apologies:  L Masterson (Treasurer), R McLachlan, J Reid, B Millar and S Kerr  

 

Attendance:  Joanne Blair, Councillor Brisley, David Jinks (Barratt Homes), David Jewell (Springfield Homes) and Sharon Marklow (Stirling Council)

  1. Approval of previous minutes- Minutes proposed by W McEwan and seconded by L Watret

 

2. Matters Arising

 

  1. The community council welcomed representatives from Barratt Homes and Springfield to the meeting. They confirmed at the Durieshill development there will be a total of 3000 homes over a 30 year period.  They are planning on 100-150 homes per year with affordable housing included.  We should start to see houses being built in 2026 once infrastructure works are complete.  They have already brought electrical cabling from Springkerse up to the site.  The original plans do include a community campus which will accommodate a primary school and a high school.  The primary school is in the first stage plans of development.  Cllr Brisley noted there has been ongoing discussion to decide if it would be better to build a bigger high school on the existing Bannockburn High site instead of having two smaller schools.  Springfield have committed to road improvements at Pirnhall increasing the road to 3 lanes however this does not need to be done immediately but by the 550th  There will be an access point to the development on the Denny road and also through Plean.  At around 400 homes, a new roundabout will be built where Roman road joins the Denny road.  Stirling Council have received a preapplication notice on behalf of Barratt Homes regarding house types and Barratt will be doing two public consultations in relation to this.  David will forward on the two dates.
  2. Ian asked for confirmation that the path is a right of way at Brucefield golf club as Neil from Persimmons disputed this at the last meeting. Sharon confirmed it is a right away and will write to Persimmons.
  3. Lucette noted there are no passing places at the Persimmons development and residents are becoming uncomfortable whilst driving on the dangerous road. Sharon confirmed a roads colleague visited the site and has given Persimmons a timescale to complete all enhancements.  Sharon asked that residents keep complaining and notifying both Stirling Council and Persimmons.
  4. The school gates at Bannockburn Primary are now being locked during school hours.

This was decided at the last Parent Council Meeting.  Cllr Brisley has spoken with Head of Education to suggest that a consultation with parents and residents should have been carried out before this decision was made as it has been a right of access for many years.  If it is a safety issue the gates should be locked at all times.  It was also noted that during drop off and pick up times that parking is an issue and residents are having to time when to leave there house to avoid being blocked in/blocked out. 

  1. Ian attended the meeting at Stirling Council with all community council’s and a representative from the Police noted that reports will now be sorted into clusters and sent monthly to CC’s. This will be on a trial basis.  They also welcomed CC’s and volunteer groups to do a speed watch and the Police will provide the gun however the group will have to arrange hi-vis vests and insurance.  The CC agreed this was not feasible.
  2. The CC have asked for use of one of the 25 vacant garages. Cllr Brisley confirmed this will be an operational decision and she will liaise with the Head of Housing, Steven Clark to ask.
  3. Tommy is having to seek permission from shop owners and residents to put brackets up for Christmas lights. He has drafted a letter and will get these posted in the coming days.
  4. The CC have urged all to complete the libraries survey. It was noted that groups are being asked to try out the hub.
  5. Tommy has asked the Council what cycle the Council work too for maintenance works now and will update at the next meeting.

 

3. Reports- External 

  1. Police Scotland:
    1. No report received.
  2. Elected Member:
    1. Councillor Brisley noted work on the budget for next financial year has started and the Council are not in a better situation than last. There will be a public consultation but it is not a healthy looking picture and difficult decisions will have to be made.
    2. Cllr Brisley noted that as leader of the Council she now needs to attend Remembrance Sunday at the main cenotaph in Stirling however she is trying to ensure Bannockburn will be represented by another Councillor. iii. Cllr Brisley noted that she has raised her concerns with the poorly worded responses coming from corporate enquiries and this will be actioned.
    3. The Head of Housing has committed to a review of the garage sites in Bannockburn and assess what works are needed done.
  3. Community Development Officer:
    1. Michelle noted in her report that the Ladywell Parking issues has now been resolved with the bollard now back in place and locked, which should prevent the parking in the park issues and reduce any safety concerns. Cllr Brisley confirmed this is now unlocked but Tommy confirmed the paddle lock will be put back on and a copy of the key will be given to the football club.

  1. The next Forth Valley Social Enterprise Network (FVSEN) meeting will be held, via Teams, on Thursday the 19th of September 2024 - 10am to 12 noon. To register please use this link.
  2. As part of Maths Week Scotland (23rd to 29th September) SC are hosting

‘Games and a Cuppa’ sessions at various locations in Stirling (namely Cornton, Borestone, Bannockburn, Cowie and Fallin). The aim of the sessions is to engage local residents in fun numeracy themed activities in the hope that they will then wish to participate in further free numeracy based learning activities under the Scottish Government’s Multiply programme.

 

4. Reports- Internal

  1. Secretary: Copy of all updates received was forwarded to CC members (as above in matters arising).  
  2. Treasurer: Linda had sent her apologies but highlighted beforehand all balances were ok and there was nothing major to report.  
  3. Planning: Planning update confirmed nothing of note for this month.   
  4. Bannockburn House: Produce from the garden are on sale on a Tuesday and Wednesday as well as the house given away some to charity.  Work is continuing on the south elevation of the house.  It is continuing to be a struggle to raise funds.  Cllr Brisley confirmed there will be some update in the near future regarding the City Region Deal Funds.
