Public Access is an online service which allows you to view and comment on any planning application which has been submitted to Stirling Council.

You can:

  • track the progress of an application through the system;
  • comment on current planning applications;
  • view details of all applications (from 1990);
  • check on appeals lodged and decisions made;
  • view plans and documents (from 2006 onwards).
  • In the advanced tab, you can search by date range, you can also view the weekly/monthly lists. Viewing applications do not require you to log in.

Viewing applications in the office

All planning applications are held electronically and we do not hold paper files.  If you don't have online access, you can telephone (01786) 233660 to make an appointment to view the electronic file at our offices from 9.00 am to 5.00 pm, Monday to Friday at Teith House, Kerse Road, Stirling, FK7 7QA.  Alternatively, local libraries have computers for public use.

How to comment on a planning application

We can only accept comments in writing using one of the following:

  • Online, you will need to register the first time you do this
  • By email to planning@stirling.gov.uk
  • By post to Planning Services, Teith House, Kerse Road, Stirling FK7 7QA
Will people see my comments?

It should be understood that any comments made cannot be treated as confidential.  They will be available online to the public, including your name and address.  We will not display signatures, personal 'phone numbers or personal e-mail addresses.

What you can comment on

To find out what are, and are not, relevant matters in commenting on planning applications see guidance on Material Considerations:

We can only take material considerations into account when determining a planning application.  These cover a wide range of issues including loss of daylight, visual appearance, traffic generation and road safety etc.

Matters that cannot be considered include:
  • property values
  • loss of a view
  • alternative types of development you might prefer
  • private issues between neighbours such as party wall disputes, damage to property, private rights of ways etc
  • commercial competition
  • requirements under building regulations or other non-planning laws such as structural stability, fire precautions etc
Data Protection, Copyright and Disclaimer

Plans, drawings and materials submitted to the Council are protected by the Copyright Acts (section 47, 1998 Act). You may only use the material, which is downloaded and/or printed for consultation purposes, to compare current applications with previous schemes, or to check whether developments have been completed in accordance with approved plans. Further copies for any purpose must not be made without the prior permission of the copyright owner.

While every effort is made to ensure that the information shown in Public Access is accurate this cannot be guaranteed and some data sets, particularly constraints, are incomplete. You should check with Officers before making important decisions that rely on the data viewed.
