Asset transfers

What is an asset transfer?

Under the Community Empowerment (Scotland) Act 2015, community groups can ask to buy or lease any land or buildings that belong to:

  • a local authority
  • Scottish Ministers
  • a range of other Scottish public bodies

When this sort of request is granted, it's called an asset transfer.

How can a community group make an asset transfer request?

A community group can make a request by contacting the relevant body. When they do this, they must explain:

  • what they want to do with the asset
  • how having the asset will be good for their community

There are also specific rules on eligibility and supporting information. This is explained in the Scottish Government's guidance for community transfer bodies.

How do you find an Asset?

Public Bodies must have a register of their assets that are available. Stirling Council’s Asset Register is available here.

How do you make an enquiry?

To make an enquiry fill in an Expression of Interest form and email to asset-transfer@stirling.gov.uk . This form should be used to express your interest in applying for a Community Asset Transfer (CAT) and is not a formal request.

How do you make a formal request?

To make a formal community asset transfer (CAT) request, please fill in the CAT Application Form and send to asset-transfer@stirling.gov.uk with all other relevant documents.
