Minute of Meeting

Present: T Cattigan (Secretary), L Masterson (Treasurer), I Dawson, W McEwan, J Reid, L

Attendance: Joanne Blair, Max Hislop (Treelink), Michelle Flynn and Lyndsay MacNair

1. Approval of previous minutes- Minutes proposed by T Cattigan and seconded by L
Masterson
2. Matters Arising
a. The CC are still waiting on a response from Persimmons and the SC Planning
Officer to provide an update of the play park that was in the original Local
Development Plan. Stephen Bly will pass on the information and try get an
update. Michelle to email Neil from Persimmons to get contact details for a site
representative.
b. It was noted that there will be 66k put into the pot from the Bellway development
but it is unclear to the CC where and how this money will be spent.
c. The 2 benches have now been fitted at tow truck and train.
d. The CC have confirmed they are taking over the hanging baskets in 2 areas.
Michelle confirmed SC are asking all communities to take over these, if possible.
e. Stephen Bly has arranged for a supervisor to visit the Community Centre to
inspect both the exterior and interior of the building.
f.
SC have confirmed it is ok for the rugby club to hang frames and brackets for the
Christmas lights. They will arrange a date/time to sort this. Bannockburn House
are interested in taking over the switch on event and Lucette will organise a sub
group to hopefully include representatives from Bannockburn House, BCC and
the Rugby Club. Tommy to forward contact details of the rugby club to Lucette.
g. The train carriage was vandalised but has now been repaired.
h. Tommy confirmed SC are changing the lock/code access to the community
centre. There is to be training for key holders. There will also be a meeting
arranged regarding the storage of equipment. Tommy to send out the meeting
details.

It was noted that the grass at Ochilmount playpark has been half cut. SC also
confirmed there will be no repairs to the play equipment.
The CC highlighted that there are overgrown bushes blocking signage into
Bannockburn, Michelle will look into this and provide an update.
3. Reports- External

4. Reports- Internal
a. Secretary: Copy of all updates received was forwarded and discussed with CC
members (as above in matters arising).
b. Treasurer: The treasurer highlighted all balances were ok and there was nothing
major to report. Linda confirmed the CC still haven’t received the money from
Bannockburn Trust. Michelle to chase this up with Claire (treasurer), this money will
be used for the maintenance and insurance of the monument.
c. Planning: Planning update confirmed nothing of note this month. As there is a new
process to planning notifications, Lucette will raise anything of concern between
meetings via email.
d. Bannockburn House: It was noted that the grass damaged from the film crew will be
repaired.
5. Community Council Business
a. Max Hislop (Trustee of TreeLink Striling) attended the meeting to discuss their work
and raise awareness of woodland management work in the Bannockburn area.
Their main focus is connecting 4 woodland areas, this is called the ‘Crown of Trees’
project. The benefits of this include; positive action, habitant connections,
community engagement and tourism destination and the activities include; tree
planning, management of woodland areas, invasive non-native species
management and way marking the route. They currently have two other schemes
running the now; ‘Free Trees for Babies and ‘Free Nut and Fruit trees’. Funding has
been secured and the scheme is live for applications via their website.
b. Lyndsay MacNair (Thriving Communities’ Engagement Manager) also attending the
meeting to inform CC’s of the community area quarterly forums that have been
organised for CC’s. This is open to a representative from each CC. At the meeting,
there will be presentations from Elected Members and Service Managers. The next
meeting will be online due to the election but the last 2 of 2024 will be in person.
Lyndsay will forward the details. Lyndsay also noted she is working with Parks and
Land Services to look at what possibly communities can take over, this will allow
communities to source private contractors who may be cheaper. Lyndsay plans to
visit community council’s more regularly and assured there is now more
accountability of services to respond to queries in an efficient timescale.
6. AOB
a. Ian noted that there was a serious incident in Bannockburn which required a
defibrillator. However when someone went to retrieve the defib it wasn’t there, it
was speculated that Fairview Home has borrowed it however this wasn’t the case,
after speaking to the Manager, she confirmed they don’t have a need for the defib as
95% of her residents have a DNR order. It was then confirmed that the defib was at
the Christadelphian home but has since been returned.
