Minute of Meeting
04 July 2024
Bannockburn Community Centre

1. Approval of previous minutes- Minutes proposed by W McEwan and seconded by T
Cattigan
2. Matters Arising
a. Lucette attended the virtual Informed Communities meeting hosted by Stirling
Council. Other Community Councils have started connecting local volunteer group
with a quarterly meeting, Lucette will look into organising this for the Bannockburn
area. Councillor Brisley agreed that linking all community groups would be a great
idea.
b. The Community Council have confirmed they have received the cheque from
Bannockburn Community Trust. Michelle advised the CC now need to email the
trust chair to acknowledge receipt of the cheque. This money has been ring-fenced
for insurance for the monument. Tommy confirmed he has received 2 insurance
quotes, a lower rate to cover accidental injury and a higher rate which covers a
rebuild if the monument is destroyed. Members of the CC have agreed to insure the
monument for the lower rate as the risk is extremely low that the monument will be
completely damaged.
c. Jim raised before the meeting that the state of the pavements were a mess and
there is in an increase in dog waste being left. He is going to raise this directly with
Stirling Council.
d. Lucette confirmed a representative from Persimmons will attend the August meeting.
In an update provided via email, Neil from Persimmons confirmed they have still not
bought the Bogend Road land from Stafford Trust but it is in progress. He also
confirmed they are still not sure what to do with the driving range area as it is
classed as green belt, they are open to review further opportunities for this area.
Lucette raised that on the plans it looks like Persimmons own the paths the CC will
raise this with Persimmons at the August meeting, along with other collated
questions.
e. Michelle confirmed via email that a contractor is dealing with removing debris around
signs as a matter of priority. Roads are also looking into diversion signs to make
sure they are appropriate.
f.
It was discussed that there is no interests for additional shops, where Persimmons
have identified shops on the development plans. This development was originally
for 800 houses but has since increased to 1100. There is also houses being built in
ward 7 at Durieshill, Plean and Cowie. This will total approx. 3800 houses.
g. Tommy provided a general update on queries that were sent to CCenquiries:
i.
New trees have been planted at the bottom Ladywell Park however the
grass has not been cut around about them. The CC are awaiting an
update on when this will be tidied up.

Tommy has requested a price for the repair of one of the equipment at
Sauchie Court Play Park as they’re could be funding available.
Stirling Council confirmed Telford Bridge will be repaired this financial
year. The CC have asked if the footpath barrier can be removed.
iv. The community are now planning ahead for future flowers. The
community have received some plants as donations for the
boxes/planters.
v. 3 wooden garages at Hedges Loan have been removed. The Council
have confirmed that the remaining 1 that should have been removed is
now being repaired. BCC are in discussions regarding the removal of the
1 remaining metal container.
3. Reports- External
a. Police Scotland:
i.
No report has been sent by Police Scotland. The Community Council have
expressed their disappointment as they haven’t received a report in months.
Lucette confirmed she has emailed multiple police contacts repeatedly but
has received no response.
b. Elected Member:

Councillor Brisley confirmed that SC has been in recess since the end of May
so no committees have been in place during this period.

It was also highlighted that the effect of the budget cuts was becoming visible
within the Council, as well as in the community. However the cuts were
unavoidable as the books needed to balance.
Councillor Brisley noted that the plants throughout Bannockburn are looking
very good. She expressed her thanks to the volunteers for the work that has
been done in the Cenotaph. It has been great to see so many volunteers
offering support in areas where the Council have stopped maintaining.
Councillor Brisley expressed her sadness in the closure of Ladies of the Rock
but unfortunately they were struggling to maintain and attract new volunteers.
There will be a road closure at Corbiewood for the housing development, this
will cause disruption to the roads for the next month. The roads department
were consulted on the best alternative to divert the traffic.
Councillor Brisley highlighted the importance of the Communities completing
Local Place Plan’s. The Community Council noted they haven’t started this
but are waiting to liaise with Michelle Flynn and Lyndsay MacNair to support
the completion of this plan. This is vital for the community as for future
developments, the Council will need to take into account the idea’s in the
Local Place Plan. Councillor Brisley added, in her opinion, there should be no
additional houses required in the Bannockburn area.
Councillor Brisley highlighted the increase of scams going about. The most
recent one has included MECS as part of the scam so is important to stay
vigilant.
Stirling Council will have a new Chief Executive starting at the end of July –
Caroline Sinclair. She is currently the Chief Officer of East Dunbartonshire
Health and Social Care Partnership. Willie has asked if Councillor Brisley
could invite her to Bannockburn House for a visit when she starts her post.
c. Community Development Officer:

4. Reports- Internal
a. Secretary: Copy of all updates received was forwarded and discussed with CC
members (as above in matters arising).
b. Treasurer: Linda has sent her apologies for this meeting however highlighted all
balances were ok and there was nothing major to report.
c. Planning: Planning update confirmed nothing of note for this month.
d. Bannockburn House: Willie noted Bannockburn House hosted a wedding at the
weekend and have another couple wedding’s booked in this year. The new grass has
been laid on front lawn and the carpark is nearing completion with only minor works
to be carried out. There is a makers market at the house on Saturday 6th July 2024.
Bannockburn House is open on Sunday, Monday, Tuesday & Wednesday if anyone
would like to volunteer.
5. Community Council Business
a. None
6. AOB
a. Tommy noted that the front door of community centre has now been painted and the
fire exits footpaths have all be cleared up so there is no longer a trip hazard.
